The spokesman said that the introduction of the policy will help to achieve a fair tax burden among different trading modes, create a fair competition market environment, and will also help to achieve long-term healthy development of cross-border e-commerce in China.

The spokesman pointed out that in recent years, the rapid development of cross border e-commerce in China has promoted public entrepreneurship and innovation. It has set up a new channel for Chinese enterprises to open up international markets, and has become a popular new consumption mode.

The State Council attaches great importance to the development of cross-border e-commerce, adhering to the principles of standardization in development and strengthening the top level.

In 2015, it decided to carry out the construction of comprehensive pilot area for cross-border e-commerce in Hangzhou, and issued guidelines for supporting the healthy and rapid development of cross-border e-commerce. Recently, it has also approved the establishment of a comprehensive test area in 12 cities such as Tianjin.

The spokesman pointed out that the Ministry of Commerce and other relevant departments actively issued support policies, constantly improved matching systems, and promptly promoted the work of comprehensive pilot areas, and initially established a set of policy system and management system to adapt to the development of cross-border e-commerce.
