"Sword" Action Introduced 36 Printing And Dyeing Enterprises In Shangyu, Shaoxing, In The Environmental Crisis.
According to the latest development trend of the international printing and dyeing industry, and according to the requirements of the state and provincial laws, regulations and industrial policies, and combining with the actual situation of Shaoxing's printing and dyeing industry, the elimination standard of backward production capacity of the printing and dyeing industry in Shaoxing is formulated around the "green high-end, world leading" work objective.
Following the action of "Jian Jian" in Keqiao district and ROC Jiang District in January of this year, the Shaoxing municipal government commissioned the Donghua University to organize the four standards for the elimination of backward production capacity in the printing and dyeing industry of Shaoxing (Trial Implementation), and it was issued in March 25th of this year with the document "Shaoxing [2016]2".
The four standards promulgated by Shaoxing in the "elimination standard for backward production capacity of printing and dyeing industry in Shaoxing" (Trial Implementation) are more stringent than those in the printing and dyeing industry in the previous two years. Moreover, Shaoxing's "bright sword" action is likely to be promoted in Jiaxing, Huzhou, Jinhua, Wenzhou and other places where printing and dyeing enterprises are relatively concentrated on the basis of experience gained. It is necessary for us to understand the relevant policies and practices of Shaoxing.
(1) backward printing and dyeing technology
1. multi alkali, multi water, high temperature and time consuming pretreatment process
Multi alkali and multi water pretreatment process: when the pretreatment ratio is 1:3 or 1:4, the caustic soda concentration of thin fabric is >8g/L, the caustic soda concentration of medium thick fabric is >10g/L, the atmospheric continuous steaming process, the caustic soda concentration of thin fabric >15g/L, the thickness of caustic soda of medium thick fabric >20g/L, the concentration of heavy fabric caustic soda > 30g/L, the constant amplitude continuous steam pretreatment, the caustic soda concentration >50g/L, and the rate of residual rate >80.
High temperature and time consuming pretreatment process: the pretreatment temperature is >130 C, time >3h, the normal pressure steaming pretreatment, the temperature is >100 C, the time is >1.5h, the pretreatment is high temperature and high pressure, the temperature is >130 C, the time is >1h.
2. dyeing process with more salt and more water
Multi salt dyeing process: cellulose fiber reactive dye immersion, medium dark dye (dye >6%o.w.f.), sodium sulfate concentration >80g/L (black loose fiber can be relaxed to 100g/L).
Multi water dyeing process: dip dyeing, bath than >1:8.

(two) backward printing and dyeing production equipment

2. dyeing equipment
Intermittent dyeing equipment (dye jigger, dye vat, etc.) with poor flexibility and a bath ratio exceeding 1:8 and can not control the fabric tension accurately.
The unit is characterized by poor performance, poor stability, low efficiency and high energy consumption.
No washing machine equipped with countercurrent, high efficiency rinse and heat recovery device.
There is no closed printing and dyeing trough for steam heating.
Type 74 and type 96 dyeing and finishing production line.
3. printing equipment
Rotary screen printing machine: rotary screen printing machine with low accuracy (>0.08mm), slow speed (<3500 code / hour), large tension and low automation.
Flat screen printing machine: flat screen printing machine with low accuracy (>0.10mm) and low speed (<1500 yards / hour).
Digital printing machine: digital printing machine with printing speed of <150M2/h.
4. finishing and washing printing and dyeing equipment
The steamer and washing equipment of the cast iron structure, the bottomless steamer of the cast iron wall plate and the short L type steamed drifting and drifting steam tank of the steam preheating area.
Not equipped with temperature, humidity and other main technical parameters on-line measurement and control device and not equipped with automatic fire extinguishing machine; the outer surface of the box insulation board and the ambient temperature difference is greater than 15 degrees C, not required to install exhaust gas two level treatment and waste heat recovery device.

It has passed the depreciation period, low automation level, unreasonable structure, high energy consumption, high water consumption and poor stability of product quality.

The use of azo dyes, carcinogenic dyes, sensitizing dyes and other toxic and harmful dyes that can crack carcinogenic aromatic amines can be produced.

According to the goal of "green high-end, world leading", combined with the development status of Shaoxing's printing and dyeing industry, the standards are mainly evaluated from 6 aspects: enterprise's innovation ability, equipment level, green development capability, management level, overall scale and comprehensive strength.
First, enterprise innovation capability.
We have built R & D institutions (enterprise research institutes, technology centers, engineering laboratories, engineering laboratories, academician workstations, post doctoral workstations, etc.) at the municipal level or above, with continuous innovation capability, independent intellectual property rights and strong international competitiveness. The quality of the main products has reached the international advanced level. The proportion of enterprise research and experimental development funds (R&D funds) to the main business income has reached over 3%, and the output value of new products has reached over 40%.

Requirement
(1) waste water
The sewage is divided into different parts, such as sewage cleaning, separate treatment, collection and discharge system, and so on. All kinds of sewage pipelines are set up clearly, the pipeline layout is reasonable, the marking signs are set up, the open channel and pipeline pportation mode is adopted, and no open channel pportation is adopted.
1. production wastewater.
All the printing and dyeing wastewater is discharged by nanowa, and there are pre treatment facilities for printing and dyeing wastewater treatment within the enterprise. The effluent meets the requirements of Nanning pipe, that is, according to the requirements of the "textile and dyeing and finishing industry water pollutant discharge standards" (GB4287-2012) and the Ministry of environmental protection's Announcement No. nineteenth, forty-first of 2015, the discharge of all the 14 indexes of the waste water is up to standard discharge. Before the end of June 2016, the sewage outlet of the enterprise is equipped with water quality on-line monitoring, credit card drainage system and networking with the environmental protection department.
The pretreatment plant has the pollutant index for treatment process, the pretreatment plant is responsible for reaching the standard, the enterprise outlet emission control is moderate, the chemical oxygen demand and the five day biochemical oxygen demand two indicators are respectively 500mg/L and 150mg/L according to the national standard requirements, suspended matter, ammonia nitrogen, total nitrogen, total phosphorus and chromaticity are 400mg/L, 35mg/L, 45mg/L, 4mg/L and 200 respectively, and the pollutants index of the pretreatment plant without specific treatment process (two chlorine oxide, adsorbed organic halogen, sulfide, aniline and total antimony) is handled by the enterprise to reach the GB4287-2012 indirect emission standard, so as to ensure centralized pretreatment and stable discharge. The printing and dyeing enterprises involved in the centralized pretreatment will concentrate on the pretreatment plant export and implement the GB4287-2012 indirect emission standard.
2. clear the water.
The sewage outlet of all printing and dyeing enterprises was sealed up according to the "Implementation Opinions on regulating the discharge of the clean water outlet of industrial enterprises" (No. 25 of Shaoxing City [2014]), and the unpolluted clean water (cooling water, condensate water, etc.) was reused.
3. domestic waste water.
The domestic wastewater in the production area is incorporated into the sewage treatment pond, and is treated with the production wastewater.
4. rain water.
In the plant area, roof rainwater overhead discharge is fully implemented, and no rainwater discharge port is set up.
If we do not fully discharge overhead, we should implement rain and sewage separation, standardize the establishment of rainwater outlets, set up an initial rainwater collection tank, and install an automatic monitoring system. No water can be discharged on rainy days. The samples collected by the automatic water sampler are randomly extracted and analyzed according to a certain proportion on rainy days, and the monitoring results are used for law enforcement.
(two) exhaust gas
In accordance with the relevant provisions of the new "air pollution prevention and control law" and other relevant provisions, the production and service activities of producing waste gas containing volatile organic compounds should be carried out in confined space or equipment, and the installation and use of pollution prevention and control facilities according to the regulations; and those that are not closed, forty-fifth measures should be taken to reduce emissions.
The exhaust gas produced during printing and dyeing enterprises should be collected and processed to meet the standards, so as to ensure that there is no odor in the workshop, factory boundary and air.
The main waste gas production section includes raw material storage, mixing, sizing, coating, singeing, printing, drying, steaming, sewage treatment station and sludge pressure filtration storage. Appropriate sealing measures and treatment techniques should be selected according to the characteristics of pollutants (see Table 1).
1. exhaust closed collection requirements.
Waste gas from printing and dyeing enterprises should first be closed to production and processing equipment and equipment, such as setting machine, printing machine oven, organic solvent raw material storage and other key waste gas processing workshops; equipment and equipment can not be completely closed, using key parts of local space closed, such as batching and Mixing Workshop, coating production line, sewage treatment station and sludge pressure filtration storage process section; unable to achieve equipment, local space closed, or have implemented equipment, local space closed but still no organization of waste gas, production line or workshop workshop to be fully closed, ensure that the whole collection, processing, and full compliance, to achieve no smell in workshop, factory boundary and above.
2. exhaust emission specification requirements.
The exhaust sampling tube of pollution prevention and control facilities should be set up permanently, and the sampling platform, climbing ladder and monitoring power supply should be set up. It is convenient for environmental monitoring and monitoring personnel to arrive at the standardized discharge monitoring points within three minutes from entering the factory area, and the monitoring equipment can be placed in the monitoring platform within three minutes, and can complete the preparatory work within three minutes to enter the monitoring state.
3. exhaust gas monitoring and control requirements.
The exhaust gas from printing and dyeing enterprises strictly implements the requirements for the emission limits of atmospheric pollutants in the air pollutants emission standard of textile dyeing and finishing industry (DB33/962 - 2015).
(1) organized exhaust gas.
According to table 1 of DB33/962 - 2015, monitoring items include particulates, lampblack, VOCs, odor concentration, formaldehyde, benzene and benzene series, and focus on monitoring the cooking fume index. Each item limit and analysis method are listed in Table 2.
Among them, the exhaust treatment equipment of the stereotype machine is equipped with process monitoring equipment for handling the running state and temperature of the equipment, and is connected with the environmental protection department.
(2) there is no exhaust gas in the workshop.
5 monitoring points were set up by diagonal line in the workshop. The instantaneous VOC and PM2.5 values of these 5 points were measured by portable instrument. The average value of the 5 points was calculated to determine the exhaust gas collection situation of the workshop. If the VOC and PM2.5 mean values were higher than 6.0mg/m3150 g/m3 g/m3 (reaching severe pollution), it was considered that the exhaust gas collection effect of the workshop was not good.
(3) unorganized exhaust gas from factories and above.
According to table 2 of DB33/962 - 2015, monitoring items include odor concentration, formaldehyde, benzene and benzene series, and focus on monitoring plant odor, according to the standard odor concentration limit of 20.
4. clean energy alternative requirements.
All the coal-fired boilers in printing and dyeing enterprises should implement clean energy instead of pformation. In addition to adopting clean energy such as natural gas, LNG, medium temperature and medium pressure steam, the printing and dyeing enterprises that use temporary replacement and pformation of biomass energy must install cloth bag dedusting equipment. Their air pollutants can meet the emission standards of natural gas boilers in the boiler atmospheric pollutants emission standard (GB13271-2014), install flue gas (smoke, dust, SO2 and NOx) on-line monitoring system, and connect with the Environmental Protection Bureau, and the deadline will be replaced by natural gas, LNG or medium temperature medium pressure steam at the end of 2017.
5. proper and timely disposal of secondary pollutants.
Waste water produced by waste gas treatment should be changed and disposed regularly. Replacement of waste filter cotton, waste sorbent and stereotype machine waste oil should be disposed according to the relevant management requirements to prevent the two pollution.
(three) solid waste
According to the principle of "reduction, resourceful and harmless", the solid waste of printing and dyeing enterprises is classified, collected and standardized.
1. printing and dyeing sludge.
The "six unified" management of "unified storage, unified pricing, unified pportation, unified disposal, unified supervision and unified settlement" is implemented for the sludge generated, and the GPS positioning and tracking management of credit card drainage and pportation vehicles is implemented.
2. hazardous waste.
The lining of dye bags, dangerous dye bins contaminated with dangerous chemicals, heavy metal sludge and other hazardous wastes must be classified and stacked, disposed of in time, stored in standardized storage places, and a unified identification mark should be set up in the storage areas. Dangerous waste identification containers and packages should be set up. Hazardous waste production, storage, flow direction and disposal must be registered in time, recorded in accordance with the specifications, and declared to the environmental protection department at regular intervals. The pfer plan of hazardous waste is pferred to the environmental protection department, and the annual pfer plan is approved by the environmental protection department.
3. setting machine waste oil.
According to the regulations of the national hazardous waste list (2008 Edition), the stereotype waste oil produced by printing and dyeing enterprises belongs to the HW08 waste mineral oil (waste oil generated by the oil and water separation facilities, and the hazardous waste code is 900-210-08). It should be strictly implemented in accordance with the relevant provisions of the above hazardous waste disposal, and be handed over to the qualified units for standard disposal. It is strictly prohibited to open the stack and drain the waste oil. The waste oil generated by the adsorption device on the roof of the roof is strictly prohibited from entering the rainwater collection system into the environment.

Environmental management
Specification requirements
(1) improve the internal environmental protection organization structure.
Set up a special enterprise environmental management organization, environmental management director and environmental protection administrator, set up enterprise environmental management responsibility system composed of enterprise leaders, environmental management departments, workshop leaders and workshop environment-friendly personnel. Major shareholders, board members, actual controllers and senior managers must be "four know", that is, familiar with environmental laws and regulations and systems, environmental protection main responsibility "twelve", printing and dyeing industry pollutant emission control requirements and pollution control facilities operation and management.
(two) improve the environmental protection management system.
The first is that the production plant is clean and orderly, and the floor of the production workshop should take the measures of seepage prevention, leakage prevention and anticorrosion. The two is that the relevant environmental protection files are complete, and the records of operation and maintenance of waste water, waste gas and solid waste disposal facilities are complete. Three, it is necessary to formulate contingency plans for environmental pollution accidents. The plan is effective and operational, and is updated and improved in a timely manner. According to the relevant requirements, emergency materials are provided and related emergency drills are carried out. Four, the third party's specialized operation and maintenance are promoted and implemented, so as to ensure the stable operation of the "three wastes" treatment facilities, and the main responsibility of the polluters to undertake pollution control. The third party governance enterprises undertake the agreed pollution control responsibilities according to the relevant laws, regulations and standards and the requirements of the sewage enterprises. Including the operation and management system of environmental protection facilities, the regular maintenance system for treatment facilities, the solvent recovery system, and the emergency of environmental pollution accidents.
(three) actively implement cleaner production measures.
We should promote the use of clean and environment-friendly raw materials, use raw materials such as low toxic and environmentally-friendly finishing agents and solvents for a limited time, encourage the use of water-based materials or reduce the content of organic solvents in raw materials.
Regular cleaner production audits are carried out to encourage new technologies, new processes and new equipment to enhance product quality and added value, reduce resources and energy consumption and discharge pollutants. Cotton printing paste requires new auxiliaries instead of urea, cotton cloth weaving and chemical fiber textile can not be refueling too much, and waste water treatment can not be neutralized with waste acid. By the end of 2017, all printing and dyeing enterprises have completed the pformation of low drainage dyeing and finishing process.
The automatic batching system of raw materials is popularized, and automatic feeding, weighing, chemicals and pipeline automatic pportation are realized through the full closed loop control system and sensor technology.
(four) comprehensively and truthfully disclose environmental information.
In accordance with the "measures for the disclosure of environmental information of enterprises and institutions" (Order No. thirty-first of the Ministry of environmental protection), printing and dyeing enterprises shall faithfully disclose environmental information including basic information, pollution discharge information, construction and operation of pollution prevention facilities, environmental impact assessment of construction projects and other environmental protection administrative permits, and contingency plans for environmental emergencies, etc., and accept the supervision of the masses.
The enterprise has the ability of pollutant monitoring and laboratory equipment (or the regular inspection of the third party entrusted by the qualified party), and carries out self monitoring according to the key enterprises above the provincial level control.
