The Fujian provincial development and Reform Commission and the provincial Commission for economic and Trade Commission jointly issued the construction of a modern industrial system and fostered 100 billion industrial cluster promotion plan. The textile and chemical industrial cluster (Fuzhou) achieved output value of 355 billion yuan by 2020, the textile and garment industrial cluster (Quanzhou) achieved 310 billion yuan output value, the textile and footwear industry cluster (Putian) achieved 120 billion yuan output value, the footwear industrial cluster (Quanzhou) realized output value 190 billion yuan, and the agricultural and sideline products intensive processing industrial cluster realized 270 billion yuan output value.

Recently, the Fujian provincial development and Reform Commission and the provincial Commission of letters and commissions jointly issued the construction of a modern industrial system to cultivate 100 billion industrial cluster promotion plan. It was proposed that in 2020, a major industrial cluster with more than 20 output value (operating income) exceeding 100 billion yuan will be striving to form the industrial cluster development pattern with reasonable industrial layout, prominent regional characteristics and obvious structural optimization.

Fujian province will select a group of industrial clusters that are prominent in their main industries, have obvious characteristics and grow well, and focus on nurturing and developing.

Development priorities and specific objectives are: integrated circuits and Optoelectronic Industrial Clusters achieve output value of 400 billion yuan, computer and network communication industrial clusters achieve output value of 250 billion yuan, high-end equipment industrial clusters realize output value of 220 billion yuan, electrical appliances industrial clusters achieve output value of 290 billion yuan, steam vehicle industrial clusters achieve output value of 250 billion yuan, petrochemical integrated industrial clusters (Meizhou Bay and Gure) achieve 264 billion yuan output value, chemical new material industrial clusters achieve 100 billion yuan output value, power batteries and rare earth graphene.

The output value of the industrial cluster is 110 billion yuan, the output value of biological and pharmaceutical industrial cluster is 100 billion yuan, the industrial cluster of digital economy (software and information technology service) achieves 368 billion yuan, the power industry industrial cluster achieves 111 billion 500 million yuan, the construction industry cluster (Quanzhou) achieves 200 billion yuan, the output value of the modern iron and steel industry is 130 billion yuan, the output value of the stainless steel industry is 150 billion yuan, and the output value of the gold copper aluminum industry is 135 billion yuan.
