Gao Dekang Advocated The Establishment And Improvement Of Waste Textiles Recycling System

China is a big consumer of textile and apparel products, and the annual output value of textile and garment industry is as high as 9 trillion yuan.

With the increasing frequency of clothing renewal and consumption, the number of old textiles such as old clothes is growing faster and faster. A set of survey data shows that our country produces about 26 million tons of waste textiles in production and consumption each year, and the utilization rate is less than 14%.

"In order to promote the reduction, reuse and resource utilization of textiles in the production, circulation and consumption process, it is urgent to establish and improve the recycling system of waste clothing to achieve the best use and the green development of people."

Gao Dekang noted that the current recycling and reusing of waste textiles has such problems as lack of industrial policies and standards, immature industrial chain system, low technology level and added value of products, and low acceptance of public opinion.

China has banned the second-hand clothing trade, and the national industrial policy preferences have not yet covered the field of waste textiles. There are still a lot of gaps in relevant laws, regulations, standards and supporting policies. The scale of recycling and reusing enterprises is small and scattered, and there is not enough convergence between the upstream and downstream industries, and the level of technology development is low, and the added value of the regenerated products is low.

Influenced by social problems such as "black cotton" and so on, our residents have doubts about recycling and reusing the waste clothes. The waste clothes at home are mostly in a state of "throwing away, but not wearing", resulting in huge waste of resources.

Development of waste textile network trading platform, WeChat platform and APP recovery software and other applications, highly efficient link production and consumption areas, and jointly build a multi-level, networked, long-term social recovery system.

"State media and enterprises should also increase the significance and concept of promoting the comprehensive utilization of waste textiles, advocate the environmental health and recycling production and life style, and promote the whole industry to form a good atmosphere for green production, green consumption and the consciousness of recycling and reusing waste clothes."

He suggested that from the national strategic level, the waste textiles should be integrated into the national policy and the development of circular economy. Starting from the top-level system design, we should study the rational and sustainable recycling mode and the profit distribution mechanism, and introduce various policies to encourage development.

"The average profit margin of China's textile industry is only about 6%. The government departments should give necessary support to the waste textile and garment recycling, processing and reusing industries in terms of Taxation and funds, and promote preferential policies such as value-added tax relief, discount loans and investment credits, and implement the green procurement system, enhance the initiative of enterprises and promote the reuse of resources."

Taking the lead in learning from the successful practices and experiences of the European Union, the United States and Japan, we formulated the waste textile recovery system and comprehensive utilization standard system covering the whole society, formulated the quality standards for the reused textiles of waste textiles, carried out the industry admittance and product certification for the comprehensive utilization of waste textiles, and revised and perfected the second-hand products.

The relevant standards, explore the establishment of the old clothing classification utilization mechanism, to connect the upstream and downstream textiles, establish a benign operation recycling mode.

We should integrate industry organizations, research institutes, intermediaries and enterprises to establish collaborative innovation platform, carry out joint research in production, education and research, and seek breakthroughs in the key technologies of fiber recycling, research and development of equipment matching and innovation.

Relying on enterprises and taking the market as the guidance, we should pilot ahead in the conditional areas, build waste textiles and reuse of industrial and research institutes as a whole, reuse the parks and industrial bases, support and nurture leading enterprises, and guide the development of recycling and reuse of waste textiles to the direction of scale and standardization.
