According to the contents of the guidance, we will focus on planning and improving the three major cotton logistics channels, including the Xinjiang cotton logistics corridor, mainly to meet Xinjiang cotton and Central Asian countries.

The demand for cotton flow into the mainland and the cotton logistics corridor in the mainland are mainly to meet the cotton demand of cotton textile enterprises in East China, central China and North China. The logistics channel for importing cotton in the coastal areas is mainly to meet the logistics demand of domestic enterprises for imported cotton.

In addition, we should carry out the pilot project of cotton container pportation, break the "bottleneck" that restricts the development of cotton container pport, and build a cotton container pport logistics system which integrates collection, collection, pfer, pportation and storage from Xinjiang to the mainland, and realizes the "door to door" cotton container multimodal pport service.

In terms of investment and financing channels, cotton backbone enterprises are encouraged to raise funds for construction through various channels, participate in logistics informatization and standardization, and build important logistics corridors and nodes infrastructure. Central and local departments concerned can provide certain financial support through existing investment channels.

Banking financial institutions should be guided to increase credit support for cotton logistics enterprises, support eligible enterprises to broaden financing channels through the issuance of corporate bonds, corporate bonds and listing, and support enterprises to issue non financial enterprise debt financing tools to raise funds.

At the same time, we should enhance the informatization level of cotton logistics, increase policy support, and encourage railway pportation enterprises to increase the input of cotton pportation capacity.

We should implement the land and related preferential tax policies to support the development of the logistics industry, and further improve the operation methods of cotton tariff subsidy in Xinjiang.

At the same time, support cotton logistics enterprises mergers and acquisitions, bigger and stronger.
