A major feature of the new catalogue is that on the basis of summarizing the existing standards and the research on the environmental risk of hazardous wastes, a new list of hazardous wastes exemption management has been added to the 16 categories of waste management list. In the list of exemption links and the corresponding exemption conditions, the exemption management can be implemented in accordance with the provisions of the exemption.

For a long time, since chromium containing leather waste is listed in the national hazardous waste list, although the "*" (that is, the hazardous waste generated units do have sufficient evidence to prove that the waste generated is not hazardous, the specific waste can not be managed according to hazardous waste), in the actual operation, most areas require enterprises to treat them as hazardous wastes, and cut off the channels of resource utilization to a great extent.

To this end, the China Leather Association has organized industry experts, scholars and enterprise technical backbone. Since 2013, it has been investigated, tested and combined with the actual situation at home and abroad. It has been identified that chromium containing leather debris does not have the characteristics of hazardous waste, and written opinions and research reports have been formally appealing to the Ministry of environmental protection.

Over the past four years, with the unremitting efforts and continuous follow-up of the whole industry, the Ministry of environmental protection has adopted the industry proposal to include it in the revised list of the national hazardous waste list, and the chrome containing leather waste is finally exempted from the new version. This marks the arrival of a new era of resource utilization of chromium containing leather waste.
