The United States Released The Sixth Exclusion List Of US $300 Billion Tax Products
The U.S. Customs office has revised the U.S. Customs Notice No. 2.7 billion on textile products, including the U.S. customs declaration No. 2.7 billion on textile products, including the U.S. customs declaration No. Up to now, 25 textile and clothing products have been excluded from the 300 billion tax list, and the excluded products will no longer be subject to 7.5% tariff increase when exported to the United States. The period of validity of the excluded products listed in this notice is from September 1, 2019 to September 1, 2020.
On August 20, 2019, the office of the U.S. Trade Representative (USTR) decided to levy a 10% tax on Chinese goods with an annual trade volume of about $300 billion. The additional tariff on the products listed in the action list a will come into effect on September 1, 2019. On August 30, 2019, USTR decided to increase the additional tax rate from 10% to 15%. On January 22, 2020, USTR decided to reduce the tax rate from 15% to 7.5%. List B has not yet been levied.
The textile and clothing product description and HS code excluded are as follows:
1) 6302.10.0020: knitted polyester fabric dust cover designed for mattress and pillow;
2) 6304.92.0000: pillowcases (not woven or crocheted) of woven fabrics with cotton as the main weight, with the number of count of at least 1450 / cm2 but not more than 3900 / cm2, each piece of width at least 44 cm but not more than 57 cm, length at least 62 cm but not more than 139 cm, and with chain opening;
3) 6307.90.9889: cotton quilt cover with polyester as the first weight, each quilt cover shall be at least 171 cm but not more than 202 cm, the length shall be at least 227 cm but not more than 230 cm, the weight shall not exceed 90 g / m2, and there shall be a side opening;
4) 6307.90.9889: back pillow cover, mainly composed of polyester fabric;
5) 6307.90.9889: cushion cover mainly made of polyester fiber, designed for the seat of Title 9401;
6) 6307.90.9889: artificial fiber life jacket shell;
7) 6307.90.9889: pillow case and quilt cover of superfine fiber fabric;
8) 6506.10.6045: sports helmet designed for bicycles, including PVC, polycarbonate plastic or acrylonitrile butadiene styrene shell, each with an expanded polypropylene or expanded polystyrene lining.
