Haining leather industry has been upgraded through regulation. In 2013, compared with 2010, the amount of wastewater discharge and COD and ammonia nitrogen emissions decreased by 38%, 43.6% and 48.35% respectively. Compared with 2010, the total chromium emissions decreased by 37.7%, the annual chromium consumption decreased by 29.4%, the chemical material 22.12% decreased, and two years reduced by more than 2939 million yuan.

The hot issues of environmental pollution in tanning industry were basically solved. The problem of ammonia nitrogen exceeding the standard of tannery enterprises has been solved for a long time. The total chromium in the regulating tank has basically reached the standard, and the total discharge of pollutants can be kept stable and meet the standard discharge, thus achieving a win-win situation of economic and environmental benefits.

Summing up the difficult and extraordinary road of environmental protection in Haining, there are several advanced experiences worthy of reference and learning from the whole industry.

First, the government strictly enforce the law, the policy guidance and strict control are in sync; the association actively promotes the integration of resources to achieve scientific and technological tackling; enterprises are in place, and strive for innovation first.

From the government level, with some local governments under the influence of local protectionism, the environmental protection of Zhejiang province and the Haining municipal government are extremely strict. The environmental protection law enforcement of the provincial government and the Haining municipal government is very strict.

In the process of following our reporter's investigation, all entrepreneurs are honest and open, taking us to visit, film tanning, fur, clothing production and sewage treatment, waste gas, sludge treatment every link.

"We know that the traditional tanning enterprises are very closed. They generally do not allow others to visit factories. I told enterprises that environmental protection is not related to the confidentiality of technology, they are common, and this taboo must be broken."

Gong Huihong, Executive Deputy Secretary General of the Haining Leather Industry Association, said that in order to promote each other in the work and carry out tannery environmental protection verification at the Ministry of environmental protection, the association requested that 9 enterprises at that time must have two environmental protection leaders in each household, and work together with the experts from the ring academy and Environmental Protection Bureau invited by the association to conduct house inspection.

Now leather entrepreneurs in Haining have developed a very open mind. Every year, they welcome companies from all over the country to visit and study. They are often invited to the field as an expert to introduce experience and promote technology.

They said frankly: "I wish everyone could use the same environmental protection technology as ours. The same advanced equipment, the better we learn, the better the governance is, the better the cost of pollution control is, and the competition is fair."

There is also a strong atmosphere of sharing experiences in environmental governance and mutual help among enterprises in Haining. It is often a successful technological breakthrough that extends from point to point.

It is impossible to solve the problem of tannery sewage treatment without implementing clean production and achieving source control.

Zhou Yonggen, chairman of Haining Fu Sheng fur and leather Co., Ltd., said: "environmental protection must start with cleaner production. Chemical products can be balanced as long as they are balanced, not the more, the process control is more important than the end treatment.

Our experience is to use the least amount of chemicals to absorb the skin and to put too much material into the water. When the skin is full and run into the water, it will also increase the cost of pollution control. Two, if the sludge control is not done well, the cost behind it will be very high.

The factory is now independent of the pipeline and independent of the workshop, so as to realize fine management. The sewage can achieve the discharge of the standard. The chrome sludge from the solid waste can be reused and the waste gas is treated by photocatalyst technology. The whole process can achieve green production and recycle.

Since 2010, tannery enterprises in Haining have eliminated and converted 223 backward drums, upgraded 141 sets of main production equipment, and upgraded 60 new overloaded drum sets. Compared with the traditional drum, the overloaded drum has 20% of water saving and 10% of the consumption of dyes and auxiliaries.

The sheepskin manufacturers imported machines, automatic spray bags, mortar and machine hair instead of traditional manual ash handling and manual pushing. All of the bags were recycled, and the amount of sulphur alkali and lime decreased by 20% and 10% respectively. The number of workers reduced by nearly 20% when workers' labor intensity and workers' working environment were reduced.

The automatic temperature regulation water supply system is applied to the main water consuming processes such as preparation, tanning, dyeing, and so on. By accurately measuring the water consumption, the extensive water consumption behavior is eliminated.

Equipped with more than 1000 yuan computer program automatic batching system, equipped with intelligent overload drum and other equipment, not only reduce material and water consumption by 10-20%, but also reduce labor consumption by 20%, and reduce the labor intensity of workers, eliminate human error in operation, ensure product quality is stable, and the batching system has reached the international advanced level.

In the process of investigation, local governments, research institutes, associations and enterprises have issued some appeals, which deserve our deep consideration.

First, it calls on the state to standardize environmental management, strengthen supervision and urge all local governments to enforce laws strictly.

Now, the management gap between different regions is very large, and the law enforcement is different, so that the competition of enterprises is not at a starting line, which is not conducive to creating a fair and orderly market environment.

In the process of investigation, the most common phrase of Haining entrepreneurs is: "although the national environmental protection standard is one, the actual implementation is different. Some of them are strict and some of them are loose. The tanning enterprises in Haining are in strict accordance with the standards. Therefore, the cost is relatively high and the competition in the market is at a relative disadvantage. What we most want now is that the implementation of the national environmental standards can be balanced by a bowl of water, so that enterprises can achieve fair and orderly competition."

The two is to call for environmental governance not to be blocked, but also to guide.

For example, chromium containing wastes are classified as hazardous wastes, which need to be handled by enterprises with the qualification of hazardous waste treatment. However, in actual operation, enterprises with hazardous waste treatment qualification will not accept them, or ask for a big price or refuse to accept them. Enterprises will have to pile up in factories for a while. They will feel very puzzled and do not know what to do in the future.

"If enterprises are not allowed to deal with them, they should at least give enterprises a solution. Pakistan, waste products will be generated every day. Stacking in factories is certainly not a permanent solution. So we hope that a policy will not kill a single pole, at least let enterprises have a viable solution."

Four, we call on the state to support the scientific research innovation and create a social atmosphere encouraging innovation and tolerance failure.

Scientific research innovation is risky. Some inputs may be thrown into the water. Some may be small and medium, but there will be no problem of mass production. All these will happen.

In fact, failure is also a harvest, but it is difficult to get the respect and recognition from the social level. The success of scientific research is taken for granted. Failure is a mistake in work. Therefore, the awareness of the whole society needs to be improved, and the guidance of the government needs to be strengthened.

I think the ideal mode of efficiency and speed is that government funds and private capital form a closed Research Fund together to encourage innovation and entrepreneurship. The government should support scientific research, give profits to enterprises, and organize the promotion after success.

Five, we call on the society to change unfair and incomplete views on traditional industries, including leather industry.

We do not deny the impact of these industries on the environment, but we should first recognize that their contribution to society is the first.

Sewage, heavy metals and waste are problems encountered in the development process. They can be solved by means of technology and management. Now developed countries such as Italy and Spain also have tanning industry, and the United States and other countries are still encouraging.

Reflux shows that traditional industries have the necessity and space for their survival and development.

Six, we call on the media to rationally guide public opinion and scientifically report the industry problems, so as to avoid taking the point to take sides and generalize.

Now people talk about the negative impression of chromaticity and traditional industries such as leather industry, which has a lot to do with some negative reports about the industry.

We are in the era of network information. The absorbing effect of negative news accelerates and expands its influence and dissemination effect, making leather and other traditional industries bear the burden of negative impact. It is not only that most law-abiding enterprises do not receive fair treatment and recognition for environmental protection and energy conservation and emission reduction, but also the environmental policies and standards of the industry are also affected. This vicious cycle is worrying.

Objectively speaking, these negative events are only individual phenomena, which are caused by serious illegal acts, and must be severely punished by law. However, if these individual phenomena are used to identify the actual situation of the industry or to wear "colored glasses" to the traditional industries, it is bound to be biased.
