China's cross-border e-commerce industry has experienced several years of accumulation, ushering in a "golden age" of rapid development. China's cross-border e-commerce comprehensive pilot zones (hereinafter referred to as "cross-border e-commerce comprehensive test zones") have been expanded to 105, and the cross-border e-commerce has increased by nearly 10 times in five years. In the first half of this year, China's cross-border e-commerce import and export volume was 886.7 billion yuan, an increase of 28.6% year-on-year. Cross border e-commerce has become a new driving force for foreign trade development, a new channel for transformation and upgrading, and a new starting point for high-quality development.
New formats grow against the trend
In China (Nanning) cross-border e-commerce Comprehensive Experimental Zone, frequent trucks are loaded with goods from China and ASEAN, and many young people are engaged in cross-border e-commerce operation and live broadcasting. Since the establishment of Nanning cross border e-commerce comprehensive pilot zone in 2018, cross-border e-commerce related businesses have taken root here and grown vigorously. According to statistics, from January to July this year, Nanning cross-border e-commerce Comprehensive Pilot Zone completed a total of 3 billion yuan of cross-border e-commerce import and export transactions.
Nationwide, there are 105 cross-border e-commerce pilot zones like this. Since the establishment of the first batch of cross-border e-commerce comprehensive test zones in 2015, the "experimental fields" that have been tested first have yielded fruitful results. According to customs statistics, the import and export volume of cross-border e-commerce in 2020 will reach 1.69 trillion yuan, an increase of 31.1%. As an emerging trade format, cross-border e-commerce has developed rapidly during the epidemic prevention period, and has become an important force to stabilize foreign trade. According to statistics, in 2020, the real economy will be impacted by the new crown pneumonia epidemic, and China's export e-commerce will achieve a high-speed growth of more than 20% with high flexibility.
According to the Research Report on "going out to sea" of B2C cross border e-commerce platforms released by globalization think tank recently, China and the United States are the main platform countries of global cross-border e-commerce, and also the main markets of global cross-border e-commerce transactions. About 26% of the global B2C cross-border e-commerce transactions take place in mainland China. China ranks first in the world, surpassing the United States, the United Kingdom, Germany and Japan.
"In recent years, China's cross-border e-commerce has shown a rapid growth trend, reflecting many obvious characteristics." Zhang Molan, chief researcher of the US Europe Institute of China International Economic Exchange Center, analyzed in an interview with our reporter that China's cross-border e-commerce trade is changing from quantitative growth to high-quality development; The product types of cross-border e-commerce transactions are large and comprehensive. The volume of business to enterprise (B2B) cross-border e-commerce transactions has increased significantly. A large number of small and medium-sized enterprises participate in cross-border e-commerce trade, which reflects the improvement of China's overall industrial capacity and enterprise competitiveness; China's trade increase with emerging markets has accelerated significantly, especially in Southeast Asia, Latin America, African countries and other countries along the belt and road.
Support from all sides
In Guangdong Customs, a batch of cross-border e-commerce goods completed the verification process from declaration to release in 10 minutes; In Yuping Dong Autonomous County of Tongren City, Guizhou Province, the products of clothing enterprises are sold to more than 30 countries and regions such as Europe and America; From the service trade fair in 2021, the 18th China ASEAN Expo and the 5th China Arab Expo, the figure of cross-border e-commerce can be found in recent large-scale exhibitions held in China... Behind the rapid development of China's cross-border e-commerce, it is the improvement of China's comprehensive strength of digital economy and the support of long-term multi-party storage.
"The rapid development of China's cross-border e-commerce is inseparable from China's industrial base, policy dividend and institutional openness." Zhang Monan said that with the rapid development of China's digital economy in recent years, the application of a new generation of information technology and the strengthening of China's digital infrastructure construction provide a good industrial foundation and ecological environment for cross-border e-commerce. China's 105 cross-border e-commerce comprehensive test zones are all over the country, and the mature experience and institutional innovation policies formed by the comprehensive test zones are gradually extended to the whole country. The Chinese government has continuously launched supporting policies to promote trade and investment facilitation, explored major measures of system opening, and played an obvious demonstration effect by means of cross-border e-commerce "cloud Exhibition" at large-scale international exhibitions such as China International Fair, Guangzhou Fair and consumer Expo.
"China's cross-border e-commerce is favored by global consumers for its unique advantages of low cost, high efficiency and breaking through time and space constraints." Hong Yong, an associate researcher at the E-commerce Research Institute of the Ministry of Commerce, said that through active exploration, the Ministry of Commerce and other departments have formed nearly 70 mature experiences and practices, and built a "six systems and two platforms" As the core of the cross-border e-commerce system framework. For example, China's customs declaration mode of "checking and releasing the list and summarizing statistics" has improved the efficiency of customs clearance, and the preferential tax policies for cross-border e-commerce such as verification and collection have greatly reduced the burden of enterprises. The scope of cross-border e-commerce B2B export supervision pilot and retail import pilot continued to expand. The list of cross-border e-commerce retail imports was further optimized to better meet domestic consumption demand. In addition, a series of regulations on the management of import and export returns and exchanges of cross-border e-commerce have been issued, making it more convenient for consumers to return and exchange goods.
As one of the most important infrastructure of cross-border e-commerce, China's overseas warehouse construction has been continuously strengthened to provide guarantee for the development of cross-border e-commerce. According to the Ministry of Commerce, China has 1800 overseas warehouses with an area of 12 million square meters, up 80% and 50% respectively year-on-year. Since the beginning of this year, the number and scale of overseas warehouses have been further expanded. There are 1900 overseas warehouses with an area of 13.5 million square meters. The business scope covers the world. The number of overseas warehouses in North America, Europe and Asia accounts for nearly 90%.
Facing the "blue ocean" for continuous innovation
In July this year, the general office of the State Council issued the "opinions on accelerating the development of new formats and new models of foreign trade", which further released the favorable policies in the field of cross-border e-commerce, proposed to actively support the use of new technologies and new tools to enable foreign trade development, expand the scope of cross-border e-commerce comprehensive pilot areas, cultivate a number of excellent overseas warehouse enterprises, and improve the overseas warehouse network covering the world, Promote small and medium-sized and micro enterprises to take advantage of ships to go out to sea, and drive domestic brands to expand international market space.
The relevant person in charge of the Ministry of Commerce said that it is the key work of the business department to advocate openness and win-win results and support the development of cross-border e-commerce and overseas warehouses during the "14th five year plan" period. At present, China has established a bilateral cooperation mechanism of "Silk Road e-commerce" with 22 countries to jointly carry out cooperation in policy communication, planning docking, industrial promotion, local cooperation and capacity-building, so as to create a favorable environment for the development of e-commerce in countries along the "belt and road".
"Facing the vast blue ocean, cross-border e-commerce is growing rapidly in opportunities and challenges, and is expected to become a new track for China to" change lanes and overtake "in the field of digital economy." Zhang Molan believes that cross-border e-commerce enterprises should improve product quality, innovation and competitiveness, abide by overseas local trade rules, and pay attention to high-quality development. The development of China's cross-border e-commerce not only needs "policy dividend", but also needs institutional innovation and strengthening supervision. Enterprises should regulate their own behavior, undertake social responsibility, and jointly create a good industrial ecology of cross-border e-commerce trade, so as to create more "ecological dividends" for China's cross-border e-commerce.
