Russia: Mandatory Use Of Electronic Labels For Fur Garments In China

Since the beginning of this year, Russia has imposed mandatory regulations on the labeling of domestic fur garments, and has been communicating with the International Fur Association and the Russian fur Association.

The following items and latest developments are reported below.

Important and time points:

(1) the electronic label system is only applicable to enterprises registered in Eurasian Economic Union.

(2) from August 12, 2016, it is prohibited to sell, store and pport unlabeled goods.

(3) by November 7, 2016, enterprises will be able to order electronic labels for shelf stock.

(4) by December 5, 2016, goods stored in enterprises should be labeled.

(5) labels are only applicable to fur clothing, fur caps, scarf, gloves, bags and accessories.

(6) next year, the government plans to enclose a series of electronic labels, including leather and shoes.

The ultimate goal is to label all items in the light industry.

Retail labels for fur garments

1. Landing tagging system

Login the tag website: markirovka.nalog.ru, then click the "start validation" button, if necessary, install the software and public key certificate, then click the "landing" button.

Note: when the first landing, a legal person must use the electronic signature of the director.

You can register an electronic signature at any Accreditation Center approved by Russian Federation Telecom and mass communication department: insvyaz.ru/ru/activity/govservices/2/

2. Describe your products.

Download and fill in the application form on markirovka.gs1ru.org website.

After scanning, send it to GS1 (US unified code Commission) email: mail@gs1ru.org, then login account and password will be sent to your mailbox within two working days, login to your GS1 (US unified code Committee) account, and click on "cargo handling", then your cargo information will appear.

3, booking RFID electronic tags.

Landing on the markirovka.goznak.ru website, there will be a contract signed with the electronic label issuing agency.

The RFID tag is registered through the electronic label system, indicating the retail label issued in April 1, 2016.

Within 3 working days, your application will be passed and issued to the electronic label issuing agency, otherwise you will receive an electronic form of refusal.

Note: if there are any of the following conditions,

The Inland Revenue Department will refuse to provide RFID electronic tags.

(1) there are any federal enterprises and individual businesses lacking information.

(2) part of the tax is not fully paid, and there has been a huge fine record.

(3) individuals or enterprises with repeated (more than two times) violations of the use of electronic labels.

If there is a refusal, it is necessary to correct the mistake and apply for it again.

Payment to the issuer for the cost of electronic label production.

The electronic tags will be produced within 5 working days from the full time and will be collected.

Check the RFID RFID number and operation, and the relevant information will be input to the labelling system within 3 working days after receipt of the invoice.

4. Marking and selling goods.

When shipping or selling goods, label information is input into the system within 3 working days.

The type and price of the label (including VAT), of which the red label is used by the importer, is green label used by Russian manufacturers.

4. Mark the goods and get the customs check.

Mark the goods (no personal labels) before entering the customs, and import the label data into the system.

Accept customs treatment and input the RFID label number to the 31 column of declaration.

Use RFID equipment to record cargo information (to prevent unmarked labels).

Before entering the market, the input label system contains the cargo information of the RFID tag.

Device requirements are able to read and record RFID information.

Be careful:

(1) frequency range is suitable for ISO18000-63 (860-960 Hz for ultra high frequency tag protection).

(2) it is applicable to the first generation air interface protocol /ISO/IEC 18000-63:2013 of the first class in the world.

5. Transportation and sale of goods

If the goods can be shipped to the retailers and agents, please input the relevant information into the label system within 3 working days.

If the goods can be sold to the end consumers, please input the relevant information into the label system within 3 working days.

The type and price of the label (including VAT), of which the red label is used by the importer and the green label used by Russian manufacturers:
