The Status And Status Quo Of Xinjiang In The Strategy Of "One Belt And One Road"
The strategic conception of "New Silk Road Economic Belt" is proposed for Xinjiang.

The long-term development of the industry provides valuable opportunities.
At the same time, Xinjiang's textile and garment industry also needs to find and solve problems in opportunities, make full use of policies and industrial advantages, and establish a virtuous cycle market environment for spinning, weaving and clothing.
The significance of the "one belt and one way" strategy from the perspective of world economy
The strategy of "one belt and one road" has innovated the idea of the economic community, and in the process of realizing the community, it is expected that the renminbi will get the international settlement status similar to that of the US dollar and the euro.
After the rise and fall of Latin America in the 70s of last century, the rise of "four small dragons" in 80s, the US dollar has dominated the international market in various ways, and the global settlement rate has been as high as 80%.
In the long run, China, Japan, South Korea and Northeast Asia free trade area will become the third largest economy in the world. With the more than 60 countries along the belt and the Southeast Asian Free Trade Area, India and South Asia, the scale of the entire Asia free trade area will exceed 50 trillion dollars and become the world's largest economy.
As the core country of the trade area, China will become the third largest international trade currency after the US dollar and the euro. It will greatly promote the long-term development of the Chinese economy and the improvement of the average living standard of the Chinese people.
The status and status quo of Xinjiang in the strategy of "one belt and one road"
The strategic vision of the "New Silk Road Economic Belt" is to strengthen interconnection and trade in Central Asia, provide open access and platform for Western China, promote economic and social development in the western region, and narrow the gap between East and West.
Xinjiang is not only the core area of the Silk Road, but also the bridgehead which opens to the West in China.
Whether it is economic or political, the development of Xinjiang's textile industry will play an important role.
According to the strategic layout of the Central Committee of the Communist Party of China on further maintaining social stability and achieving long-term stability in Xinjiang, and guiding opinions of the State Council on supporting the development of Xinjiang's textile and garment industry to promote employment, textile and garment will become a pillar industry to undertake eastern industrial pfer and promote employment in Xinjiang.
As a major province of cotton production, Xinjiang entered the new stage of structural adjustment from the "fifteen" period, and increased the construction of high-quality cotton base, developed high-quality cotton yarn and cotton cloth, and became the largest cotton production base and textile production base in China.
At present, Xinjiang's cotton resources account for more than 60% of the total output of the country. The textile and garment industry has become a key pillar industry for Xinjiang to promote employment.
It is estimated that by the end of 13th Five-Year, the scale of Xinjiang spinning spindle will reach 20 million spindles, and four comprehensive textile and garment industrial bases will be built in Shihezi economic and Technological Development Zone, Korla economic and Technological Development Zone, Akesu textile industrial city and alar economic and Technological Development Zone.
According to incomplete statistics, in 2015, the scale of enterprise planning in Xinjiang reached a record scale, and the newly launched cotton spinning project exceeded 6 million spindles (including air spinning).
Among them, Li Tai, Zhen Lun, Jin Fu, Tianhong Group, Huafu group and so on in Xinjiang, the scale of planning and construction is over one million spindles. The scale and investment volume of the monomer cotton spinning project has been greatly improved.
Meanwhile, the Xinjiang textile industry completed a record high investment in fixed assets in 2015, reaching 25 billion 163 million yuan in 1~10 months, up 1.9 times compared to the same period last year. The new cotton spinning capacity is expected to reach 4 million spindles (including airstream spinning), and at the end of 2015, Xinjiang's cotton spinning capacity reached 10 million spindles (including air spinning).
A group of clothing, knitting and carpet enterprises in Shandong, Shanghai, Zhejiang, Jiangsu, Guangdong, Anhui and Ningxia came to invest in Xinjiang.
A group of local enterprises in Xinjiang, such as Xin Daxin, bulimu, Kun Mo, Ming Zhong, Ou Liting, Dan Sha Li and Yi Li Qi, have also been developing and expanding. They have made positive contributions to enrich the local clothing varieties and expand the Central Asian market, and have played a good exemplary role in promoting Xinjiang's local and stable employment.

Problems and suggestions of Xinjiang textile industry
While Xinjiang's textile industry has made significant progress, there are also some problems.
On the macro level, in the process of attracting the mainland textile industry to Xinjiang's entrepreneurship, there are regional and regional competition, and the competition between the corps and local governments is attracting investment.
This competition has led governments to compete with enterprises for more than the existing policies of autonomous regions and countries.
How to coordinate the interest relationship between the government and the vicious competition by means of preferential policies is a serious problem.
On the micro level, due to the preferential policies of Xinjiang for spinning enterprises, a large number of spinning mills produce yarn in Xinjiang, but sell their products to the mainland or export, resulting in the phenomenon of not buying yarn locally, resulting in a serious shortage of original looms.
Weaving is an indispensable key link in extending and perfecting the textile industry chain, expanding employment and realizing the sustained and healthy development of the textile and garment industry.
Without the support of the weaving industry, the goal of developing the textile and garment industry will be difficult to achieve.
Field research in Xinjiang found that Xinjiang's current weaving scale is less than 5000, and the new textile items are all spinning, and the new weaving project is temporarily blank.
The industry generally believes that greater support should be given to weaving.
Hebei Shijiazhuang Changshan Group intends to invest in the construction of weaving mill in Xinjiang. Therefore, according to the relevant policies of Xinjiang autonomous region, the cost accounting of new weaving enterprises in Xinjiang is made, and some policy suggestions are put forward.
According to the subsidy standard of Xinjiang real estate cotton used by spinning enterprises, the weaving enterprises should subsidize the use of Xinjiang real estate yarn.
To encourage the support of the territory
Weaving
The use of Xinjiang real estate yarn to promote the in situ pformation of real estate yarns and improve the extension of the Xinjiang textile industry chain should subsidize the export of cotton yarn from the Xinjiang real estate yarn after being converted locally, as a special support fund to support the development of weaving enterprises to the weaving enterprises.
At present, the cotton products are pported from southern Xinjiang to the main selling place of cotton cloth in Jiangsu and Zhejiang provinces. The freight rate is about 1500 yuan per ton. Therefore, it is suggested that the northern and southern Xinjiang should increase the freight subsidy accordingly.
Compared with spinning, weaving process is more complex and difficult to operate, and usually requires continuous training.
It is suggested that Xinjiang should train more difficult operations, improve training subsidies and set up professional and technical colleges and universities for long-term talent export.
The strategy of "one belt and one road" needs not only the development of Xinjiang, but also the precious opportunities for the development of Xinjiang's textile industry.
If we want to seize this opportunity, we need to solve some key problems.
It is particularly important to note that preferential policies and low cost of certain production elements are not the basis for long-term development of enterprises.
The long-term development of Xinjiang enterprises needs to establish a more complete industrial chain and a well-developed product market, so that enterprises in all links of spinning, weaving and clothing can establish market relations within the territory and jointly maintain the market ecosystem of Xinjiang's benign cycle, thus promoting the balanced development of Xinjiang's textile industry.
