The officers of the section and below do not take the plane in principle. Because they travel far away from business or travel on urgent mission, they must be strictly controlled by the aircraft. They must be approved by the leadership of the unit before they can fly.

The measures also require that all municipalities directly under the central government should establish and improve the internal examination and approval system for domestic travel. They must fulfill their approval procedures in accordance with the regulations, strictly control the number and number of people travelling on business, strictly prohibit the activities of learning, communication, investigation, research and other activities without clear substance and official purpose, and strictly prohibit the disguised tourism in the name of official travel.

It is reported that the "method" is applicable to the direct units in Guangzhou.

Municipal Party and government organs include municipal Party organs, people's Congress organs, administrative organs, CPPCC organs, judicial organs, procuratorial organs, democratic parties, people's organizations and civil service law management units.

According to the "measures", the inter city pportation expenses refer to the expenses incurred by the staff on business trips to the areas outside the permanent residence by means of pport such as trains, ships, aircraft and automobiles.

The "measures" also proposed that each person can purchase a traffic accident insurance every time by means of aircraft, ships, trains and other means of pport.

Where the unit has unified purchase of traffic accident insurance, no longer repeat purchase.

The Civil Aviation Development Fund and the fuel surcharge can be reimbursed if they are on board.

In terms of travel expenses,

"It is suggested that the accommodation for business travelers is mainly in single rooms or standard rooms, and that the normal, sub provincial and equivalent staff can live in ordinary apartments.

The upper limit of the upper limit for travel expenses is implemented according to the unified standards issued by the Ministry of finance.

The local traffic charges on business travel are also fixed by calendar days, 80 yuan per person per day.

It is worth mentioning that according to the "Regulations", business traveler should have meals on his own. If the reception unit arranges meals or provides pportation, the travelling personnel should pay the relevant fees to the reception units according to the Guangzhou standards.
