A number of large-scale cotton specialized warehouses with high standards, loading and unloading operations and strong turnover capacity have been put into use. A group of enterprises specialized in cotton warehousing and logistics have grown stronger, and the cotton logistics industry system has basically formed.
But compared with developed countries, China's cotton logistics integration and specialized service capabilities are not strong, logistics standardization and organization are relatively low, the links of logistics operations are not smooth, and the problems of high cost and low efficiency are still outstanding.

The mainland's cotton logistics corridor mainly meets the cotton demand of cotton textile enterprises in East China, central China and North China. The import of cotton logistics channels in the coastal areas is mainly filled with the logistics demand of domestic enterprises for imported cotton.

In the main production and marketing area and pportation hub of cotton, we should rationally plan, construct or pform a batch of cotton logistics infrastructure with multimodal pport functions, and strengthen the construction of railway stations, port cotton pfer stations, drop and hang station, port and railway and container yard, so as to realize smooth connection of highway, railway and waterway pportation modes and improve the logistics service capability of cotton pfer.
Among them, the cotton production area of Xinjiang mainly supports the expansion and pformation of logistics nodes, and strengthens the pformation of open storage yard, railway platform and shed facilities to meet the needs of gathering, storing and pporting cotton around the site. The main cotton logistics nodes in the Mainland mainly focus on strengthening the construction of multimodal pport function stations, and encourage enterprises to build suitable cotton storage and logistics centers with suitable size and demand. Cotton import ports mainly focus on specialized warehousing facilities with bonded and pfer functions, and the construction of loading and unloading platform with multimodal pport, and enhance the logistics service capacity.

Cotton logistics enterprises are encouraged to become bigger and stronger through shareholding holding, merger and reorganization, and cooperative alliances, so as to form a group of large cotton logistics enterprises with strong strength, advanced management concepts, advanced management methods and strong core competitiveness, so as to improve the scale, specialization and networking services.
Encourage traditional cotton warehousing enterprises to extend to the upper and lower reaches of the supply chain, improve their service functions and carry out specialized textile and cotton blending services.
We should actively promote institutional and institutional innovation, integrate existing cotton logistics resources, and promote the socialization of warehousing, platform, wharf facilities and marketization of pport services.

We should strengthen the capacity building of container handling, pfer and distribution in the sales areas and important ports, improve the container pport logistics service system between the port and the mainland, and promote the standard convergence of different modes of pportation in the means of delivery, ticket documents, and logistics information, so as to achieve seamless connection of sea rail multimodal pport, rail pit and hot metal combined pportation.
Support cotton logistics enterprises to use advanced pport organization such as drop and hang pportation, and promote intelligent management of container multimodal pport.
Five, actively promote cotton logistics informatization, standardization and equipment modernization.

We should enhance the innovative application of advanced information technology such as Beidou navigation, Internet of things, cloud computing and big data in the field of cotton logistics.
We should strengthen the construction of enterprise logistics information system, and encourage the development and utilization of warehousing management, inventory control, pportation management, paction management, quality traceability, accurate cotton blending, and information labeling of cotton bags, so as to enhance the level of enterprise information management.
Encourage backbone enterprises to build intelligent logistics information platform, promote efficient matching of information such as goods, vehicles and logistics services, and reduce the empty driving rate of goods vehicles.
We should strengthen the construction of the third party regulatory network and system, improve the data exchange standard system of different information systems, promote interoperability, and support the construction of a nationwide cotton flow public information service system, which integrates information collection, inventory control, logistics and distribution, registration of goods rights, quality traceability and integrity management. It provides integrated services such as supply chain management, supply chain finance and information inquiry for enterprises.

We should improve the standard system of cotton logistics and speed up the revision of relevant technical standards, logistics facilities and equipment standards, and safety operation standards in cotton processing, inspection, packaging, pportation, warehousing, loading and unloading, distribution, etc., and formulate data collection, data exchange, information management and other information standards.
Enterprises should be encouraged to adopt standardized logistics facilities, information systems and operation processes, so as to enhance the standardization level of cotton logistics.
We should strengthen the research and development of core technologies and key equipment of cotton logistics, and promote the industrialization of key technology and equipment.
Encourage enterprises to adopt advanced technology and equipment, improve the level of technology and equipment of cotton logistics, and guide cotton logistics enterprises to choose energy-saving and environmental protection vehicles, facilities and equipment, and reduce energy consumption and environmental pollution in all links of cotton logistics.

Support cotton logistics enterprises merger and reorganization, bigger and stronger.
To implement the land and related preferential tax policies to support the development of the logistics industry, and to accelerate the land use examination and approval for the cotton logistics facilities construction projects that meet the planning requirements, so as to ensure that the projects are regulated according to the law.
(fourteen) broaden investment and financing channels.
We encourage cotton backbone enterprises to raise funds for construction through various channels, participate in logistics informatization and standardization, and build important logistics corridors and nodes infrastructure. Central and local authorities can give some financial support through existing investment channels.
Banking financial institutions should be guided to increase credit support for cotton logistics enterprises, support eligible enterprises to broaden financing channels through the issuance of corporate bonds, corporate bonds and listing, and support enterprises to issue non financial enterprise debt financing tools to raise funds.
