The meeting was chaired by Gao Yong.

Gao Yanmin, director of the consumer goods industry division of the Ministry of industry and commerce, said in his speech that in 2019, the operational indicators of textile industry such as production, marketing, efficiency and investment were fluctuated despite factors such as weak domestic and foreign market demand, lack of market confidence and increased trade friction. However, the industry insisted on deepening the structural reform of supply side, accelerating the transformation and upgrading, and the overall operation situation and development expectations were basically consistent. In the face of the stable and changing environment and the new opportunities and challenges that the industry faces, he encourages the whole industry to maintain steadfast and firm confidence, take the new development concept as the guidance, promote the textile power as the goal, improve the quality and efficiency of the development, improve the industrial innovation ability, optimize the industrial structure, and explore a new mode of industrial upgrading: first, implement the strategy of "three products" in depth; two, enhance the ability of industrial innovation; three, promote the textile intelligent manufacturing; and the four is to optimize the industrial structure of the textile industry.

At the meeting, Sun Ruizhe made a report on "winning the future together and writing a new chapter of high quality development in the industry" (the full text is attached). He said that under the auspicious atmosphere of celebrating the 70th anniversary of the founding of new China, standing in the new historical turning point, the urgent task for the industry is to precipitate ideas and clarify the context, and jointly explore the industry, the situation and how to do it in the future.

He said that the goal of the construction of China's textile industry is basically completed.

In 2012, in order to meet the needs of building a well-off society in an all-round way, the China Federation of textile industry promulgated the outline of building a textile power (2011~2020) (hereinafter referred to as the "Outline"). Since the establishment of a powerful country, facing the complex and changeable external environment, facing the new normal of economic development, the Chinese textile industry has been closely focused on the decision making of the Central Committee of the party, focusing on the overall layout of the "five in one", taking the structural reform of supply side as the main line, and taking the development of high quality as the direction, vigorously implementing the five major development concepts of "innovation, coordination, green, openness and sharing", and opened up a new prospect for the development of the industry.

China's textile industry has formed the largest and most complete industrial system in the world. In 2018, China's textile industry accounted for more than half of the total fiber processing, and textile and garment exports accounted for more than 1/3 of the world's total exports. China's textile industry has successfully achieved "clothing by the world" and has made important contributions to the construction of the community of human destiny. The textile industry as a pillar industry of the national economy and the important livelihood industry has become more prominent. Specifically, technological innovation has achieved a new leap; brand building has reached a new height; sustainable development has entered a new stage; talent development has shown a new bright spot.

At present, the development of China's textile industry is facing severe external pressure and realistic transformation pressure, and the development of the industry is in a difficult period. This is mainly reflected in the following: production keeps slow growth, domestic sales growth slows down, export market pressure is obvious, industry investment performance is low, and operation quality and efficiency fluctuate slightly. In the complex situation of risk challenges at home and abroad, the downward pressure on textile industry has increased since 2019, but the industry still plays a positive role in steady growth and steady expectations.

Looking back at the main work carried out by China Textile Federation in 2019, Sun Ruizhe concluded that in 2019, the China Textile Federation adhered to the guidance of Xi Jinping's new socialist ideology with Chinese characteristics and actively promoted the development of high quality. In accordance with the arrangements of the party committees at the higher levels, the association has carried out the theme education activities that do not forget the original mind and bear in mind the mission. It has been carrying out study education, investigation, research, inspection, rectification and implementation throughout the industry service work. Activities have strengthened the confidence of the industry and ensured the correct direction of the industry.

In 2019, the main tasks of the China Textile Federation were as follows:

First, we must persist in innovation and guidance, and effectively enhance the ability of industrial foundation. We should enhance industrial technology innovation capability, enhance industrial fashion innovation ability, enhance sustainable development capability, guide and enhance product development capability, and optimize personnel support system.

Second, deepen coordination and upgrade the level of industrial chain collaboration. Fourth, stimulate the market potential and expand the space for industrial development. Help to form a strong domestic market and help develop the international market.

Fifth, we should push forward the development of the industry, and make solid progress in industrial research, statistics and research. Research work has been deepened, statistical work has been perfected, and thematic research has been carried out in depth.

Speaking of the new situation and new changes that the industry is facing, Sun Ruizhe said that at present, the world is undergoing an unprecedented change in the past hundred years. The core capabilities of different countries, regions and enterprises have been rapidly refreshed, and the future development is highly complex. We need to follow the trend and grasp the "time" and "potential". He stressed that we should seize the key adjustment period of the world industrial structure, find a good position, seize the important window period of the fourth industrial revolution, speed up the assault, and seize the strategic opportunity period of the great rejuvenation of the Chinese nation.

Looking forward to the next stage of the work of China Textile Corporation, Sun Ruizhe said that the China Textile Federation will strengthen its vision, speak well the real story of the textile industry, innovate and guide, consolidate the basic ability of the textile industry, balance the internal and external markets, open up the development space of the textile industry, intensify the development and integrate the tremendous power of the textile industry.

Sun Xiaoyin, deputy secretary of the China Textile Commission and director of human resources department, reported to the General Assembly on the revision of the China Textile Federation system and the changes in the head of the unit concerned.

In the theme exchange session of the conference, Zhu Weiqiang, member of the CPC Tongxiang Municipal Committee and municipal Party committee member, introduced the "5G" industrial Internet, the construction of intelligent factory, and the cooperation between enterprises and research institutes in Tongxiang, including new Feng Ming, Heng Mei clothing and Tiwei fashion.

The Secretary of the CPC Yudu county Party committee, Lan Jie, took the theme of "taking many measures to enhance the strength of the textile industry and promoting the strong rise of the first industry of textile and clothing". It introduced the location advantages of Yudu County, actively accepted industrial transfer, and took the textile and garment industry as the first industry development idea.

Liu Haitao, President of China Hi-Tech Group Corporation, focused on focusing on the core business of textile equipment to enhance the modern textile service capability and co founding the new future of China's textile industry. This paper introduces the experience of China's Heng Tian Group in building the global R & D system and consolidating its leading edge in technology.

Xia Ling min read the decision on determining the seven pilot areas of textile industry cluster in Changle County, Shandong province. Wang Jiuxin read out the decision on outstanding achievements in service work in the pilot area of textile industry recognition. The conference commended the units that made outstanding achievements in 2016~2018. Chen Dapeng read the decision on granting the honorary title of the ten major categories of textile innovative products in 2019. The 2019 major textile innovative products in the year of ten include: fashion creative products, non heritage creative products, intelligent technology products, comfortable functional products, sports function products, medical and health functional products, easy care products, safety protection products, health care products, and eco environmental protection products.
