Quan Yongzhen said that 23 years ago, Daegu, like Shaoxing, encountered difficulties in the development of the textile industry, because the output value was large and the added value was low.

Quan Yongzhen said that in order to speed up the upgrading of the textile industry, they put forward the famous "Milan plan" in 1998, whose core is industrial upgrading, and seize the two high-end industrial chains, learning the design of Italy and the quality of Germany.
The "Milan plan" restores the vitality of the textile industry.
After painstaking efforts, the Daegu Textile Industrial Park has gradually changed its former dilapidated scene, and the rise of modern textile industrial parks is not unexpected even in downtown areas.
At the same time, due to the accelerated implementation of technological R & D and technological innovation, industrial structure and product technology and quality competitiveness have been significantly improved. New fabrics with high added value and diversification have been born in succession. In 2007, Daegu's textile exports grew for the first time in 5 years.

He suggests that Shaoxing can try to walk the path that Daegu has gone through: to pform and upgrade the existing textile raw material production, to make efforts towards green environment and sophisticated fashion, and to increase the introduction of future growth industries and expand the industrial space with new industries.
"Shaoxing is the center of China's textile industry, and the textile industry is very important to Shaoxing. It is not only a rocking Qian Shu but also a gold lettered signboard.

Quan Yongzhen said that Daegu did not have a detour in the industrial pformation.
Take the textile industry as an example, because the strategic industry training plan has not really been implemented, the production continues to shrink.

There should be 10 to 20 years of psychological preparation, but also a long-term look, to see the next 50 years or even 100 years.
While vigorously promoting the upgrading of traditional industries, Daegu attaches importance to urban pformation in building "innovative cities", and its core is to cultivate new cutting-edge technology industries.
In the current industrial structure of Daegu, traditional textile industry is no longer the main force to promote regional economic development.
Energy, material alliance, water treatment, life and health, and future cars become the five key industries in Daegu.

Although the development of the two places has been "jet lag" for more than 20 years, there are indeed many similar development paths between Daegu and Shaoxing: they are all known as the "textile capital" and have experienced the stage of "developing the sacrificial ecology".
