According to the UN forecast, by the year 2050, the total amount of textile fiber processing will reach 2.53 billion tons. Of them, the processing volume of industrial textiles will reach 1.7 billion tons, accounting for 67.4%. In order to improve relevant policies and measures, guide and support the development of the industrial textiles industry, Gao Ling put forward the following suggestions:

First, adjust the level of industrial textiles in the statistical classification system of national economy, and enhance the strategic position of the industrial textiles industry. The current "national economic classification" (GB/T 4754-2017) has been unable to meet the urgent needs of the development of the industrial textiles industry, especially to the state's collection, production, organization and allocation of industrial resources in the emergency situation. In order to adapt to the trend of high-speed growth of industrial textiles in the world, and to promote the development of China's industrial textiles and downstream emerging strategic industries, we should improve the emergency mobilization system of the industrial textiles industry, and suggest that the government departments should timely revise the standards for the classification of the national economy, upgrade the manufacturing of industrial textile products, and set up textile industry, textile and clothing. There are four parallel categories: clothing industry, chemical fiber manufacturing industry, and industrial textiles manufacturing industry.

The two is to set up the National Technical Committee for standardization of industrial textiles, so as to realize the comprehensive management of standardization of industrial textiles. Accelerating the construction of emergency material reserve system linked by government and enterprises

The structured national emergency material reserve system linked by the government and enterprises is changed from the original "government warehouse type reserve" to "a certain proportion of government warehouse type reserve + a certain proportion of enterprise market reserve". The marketable reserves of enterprises include finished product reserves and raw material reserves, including intermediate goods reserves. With reasonable reserve form and structure, the emergency reserve target of "planning storage, adequate preparation, low cost and quick mobilization" is guaranteed.

Two, emergency material reserves should be combined with industrial development. When formulating the scale and management system of local emergency supplies, the state should fully integrate and utilize various idle social storage resources and local production capacity according to the number of urban population, location and natural conditions, so as to integrate the emergency material reserve with the development of local industries. For example, when carrying out physical reserves such as tents, masks, foodstuffs, medicines, etc., we should strengthen the distinction between the characteristics of different goods and materials corresponding to "government warehouse type reserve" and "enterprise market reserve". Warehousing reserves for materials such as tents, masks and other long storage periods will be marketed for materials with short storage periods, such as food and medicine, and reserve capacity for emergency supplies of vaccines should be guaranteed through contract signing for future R & D and production.

The three is to increase the standard of China's medical material reserve products in line with international standards. We should learn from the losses and injuries caused by the differences between the standards of product quality encountered in the export of Chinese medical epidemic prevention materials and the standards implemented in western countries such as Europe and the United States, and increase the research on the standards of products for medical epidemic prevention, and move closer to international standards. If there is no agreed international standard, we will take this opportunity to set up China's standards and set up China's standards into international standards, so as to make better use of China's strength in resisting global disasters and reflect the role of big powers.
