It is a great pleasure to meet you at the 6th China Textile Intangible Cultural Heritage Conference. The conference was included in the 2022 textile industry "optimizing supply to promote upgrading" series activities by the Consumer Goods Department of the Ministry of Industry and Information Technology of the People's Republic of China, and was successfully located in Gaoyang, a millennium old county. Here, on behalf of the China Textile Industry Federation, I would like to express my heartfelt thanks to the guidance of the Department of Intangible Cultural Heritage of the Ministry of Culture and Tourism, the support of Hebei Provincial Department of Industry and Information Technology, Baoding Municipal People's Government, Gaoyang County Party Committee and Government, and relevant departments, and express my sincere respect to the delegates and conference staff from all over the country.
Since the 18th National Congress of the Communist Party of China, the textile industry has made great progress in the field of intangible cultural heritage. On the basis of finding out the industry's intangible cultural heritage resources, the industry has made remarkable achievements in promoting the modern design value transformation of textile intangible cultural heritage, the inheritance and training of talent teams, promoting the industrialization and market-oriented development of intangible cultural heritage, helping poverty alleviation and rural revitalization, building an industry communication platform, leading modern lifestyle, etc. At present, the whole country is earnestly studying and implementing the spirit of the 20th National Congress of the Communist Party of China. As an important participant in Chinese modernization, the textile industry has the responsibility and ability to make powerful exploration, pioneer example and outstanding contributions to promote the excellent traditional Chinese culture, adhere to creative development and innovative transformation.
General Secretary Xi Jinping attached great importance to the protection of intangible cultural heritage and made important instructions, emphasizing the need to do a solid job in the systematic protection of intangible cultural heritage, and better meet the growing spiritual and cultural needs of the people, which also pointed out the direction for us to further improve the work of textile intangible cultural heritage. In view of the fact that the textile intangible heritage resources are mainly distributed in the counties, towns and villages, the theme of this conference is "building an ecological circle of integrated urban and rural development of textile intangible heritage". The purpose of this conference is to deeply explore the importance and effective ways of building an ecological circle of integrated urban and rural development, promote the textile intangible heritage and rural revitalization The integration of urban and rural areas is interdependent, resonating with each other and boosting together, helping rural revitalization, accelerating the systematic protection of intangible textile heritage, and adding luster to the good life of urban and rural people.
Around the theme of the conference, I will focus on two aspects for your reference.
First, the necessity of building an integrated urban and rural development ecosystem of textile intangible cultural heritage
First, the mission and responsibility of developing the economy with characteristics and promoting rural revitalization. The report of the 20th National Congress of the Communist Party of China proposed that comprehensively promoting rural revitalization is related to the overall situation of Chinese style modernization. Create a new situation of rural revitalization, including industrial revitalization, talent revitalization, cultural revitalization, ecological revitalization, organizational revitalization, and establish and improve a new pattern of integrated urban and rural development. In order to make new contributions to comprehensively promote rural revitalization, the textile intangible cultural heritage work needs to establish a two-way linkage industrial chain and value chain between urban and rural areas, interact the rural textile intangible cultural heritage resources with the urban modern textile industry and the market transformation mechanism, and form a win-win development pattern with the city leading the countryside, complementary advantages; It is necessary to establish the supply chain of the local industrial chain of rural textile intangible heritage resources and the inheritance chain of traditional culture to meet the basic requirements of comprehensively promoting rural revitalization, industrial prosperity, ecological livability, rural civilization, effective governance, and affluent life. Only these two aspects are interdependent, mutually conditional, two-way activation, and coordinated development, can we truly build an integrated urban and rural development ecosystem of textile intangible heritage, and show the power to comprehensively promote the revitalization of textile intangible heritage in rural areas.
The second is the inevitable choice of inheriting Chinese culture and maintaining local conditions. As the product of agricultural civilization, textile intangible heritage comes from the inheritance and development of thousands of years of agricultural culture and rural civilization, and cannot be separated from the watchful identification of local culture and folk wisdom. Through the textile intangible cultural heritage, we can know the natural and cultural ecology of its rural origin, such as natural mountains, human geography, local customs, folk ingenuity, and factor endowments; You can also feel that the traditional handicraft industry, as an important carrier of textile intangible cultural heritage, is closely related to the economic and social development of urban and rural areas, and the region and economic ecology that are interdependent and resonant with urban and rural areas. In the context of highly developed economy and society, there are still differences between urban and rural areas as well as between the rich and the poor, and there is a need for integration of cultural traditions and modernity to coexist and learn from each other without mutual exclusion. Due to the policy attraction of governments at all levels, the enthusiasm of the society and all walks of life in urban and rural areas, the inheritance and development of intangible cultural heritage has gone beyond the scope of culture and industry itself, giving the attributes of anthropology, ethnology, folklore, archaeology, history, economics, and management, enabling us to place the present and future of textile intangible cultural heritage in the construction of an integrated urban and rural development ecosystem, Seeking her new life space.
Third, it is an important path to activate intangible cultural heritage resources and reshape industrial advantages. The Twentieth National Congress of the Communist Party of China emphasized that we should inherit the excellent traditional Chinese culture, build a common spiritual home for the Chinese nation, provide more active and powerful spiritual force for comprehensively promoting the great rejuvenation of the Chinese nation with the prosperity of Chinese culture, and provide a fundamental basis for the healthy and sustainable development of the textile intangible heritage cause. In terms of practice, in recent years, the work of textile intangible cultural heritage has made great achievements, and the concept of "seeing people see things see life" intangible cultural heritage development has blossomed in the textile field. Specifically, in terms of talent training, many textile colleges and universities have participated in the action plans of the Ministry of Culture and Tourism, the Ministry of Education, and the Ministry of Finance for intangible cultural heritage talent training to improve the comprehensive quality of urban and rural intangible cultural heritage inheritors; In the field of fashion design, traditional textile, dyeing, weaving, embroidery and printing techniques and ethnic cultural elements have been comprehensively used by designers, presenting and moving on the fashion stage at home and abroad, and vividly spreading the textile intangible cultural heritage of various ethnic groups in the modern fashion context; In terms of industrialization and market-oriented development, rural textile intangible cultural heritage workshops have grown vigorously, enterprises above the scale of production protection have emerged, online and offline retail platforms and exhibitions of textile intangible cultural heritage products have won praise from consumers, and various textile intangible cultural heritage handicrafts have entered the lives of ordinary people, Consumers, especially young people, are forming a love and preference for traditional textile technology and clothing culture.
At the same time, it should be noted that driven by the progress of modern science and technology, especially the development of digitalization, informatization, intelligence, greening, internationalization and producer services, the speed and level of transformation and upgrading of China's textile industry has reached world-class standards, and its contribution to society and economy is growing. However, the textile intangible cultural heritage industry, which is dominated by traditional skills and folk customs (spinning, dyeing, weaving, embroidery, printing and national costumes), has an incomplete inheritance chain and unbalanced urban and rural development. In particular, the counties, towns and villages with textile intangible cultural heritage resources have not yet met the requirements of "thriving industry, livable ecology, civilized township style, effective governance, and prosperous life", It lags behind the development of modern textile industry in terms of volume and efficiency, and the development matching degree, integration degree and contribution to society between them are far from each other. To this end, we need to follow the direction led by the spirit of the 20th National Congress of the Communist Party of China, follow the thinking and rules of the urban and rural integrated development ecosystem, and combine the requirements and characteristics of the industry's intangible cultural heritage work to explore a scientific and feasible healthy, balanced and coordinated development of textile intangible cultural heritage.
Second, the key path to build an integrated urban and rural development ecosystem of textile intangible cultural heritage
Based on the new development starting point, the construction of "textile intangible heritage urban-rural integrated development ecosystem" is not only the new idea and value, but also the new path of urban, rural and industrial integrated development, and the new atmosphere of "creating an ecosystem, forming a new pattern, and sharing a new future". To this end, we need to build and promote in four dimensions:
First, build an intangible cultural heritage industry ecosystem. With the support of governments at all levels and the efforts of inheritors of intangible cultural heritage, in recent years, a large number of textile intangible cultural heritage workshops, cooperatives, small and micro enterprises have been formed in villages, towns and ethnic minority areas, making positive contributions to local poverty alleviation and employment, cultural and tourism integration, cultural exchanges, etc., but there are also widespread problems such as small industrial scale, low production efficiency, decentralized layout, incomplete industrial chain The healthy and sustainable development of the textile intangible cultural heritage industry is plagued by problems such as insufficient innovation in product design, research and development, poor sales channels, and lack of successors in skills inheritance. The integrated development of urban and rural areas can provide feasible ways to solve these problems: First, select workshops and cooperatives with development potential, unique skills and master resources, learn from the national support policies for small and medium-sized enterprises, cultivate "specialized and innovative" demonstration from point to area, and enhance the overall strength of the textile intangible heritage industry in villages and towns; Second, in towns with intensive textile intangible cultural heritage resources and regional influence, establish intangible cultural heritage characteristic industry clusters or characteristic towns to provide capital credit, design innovation, life services, commercial transformation and other three industrial services; Third, cultivate and introduce industry leaders and operation talents, provide design, operation, technology, process, environmental protection, e-commerce and other service guarantees, and truly integrate "technology, fashion, green" into the rural textile intangible heritage industry and become the ecological logo.
The second is to form an ecology of living and working in peace and contentment. Textile intangible cultural heritage is the unity of diversity of history, culture, folk customs and folk life aesthetics. The construction of beautiful countryside needs to preserve the fresh, simple, green, peaceful, comfortable and pastoral ecological environment, and also needs to create modern transportation facilities, communication networks, leisure, health and livable conditions. However, in terms of reality, especially in ethnic minorities and economically underdeveloped areas, there are still many shortcomings and shortcomings in village appearance, overall planning of private houses, renovation of old houses, public health, environmental protection, road network, etc. To build an ecosystem of living and working in peace and contentment, the first is to focus on the improvement of human settlements, strengthen infrastructure construction, such as village road reconstruction, water pipe network reconstruction, flood discharge canal, sewage treatment project, etc., and effectively improve the level of rural infrastructure and hardware facilities. Second, relying on the deposit of intangible cultural heritage resources with regional characteristics, we plan the orientation of cultural characteristics, and comprehensively deepen the construction of "characteristic pastoral villages" by taking measures such as creating public service facilities and landscapes, laying rural trails, optimizing the quality of rural houses, and sorting out village styles and features, so as to attract foreign urban entrepreneurs to "go to the mountains and villages", Guide the supply chain of intangible cultural heritage industry to shift to the countryside. Third, mobilize the masses to inherit intangible cultural heritage skills, comply with the growth law of local talents, tap and cultivate various rural skilled talents, implement classified and hierarchical strategies accurately, set up a number of rural artisan workstations, master studios, master learning centers, stimulate the endogenous power of rural artisans, and promote the construction of skilled villages.
Third, maintain the local cultural ecology. The historical weight and cultural diversity of textile intangible cultural heritage constitute the "root" and "soul" of local culture, which is conducive to continuously strengthening the identity and emotional cohesion of cohabitants, forming a unique aesthetic identity, completing the inheritance of textile civilization, and building the cultural confidence of the Chinese nation. In the process of implementing urban-rural integration to promote rural revitalization, we should make full use of the strength of the "root" and "soul" of local culture, and do a good job in reviving rural culture. The key points are as follows: First, we should rebuild the artistic appeal of textile intangible heritage with new brands, create symbolic textile intangible heritage brands and fashion activity platforms, and form the aggregation effect of local cultural brand building system. The second is to reshape the market appeal of textile intangible cultural heritage with new consumption, and develop featured textile intangible cultural heritage products with regional and national rural flavor without losing modern flavor by deeply exploring the cultural connotation and technical characteristics of rural textile intangible cultural heritage, so as to accelerate the incubation of theme IP. The third is to reshape the scene appeal of textile intangible heritage with new technology. Based on the new changes of digital economy and consumer culture, we will build a new digital community of textile intangible heritage through new digital media, and create a virtual reality integration and harmonious coexistence of the "meta universe" space scene and local cultural ecology.
The fourth is to achieve common prosperity. To build an ecological circle for the integrated development of urban and rural textile intangible cultural heritage, we should make efforts from the aspects of industrial ecology, livable ecology, and local cultural ecology, which is conducive to promoting the industrial revitalization and cultural revitalization of rural revitalization, narrowing the gap between urban and rural areas, and promoting common prosperity. The textile industry can also learn from the essence of traditional culture and traditional technology, Promoting its own transformation and upgrading and enhancing its cultural soft power is an overall event that benefits the country, the people and the industry. The key points are: first, adhere to the principle of ecological development, ecological strength and ecological prosperity, take ecology as the productivity of the revival of textile intangible cultural heritage, promote the green enrichment of textile intangible cultural heritage ecological products, and explore the diversified business forms of rural leisure, ecological tourism, green health care, etc. with textile intangible cultural heritage as the theme element. The second is to carry out special vocational skills training for textile intangible cultural heritage, deepen the reform of industrial talent training mechanism in combination with the education chain, talent chain and industry chain, and give substantive support policies to the poverty alleviation population participating in education and training, and to the monitoring objects to prevent poverty return, in combination with the cultivation of rural craftsmen. The third is to follow the human-oriented logic of common prosperity, implement the "aspiration and intelligence support", take the textile intangible cultural heritage as the starting point, creatively reorganize the natural resources, cultural resources and human resources under the integrated development of urban and rural areas, drive people to start businesses at home, and activate the endogenous power of rural intangible cultural heritage undertakings.

China Textile Federation will make continuous efforts in the future, actively cooperate with government departments and relevant institutions interested in promoting the integrated development of urban and rural areas in the field of intangible cultural heritage, invest industry resources, and carry out pilot exploration; At the same time, we sincerely hope that inheritors, entrepreneurs, designers, investors, brand merchants, channel merchants, experts and scholars, media people, local associations, relevant social institutions, and international peers inside and outside the industry will work hard to build an integrated urban and rural development ecosystem of textile intangible heritage.
