Employment is the greatest livelihood and the most basic support for economic development.

In recent years, various regions and departments have thoroughly implemented the employment priority strategy and the positive employment policy, constantly strengthened and improved the macro-control with employment as the bottom line, and the employment situation is generally stable and stable.

But at the same time, we must also see that at present and in the future, structural employment conflicts still exist in the light of the pformation and upgrading of the industrial structure and various uncertain factors at home and abroad.

To this end, we should thoroughly implement Xi Jinping's new socialist ideology with Chinese characteristics and the nineteen spirits of the party. In line with the central economic work conference and the government work report, we will accelerate the construction of an industrial system of coordinated development of the real economy and human resources, vigorously develop the real economy, strive to stabilize and promote employment, and better protect and improve people's livelihood.

The following comments are made on the work.

First, develop new momentum and create more high-quality jobs.

We should co-ordinate efforts to promote the development of new kinetic energy and labor supply side reform.

Focusing on improving the quality of the supply system, building a modern economic system and other important tasks, we should adjust and optimize the structure of disciplines and specialties in universities, further deepen the integration of production and education, and school enterprise cooperation, and create more high-quality jobs suitable for college graduates and highly skilled personnel in the new momentum of becoming bigger and stronger.

We will carry out special training in digital skills upgrading, integrate digital economy related occupations into employment skills training and subsidies for highly skilled personnel training, increase investment in education informatization infrastructure and digital talent education resources, and create a number of digital talents training demonstration organizations.

We should speed up the formulation of service standards and norms, and comprehensively strengthen the construction of domestic credit service system, such as household service, pension service practitioners and related enterprises.

We will vigorously develop "Internet +" domestic service and pension services, cultivate a number of leading enterprises, and create more high-quality home care and pension jobs.

More vocational schools (including technical institutes) should be encouraged to offer homemaking services and related services for the aged, and to train more domestic service and elderly service talents.

We should standardize the relationship between labor and employment of domestic workers, promote social insurance in accordance with the law, effectively protect the legitimate rights and interests of employees, and develop more jobs in the life service industry.
