Recently, the general office of the State Council issued the "guiding opinions on promoting healthy and rapid development of cross-border e-commerce" (hereinafter referred to as "opinions").

This is a guiding document for accelerating the development of cross-border e-commerce under the new situation.

The opinion points out that in recent years our country

Aiming at the problem of restricting the development of cross-border e-commerce, it is necessary to speed up the establishment of its own characteristics.

And regulatory system to create a more convenient development environment, and promote the healthy and rapid development of cross-border e-commerce.

The "opinion" embodies the general principle of "standardizing in development and developing in standard", and clarifies the main development goals of cross-border e-commerce. It not only supports domestic enterprises to develop foreign trade with e-commerce, but also highlights the key points and encourages powerful enterprises to become bigger and stronger.

In particular, it is proposed to cultivate a number of public platforms.

Comprehensive service enterprises and self built platforms, and encourage domestic enterprises to join forces with overseas e-commerce enterprises.

The opinion stressed that the relevant departments of the State Council should formulate and improve supporting measures, guide and serve well, strengthen communication and coordination among departments, and link up relevant policies, and expand the comprehensive pilot project of cross-border e-commerce in an appropriate manner.

Local governments at all levels should work out a comprehensive work plan in line with the actual situation, fulfill the responsibilities of service, supervision and supervision, and increase support for key enterprises.

The opinions put forward five supporting measures.

First, we should optimize customs supervision measures, further improve the management mode of entry and exit goods and articles for cross-border e-commerce, and optimize the customs import and export operation procedures of cross-border e-commerce.

Two, we should improve the policy and measures for inspection and quarantine supervision, carry out centralized declaration, inspection and release of cross-border e-commerce import and export commodities, and implement the filing management system for cross-border e-commerce operators and commodities.

Three, we should clearly regulate the import and export tax policy, continue to implement the current cross-border e-commerce retail export tax policy, and formulate a tax policy for cross-border e-commerce retail import in accordance with the principles that are conducive to stimulating domestic consumption, fair competition, promoting development and strengthening import tax administration.

Four, we should improve the management of payment and settlement of e-commerce, and push forward the cross-border payment of foreign exchange businesses by payment agencies, and encourage domestic banks and payment agencies to conduct cross-border electronic payment in accordance with the law.

The five is to provide financial and financial support, provide necessary financial support for cross-border e-commerce enterprises to go out key projects, and provide appropriate credit insurance services for cross-border e-commerce.
