The United States Released The Sixth Exclusion List Of US $300 Billion Tax Products

On July 7, 2020, the office of the U.S. Trade Representative (USTR) announced the product exclusion notice under the Sixth Batch of US $300 billion tariff added goods list, adding 61 excluded products, including 8 categories of textile and clothing products, and modifying the customs tariff numbers of 27 products. Up to now, 25 textile and clothing products have been excluded from the 300 billion tax list, and the excluded products will no longer be subject to 7.5% tariff increase when exported to the United States. The period of validity of the excluded products listed in this notice is from September 1, 2019 to September 1, 2020.

On August 20, 2019, the office of the U.S. Trade Representative (USTR) decided to levy a 10% tax on Chinese goods with an annual trade volume of about $300 billion. The additional tariff on the products listed in the action list a will come into effect on September 1, 2019. On August 30, 2019, USTR decided to increase the additional tax rate from 10% to 15%. On January 22, 2020, USTR decided to reduce the tax rate from 15% to 7.5%. List B has not yet been levied.

The textile and clothing product description and HS code excluded are as follows:

1) 6302.10.0020: knitted polyester fabric dust cover designed for bedding and pillows;

2) 6304.92.0000: pillowcases (not woven or crocheted) of woven fabric with cotton as the main weight, with count of at least 1450 / cm2 but not more than 3900 / cm2, width of each piece at least 44 cm but not more than 57 cm, length at least 62 cm but not more than 139 cm, and with zipper opening;

3) A quilt cover with a length of at least 230.98 cm, but not more than 230.07 cm, and each quilt cover has a length of at least 230.98 cm, but does not exceed 230.07 cm;

4) 6307.90.9889: back pillow cover, mainly composed of polyester fabric;

5) The main fabric design for the seat cover is polyester seat cover;

6) 6307.90.9889: artificial fiber life jacket shell;

7) 6307.90.9889: pillow case and quilt cover of microfiber fabric;

8) 6506.10.6045: sports helmets designed for bicycles, including PVC, polycarbonate plastic or acrylonitrile butadiene styrene casings, each with an expanded polypropylene or expanded polystyrene lining.
