But the difficult road planning, the inconvenient public transport and the huge opposition of netizens are all the obstacles for Beijing to impose "congestion fees".
In the view of Fu Wu, city managers must increase the effective supply of urban traffic by tens of thousands of cities, such as more scientific planning and more appropriate management of road capacity.
