In order to implement the reform requirements of the "discharge tube", the General Administration of Customs has decided to further optimize the registration and management of the customs declaration units, simplify the relevant registration procedures and reduce the institutional paction costs according to the comprehensive deployment of customs clearance and customs inspection business in the whole country.

I. The consignees and their affiliates of import and export goods engage in customs declarations.

The branches established by the consignees and consignors of the import and export goods may handle the record of the branches of the consignees and consignors of import and export goods, and the consignees and consignors of the import and export goods shall apply to the Customs at the locality where the branches are located on the basis of the registration form of the customs declaration unit.

The consignee and consignee of import and export goods and the branch offices that they record at customs can handle import and export declarations throughout the country.

The consignee and consignor of import and export goods shall bear legal liability for the behavior of their branches.

Two. Customs declaration enterprises and their affiliates engaged in customs declarations.

Customs declaration enterprises and their branches in customs offices can handle import and export declarations throughout the country.

A customs declaration enterprise shall bear legal liability for the behavior of its branches.

Three. About temporary registration

The applicant who applies for temporary registration of Customs may apply to the Customs on the basis of the registration form of the customs declaration unit and the proof materials of non trade activities.

This notice shall come into force on February 1, 2019.

Combination of multiple certificates

Announcement on the registration certificate of customs declaration unit (the consignee and consignee of import and export goods) incorporated into the reform of "multi certificate unification" reform

In order to further optimize the business environment, according to the opinions of the thirteen departments of the General Administration of industry and Commerce on promoting the national unified "multi certificate integration" reform (industrial and commercial enterprises' note No. [2018] 31), the relevant issues concerning the reform of the registration certificate of the customs declaration unit (the consignees and consignors of import and export goods) are included in the "multi certificate integration" reform.

When the applicant is registered for business registration, he shall need to synchronously handle the registration certificate of the customs declaration unit (the consignee and consignee of import and export goods), and shall, according to the requirements, check and register the consignees and consignors of the imported and exported goods, and fill in the relevant record information.

The market supervision department completes the registration according to the "multi certificate unification" process, and completes the data exchange with the General Administration of Customs at the general administration level.

The customs confirms that after receiving the business registration information and business record information, the enterprise will complete the record, and the enterprise does not need to go through customs registration procedures again.

Enterprises can inquire about the registration results of customs import and export goods and consignees through the "single window" standard version of China's international trade (hereinafter referred to as "single window": website: www.singlewindow.cn/) "enterprise qualification" subsystem or "Internet + customs" (website: online.customs.gov.cn/) "enterprise management" subsystem.

Since the date of implementation of this notice, the customs no longer issued the certificate of registration of the customs declaration unit (the consignee and consignor of import and export goods).

If the consignee and consignee of import and export need to obtain the written record keeping registration information, they can print and register the receipt on line through the "single window", and seal the Customs at the local customs.

After the implementation of the "multi certificate unification" reform, enterprises do not choose to apply for the "multi Certificate in one" mode. They can still submit the application for registration of import and export goods and consignees through the "single window" or "Internet + customs".

The related business is handled according to the General Administration of Customs's Announcement No. 143rd of 2018.

Involving the specific business issues registered by the consignees and consignors of import and export goods, the enterprise may consult the customs 12360 hotline or the local customs.

In order to standardize the declaration behavior of consignees and consignors of import and export goods, the requirements for filling customs declaration of import and export goods were unified, and the Customs General Administration revised the specification for customs declaration of import and export cargo of People's Republic of China customs (sixtieth announcement of Customs General Administration in 2018).
