"White Paper On Product Quality In Wenzhou" Released In 2015

In August 1st, the official website of Wenzhou quality and Technology Supervision Bureau released the Wenzhou city in 2015.

The white paper on quality is as follows:

In 2015, the quality and safety of products in Wenzhou were generally good. The qualified rate of the three levels of supervision and spot checks in the national, provincial and municipal levels was stable, and the ability to detect and solve problems in supervision and spot checks has been increasing.

I. Basic Situation

At the three level of the national, provincial and municipal levels, 100 batches of industrial products (4417 batches) of 7 industries in our city were supervised and spot checked, qualified 3952 batches, and the pass rate of batches was 89.5%.

(1) state supervision and spot check

The state supervised spot checks on 24 types, 65 types and 538 batches of industrial products in the city, 483 batches of qualified products, and 89.8% qualified batches, an increase of 2.1 percentage points over the same period, showing an upward trend, but still slightly below the average pass rate of 0.5 percentage points in the whole province.

Among the products sampled, wooden furniture, motorcycle helmet helmets, aluminum plastic composite membrane bags, automotive brake liners and other 41 products had a pass rate of 100%, but there were also massages, appliances switches, children and infants.

The qualified rate of the safety belt and the ceramic sealing nozzle is low.

(two) provincial supervision and spot check

At the provincial level, 55 kinds of 101 batches of 1396 industrial products were tested, and 1329 batches were qualified. The pass rate was 95.2%, an increase of 0.3 percentage points over the same period last year, which is 0.3 percentage points higher than the average pass rate of the whole province.

Among the products tested, the passing rate of 68 kinds of products such as motorcycle helmet helmet, proximity switch, dry pressed ceramic brick and copper pipe reached 100%, but there were also low qualified products such as spectacle frame, ceramic sealing nozzle, power pformer and submersible pump.

The province regularly (Wenzhou plan) supervised 87 kinds of 1674 batches of industrial products, with 1542 batches of qualified products, with a pass rate of 92.1%.

Among the products tested, 38 qualified products such as reprocessed fiber products, food plastic packaging containers (tools), universal circuit breakers and automobile glass lifts reached 100%, but there were also low qualified products such as toys, water faucets, RMB discriminator and rubber shoes.

(three) municipal supervision and spot check

Municipal Supervision and spot checks insist on finding problems oriented, gradually reducing the regular supervision and spot checks, increasing the intensity of special supervision and spot checks, and implementing the market backtracking, thus improving the effectiveness and accuracy of supervision and spot checks.

A total of 32 types, 46 types and 809 batches of industrial products were selected for special inspection and inspection, and 211 batches of substandard products were found. The detection rate of substandard products was 26.1%, much higher than that of other supervision and spot checks.

Two. Data analysis

The data were analyzed based on the data of the regular supervision and spot checks in Wenzhou (the city level plan of the city) and the municipal special supervision and spot checks (the above mentioned Wenzhou supervision and spot check).

Among the products tested, 33 qualified products such as plastic packaging containers, electronic switches, knitted garments, reprocessed fiber products, lighters, car helmet helmets and tableware detergents reached 100%, but there were 13 kinds of products such as shower showers, water jets, travel bags, children's shoes, chopsticks, RMB discriminator, safety helmets, toys, toe safety shoes, rubber shoes, door locks, sintered porous bricks and wires and cables, and the qualified rate was less than 60%.

The qualified rate of metallurgical industry reached 100%, the qualified rate of chemical industry and electronic industry was above 90%, while the qualified rate of building materials industry and machinery industry was below the average pass rate.

Among them, the passing rate of 2 industries such as metallurgy and light industry increased year by year, and the passing rate of 5 industries such as machinery, textile, building materials, electronics and chemical industry decreased to varying degrees.

The light industry qualification rate, which accounts for 51.5% of the total batch weight, increased by 2.1 percentage points over the same period, indicating that the quality of the traditional leading industries such as clothing, footwear, lighters and so on has maintained a steady rise.

The qualified rate of large and medium-sized enterprises is relatively high, among which the qualified rate of large enterprises has reached 100%, up 8.7 percentage points compared with the same period last year, the qualified rate of medium-sized enterprises has been over 90% for two consecutive years, and the qualification rate of small enterprises is relatively low, only 82.1%, down 3.2 percentage points from the same period.

Three. Several cases reflected by the spot checks.

(1) the overall quality and safety situation is relatively stable, and the logo is still the main factor causing the failure of the products.

The passing rate of physical examination quality in Wenzhou was 86.6%, which was slightly lower than that in 2014, but has been stable over 85% for 2 consecutive years. The overall quality and safety of products have remained stable.

Among the 315 batches of unqualified products, 109 batches of products were unqualified, accounting for 34.6%, which was 18 percentage points lower than that of 2014 (52.6%).

But 66 batches of products were still unqualified, accounting for 21%, representing an increase of 6.2 percentage points over 2014 (14.8%).

It shows that although the phenomenon of mark unqualified has changed, it is still not optimistic.

(two) automobile door lock,

The quality of products such as plugs and sockets keeps stable or improved.

In the products that have been sampled for two consecutive years, automobile door locks, electromagnetic relay, diesel filters, plastic circular looms, construction windlass, lamps and lanterns, interior wall coatings, automobile brake linings, ventilating fans and hot-rolled steel bars and other 10 products have maintained a pass rate of 100% for two consecutive years. The passing rate of children's clothing, leather shoes, children's furniture, leather, leisure shoes, bicycle locks and motorcycle helmet helmets has increased by more than 10% over the same period last year. In addition, the pass rate of seamless steel tubes, knitted garments, lighters, corrugated boxes, electric razors and plugs and sockets has increased by 5% over the same period.

(three) the quality of RMB discriminator, wire and cable, children's shoes and other products is poor, and the pass rate has dropped considerably.

In the products that have been sampled for two consecutive years, the passing rate of products such as wires, cables, chopsticks, RMB identification instruments, toys, rubber shoes and electric water heaters has decreased to a maximum of 30%, and the pass rate of appliances, sintered porous bricks, toe protection shoes and other products has fallen by more than 20%; the pass rate of children's shoes and massage appliances has dropped by more than 10%; in addition, products such as water nozzles, travel bags and door locks have fallen by less than 5%, but the pass rate has been less than 60% for two consecutive years.
