    In order to implement the party's nineteen directive spirit of deepening the supply side structural reform, developing the modern supply chain and strengthening the logistics infrastructure network construction, speeding up the construction of the modern supply chain system, promoting the economic development, improving quality, increasing efficiency and reducing the cost, and achieving the high quality development, in 2018, the Ministry of Finance and the Ministry of Commerce decided to carry out the construction of the modern supply chain system in the circulation field, and the following matters were notified as follows:

    I. General Thinking and work objectives

    (1) general thinking.

    In accordance with the principles of "market orientation, policy guidance, focus chain and collaborative promotion", we should focus on the consumption field of the people's livelihood with the city as the carrier and carry out the construction of a modern supply chain system.

    Focusing on the "four modernizations" (standardization, intellectualization, synergy and greening) of the supply chain, we take the "five unification" (unified standard system, unified logistics service, unified procurement management, unified information collection and unified system platform) as the main means to give full play to the guiding role of the "chain leader" enterprises, and the integrated management role of the supply chain service providers, so as to accelerate the link up of the facilities and equipment among all the main parts of the supply chain, facilitate the smooth interaction of data and share resources, promote the p regional mobility and rational allocation of resource elements, integrate the supply chain, develop the production chain and enhance the value chain, and accelerate the development of large markets, large logistics and large circulation, so as to achieve quality improvement and efficiency reduction in the supply chain.

    (two) work objectives.

    Through the promotion of new ideas, new technologies and new modes of modern supply chain, we should cultivate a number of influential supply chain key enterprises, explore a batch of mature replicable experience models, form a number of effective and important standards, improve the core competitiveness of China's supply chain, promote industrial pformation and optimization, and promote structural reforms in the supply side of the circulation sector.

    Main target: the total retail sales volume of urban consumer goods increased year-on-year higher than the national average level, and the average inventory turnover rate of key industries increased by more than 10% over the same period last year. The comprehensive cost of supply chain (procurement, inventory, logistics and paction costs) decreased by more than 20% year-on-year, and the order service satisfaction (timely delivery rate, customer satisfaction rate, etc.) reached over 80%. The quality of qualified products of key suppliers reached over 92%, and the standardized rate of logistics units such as pallets, revolving boxes (baskets) reached more than 80%. The key users of the supply chain had more than 80% of the data docking rate, and the proportion of unit logistics in the supply chain logistics increased by 10% over the same period, and the overall level of supply chain management improved significantly.

    With regard to the actual situation of the city, the focus should be on accelerating the development of modern supply chain, focusing on the fields of agricultural products, fast moving products, medicines, daily electronic products, auto parts, household appliances, textiles and clothing, catering, cold chain, logistics express, e-commerce and other fields.

    (1) strengthening the construction of logistics infrastructure, consolidating the development foundation of supply chain, giving full play to the basic and leading role of logistics, strengthening the construction of public service strong logistics infrastructure, improving the efficient distribution system in urban and rural areas, and promoting the pformation of logistics enterprises to supply chain service providers.

    First, build a p regional national logistics hub.

    We will promote the upgrading of business and logistics parks and specialized wholesale markets with a wide range of radiation, high standard of standardization and comprehensive service capabilities, and form a multifunctional service center integrating paction, distribution, warehousing, cold chain logistics and e-commerce.

    We should encourage the construction of logistics units such as pallets, revolving boxes (boxes), packing boxes and so on, so as to reduce users' self purchase and use. Relying on social forces, we should explore the establishment of a quality standard certification system for logistics units.

    On the basis of hardware standardization, we should expand the standardization of supply chain service and promote the optimization of supply chain process and circulation organization mode.

    (three) strengthen information construction and develop smart supply chain. First, standardize information data and interface.

    The product bar code system based on global unified coding identification (GS1) is promoted to promote the linkage of pallet bar code and commodity bar code, box code and logistics unit code to realize the source information binding of goods and assembly units and flow smoothly along the supply chain.

    We should promote the integration of technology and supply chain with big data, cloud computing, block chaining, artificial intelligence, and develop a public platform with synergy of supply chain, and support the management system of production, purchase, storage, pportation and sale of upstream and downstream users. The platform will be connected with the platform to realize the information data of the related units being traceable, reverse traceable and horizontally comparable, so as to give full play to the role of the supply chain in optimizing production, speeding up turnover, precise sales, quality control and decision-making management.

    (four) focus on key industries and improve the level of supply chain coordination. First, promote the development of agricultural products supply chain.

    We should encourage the wholesale market of agricultural products to expand the functions of production and marketing docking, safety inspection, processing and packaging, unified warehouse allocation and tracing to the source, so as to accelerate the integration and development of online and offline industries; actively promote the standardized cold chain with the standard tray, turnover box (basket) as the unit to carry out the whole cargo monitoring, and "do not reverse or not pour the box (basket)", and promote the construction of a public pre cold store with a marketable farm produce cooperative, a new type of rural business entity, etc., or promote the use of refrigerated containers, make up for the "short board" of the cold chain, encourage the supply and marketing cooperation of fresh agricultural products, and cultivate a number of comprehensive cold chain service enterprises.

    Two, we should promote the development of distribution supply chain in fast moving products, pharmaceuticals, electricity providers and other fields.

    From the suppliers with unified warehouses, we should promote the use of standardized unit technology, develop supply chain collaboration platform, integrate upstream and downstream business flow, logistics, information flow and capital flow, and integrate functions such as supply and demand docking, centralized procurement, unified inventory management, payment and settlement, logistics and distribution, so as to improve supply chain's automatic replenishment, quick response and resource sharing capability.

    The three is to promote the development of production and service supply chain, such as household electrical appliances, auto parts and daily electronic products.

    Encourage dominant production enterprises to focus on R & D main business, auxiliary business outsourcing, occupy the high-end value chain, and promote professional logistics enterprises to integrate procurement, production, logistics, sales and provide integrated supply chain services.

    The four is to promote the development of flexible supply chain in textile, clothing and furniture fields.

    It is suitable for the characteristics of individualization and diversification of consumption, creating a supply chain with deep integration of circulation and production, improving creative design, flexible customization, quick response ability, shortening production cycle and optimizing inventory structure.

    (five) popularize green technology mode, improve the level of supply chain greening, encourage enterprises to combine the supply chain strategy to carry out green process reengineering, promote the use of new energy logistics vehicles, warehousing facilities, energy saving technologies and green intelligent packaging new materials, and promote advanced models such as joint distribution, unitized cycle sharing and so on.

    We should explore social recovery and reuse modes, such as recycling, recycling and centralized recycling, and promote the application of various green packaging technologies such as reduced packaging, recyclable packaging, environmental protection and degradable packaging, so as to reduce environmental load and enterprise cost.

    Three, central financial support for key directions and support methods.

    The special funds for the development of the central financial services sector support the construction of the modern supply chain system, mainly based on remedying the market failure, doing well the basic and public work, giving full play to the guiding role of the central government's financial funds to social capital, and supporting the construction of weak links and key areas in the supply chain system.

    Local governments should regulate the financial support, such as financial subsidies, rewards and loans, discount loans and purchase services.

    To combine the characteristics of the supply chain across regions, we should innovate the fiscal policy. We can declare projects in local areas by registering legal entities in the field, but having entities in the local areas, and registering legal entities locally, but constructing entities in other regions.

    We should focus on 3-5 local supply chains, support the joint declaration of the upstream and downstream enterprises in the supply chain, and select 2-6 large scale undertaking partners along each supply chain to promote the "city knot alliance" and "enterprise tie up" cross regional linkage cooperation, so as to promote the development of "big market and big circulation".

    To strictly manage funds, the central government's funds should not be used for building buildings, offices, roads, etc.; no purchase of non-standard vehicles and funds for work; no support for financial risks and immature development platforms; no related party pactions should be included in the total investment of the declared projects; and no duplicate declaration of the information platform projects of the same group should be repeated.

    The implementation work should be completed before the end of 2020, and the performance evaluation results will be reported to the Ministry of Commerce and the Ministry of finance.

    Four, declare the city conditions

    The declaration of supply chain system should follow the principles of openness, fairness, pparency and voluntariness. Considering that the supply chain system has a higher demand for the scale of local economy and the foundation of enterprise development, the declaration of the city must be motivated and satisfy the following conditions:

    (1) it is a clear trade logistics node city in the "13th Five-Year plan" of trade logistics development.

    (two) GDP exceeded 250 billion yuan in 2017, or is located in the national comprehensive deepening reform and opening up pilot area.

    (three) the central financial support for the development of logistics standardization and supply chain system has not yet been completed, and will not be included in the 2018 support.

    According to the local declarations and the results of the assessment, the corresponding criteria for the classification of cities should be supported accordingly.

    Five. Related requirements

    (1) strengthening organization and leadership. The provincial competent authorities should attach great importance to the construction of the modern supply chain system in the circulation field, strengthen the guidance and inspection and supervision of the implementation of the city's counterparts, timely report the progress of the work, and evaluate the performance of the city after the completion of construction.

    The implementation of the urban competent departments is the main body responsible for the construction of the modern supply chain system. We must strengthen the top-level design, establish a work coordination mechanism, formulate scientific plans, improve the management system and supporting policies, clarify the division of responsibilities and the time nodes, and ensure the smooth development of the work.

    (two) make plans as soon as possible. The competent urban authorities should conscientiously understand the spirit of the document, compile the declaration plan according to the requirements of the local industry, and focus on mechanism innovation, policy innovation and mode innovation, so as to strengthen the exploration, achieve clear thinking, quantify objectives, specific tasks, effective measures and outstanding features.

    Specifically, it should include: existing work basis, work objectives, supply chain selection in industry field, task content, financial support priority, scope of payment, time arrangement and safeguard measures.

    In the supply chain project design and financial support mode, the plan should reflect the city centered and p regional supply chain, and prevent local protectionism. In terms of organization and implementation, it should promote the linkage and win-win cooperation of supply chain and improve the overall efficiency and core competitiveness of the supply chain.

    (three) standardize the management of projects. The competent departments of the city should formulate regulations on project and capital management, organize and implement them strictly, uniformly declare and unify the evaluation of the projects, audit and check in stages and stages, standardize procedures, and do not split up funds and split directions. The responsible offices should strengthen learning research, classification guidance and process inspection, so as to achieve equal emphasis on project construction and mode promotion and benefit effect.

    The project commitment unit should sign the "responsibility agreement for the construction of the modern supply chain system in the circulation field", establish work progress archives, and encourage enterprises in the supply chain to jointly declare, jointly promote, and win together.

    (four) to strengthen the supervision of funds, the financial departments of the provinces and municipalities concerned should, in accordance with the requirements of the Ministry of Finance on the issuance of the notice on the management of special funds for the development of the central financial services industry (Financial Building No. 2015] 256), refine the catalogues and strengthen the supervision of funds.

    It is necessary to strengthen the guidance of financial personnel in the project undertaking units, and supervise the earmarking and accounting.

    (five) consolidate the foundation of work; encourage the development of the advantages of industry associations and alliance institutions, formulate and promote the group standards of supply chain management, carry out relevant certification, strengthen business training and standards promotion, carry out relevant statistical analysis, monitor the efficiency and cost indicators, reflect the effectiveness of work, and sum up the experience and achievements of mechanism innovation, policy innovation and mode innovation, and intensify the propaganda and popularization of typical cases.

    All parts of the country should be conscientiously organized and implemented according to the notice.

    The declaration scheme of the competent municipal authorities should be submitted to the Ministry of Commerce and the Ministry of Finance for assessment before June 5, 2018.

    The key cities of the modern supply chain system established in the circulation field should be evaluated by the appraisal, and the detailed implementation plan, project and capital management regulations, and the specific project list (the name of the supply chain, the joint undertaking unit, the contents of the respective construction, the planned investment amount, the planned support fund and the completion time limit) should be submitted to the Ministry of Commerce and the Ministry of Finance for record before September 30, 2018.

    The annual work progress report should be submitted in a timely manner before the end of February next year, and the work summary and performance evaluation should be submitted within three months after the completion of the overall construction.

    The construction of the supply chain system in 2017 can be combined with the actual situation to organize the implementation of the project independently.
