On December 1st -2, the 2019 Boao forum of Chinese entrepreneurs with the theme of "innovation and high quality development" was held in Boao, Hainan. The Keqiao District of Shaoxing, known as the "international textile capital", has broken through many bottlenecks in recent years, such as increasing environmental pressure and low production efficiency. So what is the transformation of Keqiao's textile and dyeing industry? What is the orientation and development direction of Keqiao in the Yangtze River Delta integration development strategy? How can we further promote the high quality development of Keqiao's textile industry by reinforcing the chain? Shen Zhijiang, Secretary of the Keqiao District Committee of Shaoxing, accepted an exclusive interview with Xinhua during the forum.

Shen Zhijiang said that the textile industry is a traditional industry, pillar industry and rich people industry in Keqiao District of Shaoxing. From the Sui and Tang Dynasties, "Yue Luo" was widely known to the world. In particular, since reform and opening up, Keqiao has undergone a series of technological innovations, including "chemical fiber revolution", "shuttleless revolution" and "dyeing and finishing revolution". Keqiao has formed the whole industrial chain of PX, PTA and chemical fiber, weaving, printing and dyeing, clothing and home textiles. Keqiao is also known as "a strong economic zone on a piece of cloth".

Since 2010, Keqiao has been collecting and upgrading the printing and dyeing enterprises across the region through eight years of hard work. It has established a "green high-end, world leading" feature Town, the blue print fashion town. The number of printing and dyeing enterprises has been consolidated from 212 to 108, and the total amount of land lost has been 13 thousand mu. The comprehensive energy consumption per unit of industrial added value has decreased by 8.1% over the same period. The added value of printing and dyeing fabrics has increased by more than 15% per meter. The industry tax revenue has increased by 10% over the same period. The printing and dyeing industry in Keqiao has achieved "green outburst", and has also achieved win-win results among the market, enterprises, governments and people.

Shen Zhijiang said that Keqiao and Hangzhou Xiaoshan border area, located in Hangzhou half hour economic circle and Shanghai 1.5 hours transportation circle, is the key link of Hangzhou, Shaanxi and Anhui integration. From Keqiao, 15 minutes high speed to Xiaoshan airport, 17 minutes high speed rail to Hangzhou East Railway Station, 75 minutes to ShangHai HongQiao Railway Station, 90 minutes high speed can reach Ningbo Zhoushan port. The high speed rail, railway, high-speed, canal and other transportation networks are all in all directions, and their geographical location is thick, which is an important part of the Yangtze River Delta's economic integration.

In order to better integrate into the Yangtze River Delta integration development strategy, Keqiao District put forward the strategy of building "the leader of Shaoxing's big city construction and the bridgehead of connecting Hangzhou to Shanghai", with three major measures to be taken: first, speed up the pace of transport integration. Hangzhou Shaoxing inter city rail transit operation next year, Hangzhou Shaoxing Taiwan and other 4 highways and 13 other melting roads to intensify implementation. The two is to create a first-class business environment. "The most frequent run" reform, "face to face with government and enterprise", and "three services" working mechanism are deeply rooted in the hearts of the people. The quality of administrative examination and approval service is among the highest in the country, and the financial environment and supporting services are complete. Among them, the balance of savings and loans in the region is over 220 billion yuan, and the management scale of the Keqiao Gold Fund town is over 100 billion yuan, and the mechanism reform is deeply rooted in the hearts of the people. The three is to continuously enhance innovation capability. For four consecutive years, the domestic and foreign entrepreneurship and innovation competition has been held successfully. The total number of leading talents above the provincial level has been 165. The total number of them ranks the top 3 in Zhejiang province. The comprehensive evaluation of science and technology ranks fourth in the whole province, and scientific and technological innovation ranks eleventh in the top 100 regions of the country.

"World textile sees China, Chinese textile is in Keqiao." Shen Zhijiang said that there are nearly 8000 textile enterprises in Keqiao District, and the capacity accounts for about 1/2 of the whole province and 1/3 of the whole country. China Textile City is one of the largest and most diversified textile distribution centers in the world. It has 28 thousand market operators, 1.1 textile trade companies, 1100 overseas permanent representative offices, and more than 100 thousand overseas and domestic businessmen. The volume of fabric trade accounts for 1/4 worldwide, with an annual turnover exceeding 220 billion yuan.

In order to enhance the voice and influence in the textile industry, Keqiao released the China Keqiao textile index from October 2007, and released the China Keqiao fashion index in 2016. So far, Keqiao has successfully held the International Textile Fair for 21 consecutive years, holding fashion week for 11 consecutive years and successively holding the two world cloth merchants conference.

With the help of the "one belt and one way" initiative, Keqiao has also been actively carrying out the "Silk Road Keqiao full of the world" action. The international textile exhibition of China Textile City has been held in the countries and regions along the "one belt and one road". Shaoxing Keqiao pavilion has been established in the developed countries of Europe and the United States. It has become a friendly city with Italy metropolis of Milan. The foreign trade of the whole region has achieved strong growth in counter trend. It is the first county in the Zhejiang province to export 10 billion dollars in single industry. Export is expected to reach 85 billion yuan this year, up by more than 16% over the same period.
