The "three year plan of action" relies on the platform of "green development alliance" to define the overall goal of the industry in the next 3 years. Through 3 years, a green development public exchange platform with mutual supervision and mutual promotion among industries is established, and the status quo of energy conservation and environmental protection in the industry is regularly mastered. The goal and path of the green development action of the industry are pointed out, and the alliance enterprises are urged to improve their environmental performance so as to enable the alliance member enterprises to achieve the leading level of green sustainable development in the world, and guide the global regenerated cellulose fiber industry to minimize the environmental impact of the products and the whole life cycle.

With its publication and gradual implementation, it will not only enhance the green development level of China's regenerated cellulose fiber industry, but also make the overall development quality of the industry go to a higher stage. It can also effectively solve the practical problems such as "grain and cotton competition" and so on. It will continue to play an important economic and social value in developing the regenerated cellulose fiber industry. At the same time, it will greatly enhance the competitiveness and discourse power of China's textile industry in the global market.

Double value of developing regenerated cellulose fiber

Regenerated cellulose fiber is one of the most important fiber products. It is made from natural cellulose as raw material by alkalization, aging and yellowing. The chemical composition, dyeing and thermal properties of the fibers are similar to those of cotton, and have good hygroscopicity and skin affinity.

In China, the actual dosage of recycled cellulose fiber is only inferior to polyester.

Among them, regenerated cellulose staple fiber can be spun or blended with cotton, polyester, nylon and so on.

It is widely used in clothing, home textiles and other fields.

China is a major producer and consumer of regenerated cellulose staple fibers worldwide.

In 2017, the output of regenerated cellulose staple in China was 3 million 638 thousand tons, accounting for about 66% of the total in the world.

The "green development alliance", which issued the three year plan of action, is a public organization dedicated to promoting the green development of China and even the world's regenerated cellulose fiber industry. It aims to build an effective communication system from the fiber to clothing industry chain. It was founded in Shanghai in March this year by the China Chemical Fiber Industry Association and the China Cotton Textile Industry Association jointly with 11 regenerated cellulose fiber enterprises in China.

Its 11 member enterprises are Tangshan Sanyou group Xingda Chemical Fiber Co., Ltd., Sai Deli, Funing Aotong Technology Co., Ltd., Heng Tian Hailong (Weifang) new material Co., Ltd., Jilin chemical fiber Limited by Share Ltd, Lan Jing (Nanjing) Fiber Co., Ltd., Shandong Yami Technology Co., Ltd., Shandong Silver Eagle Chemical Fiber Co., Ltd., Xinxiang chemical fiber Limited by Share Ltd, Yibin silk Liya Limited by Share Ltd, Xinxiang Fu Li Da Limited by Share Ltd.

At present, the capacity of the member enterprises accounts for about 50% of the total capacity of the global regenerated cellulose fiber industry, and the environmental protection level has reached the requirements of the "specifications for viscose fiber industry" issued by the Ministry of industry in 2017.

The three year plan of action emphasizes the importance of developing regenerated cellulose fiber industry in China, and points out the urgency for the industry to push ahead with green development.

The three year plan of action clearly points out that compared with cotton production, regenerated cellulose fibers occupy less land and less water resources, reduce labor occupation and avoid pesticide damage to land and environment.

Compared to polyester fibers, regenerated cellulose fibers are renewable and biodegradable, avoiding fossil resources and producing no white pollution and sustainable development.

Therefore, the existence and development of regenerated cellulose fiber has important economic and social value.

Due to the actual production process,

The production process will produce certain waste water and waste gas, which will have some impact on the environment.

At present, faced with the increasingly stringent environmental protection policy and the comprehensive market share of China's regenerated cellulose fiber, the problem is highlighted.

In fact, in the past 10 years, with a number of leading enterprises as the guide, China's regenerated cellulosic fiber industry has continuously updated its production equipment, increased technological pformation and energy conservation and environmental protection input, so that the comprehensive energy consumption and water consumption of tons of products have continued to decline, and the total sulfur recovery rate has gradually increased. However, technological progress has not yet fully compensated for the environmental impact caused by capacity growth.

At the same time, the substantial increase in the single line production capacity and the higher industrial concentration have also brought greater challenges to the environmental capacity of our regenerated cellulose fiber factories.

In order to identify the industry's "pain points" and establish a more responsible social image of the whole industry, the three year plan of action stated clearly in the overall goal that through 3 years of upgrading, before the end of 2020, the average level of the "green development alliance" enterprise will be reduced by 10% compared with the average level of the textile industry in the early 13th Five-Year, the fresh water consumption will be reduced by 31%, and the total sulfur recovery rate will be increased by 7%.

The "three year plan of action" has also clarified the core content of promoting green development in China's regenerated cellulose fiber industry in the next 3 years. It involves 3 aspects: raw material procurement management, production process management and product safety management. The main tasks of the industry development are to create authoritative information release platform for the industry, create a green industrial chain sharing platform, and create a sustainable development management platform for the industry.

Among them, the following points should be noted:

First, it is clearly pointed out that the annual Green Development Alliance Annual Report on sustainable development will be written annually, and the energy consumption, material consumption and three wastes emission data of alliance enterprises will be released. The work of green sustainable development of alliance enterprises will be summarized, and the green and sustainable development objectives of the alliance will be formulated.

In this regard, insiders pointed out that in the process of sustainable development of textile enterprises, more and more attention has been paid to government departments, non-governmental organizations and ordinary consumers. "Corporate governance socialization" is becoming more and more obvious.

In the future, textile enterprises will not only be subject to the supervision and management of the government, but also be required by the stakeholders such as downstream enterprises and third party organizations. Therefore, the information disclosure of the industry is the general trend.

In this context, the annual sustainability report is well aligned with this trend and will help enhance the trust of the whole society in the regenerated cellulose fiber industry.

Two, it is clear that the requirements for green and sustainable development are unified.

On the basis of implementing the "standards" formulated by stakeholders such as government, third party organizations and brand dealers, the green development alliance fully collects opinions from all sides and forms a relatively unified "standard system" to enhance the core performance of green development of enterprises.

At the same time, we should strengthen exchanges and cooperation with the third party organizations and participate in the revision of the third party standards and certification standards, so as to enhance the applicability of the third party standard and certification to the industry.

This will help build the standard system of China's cellulose fiber industry.

Three, it is clear that the traceability system of the industrial chain can be constructed, and the green process of the industrial chain will be promoted with the product as the starting point.

Through the production and promotion of green sustainable products, the green products and the upstream and downstream industry chain management system of alliance have been gradually formed, and a more specific timetable has been given: by the end of 2018, the rules for the use and management of the union logo have been formulated, and the pilot sites have been launched in the industry; the rules for the use and management of the alliance logo have been gradually improved in the period of 2019~2020, and gradually promoted the establishment of the traceability system for the alliance products. By the end of 2020, the chain of production and marketing chain certification system for green regenerated cellulose fiber products from fiber to garments has been initially constructed.

This will help further enhance the whole industry chain's recognition of regenerated cellulose fiber products, continue to expand its application market, and facilitate the formation of China's independent "production and marketing supervision chain certification system" in the global regenerated cellulose fiber industry, and "China voice" to the global regenerated cellulose fiber industry.
