Any supply company that has not been determined by the provincial Fiber Inspection Bureau will not be allowed to enter campus sales, that is, the "permit system". These specific measures will be fully implemented in September this year.

But many people have questioned whether the new measures can really drive black hearted cotton out of campus.

This is a joint meeting organized by the provincial quality and Technical Supervision Bureau and the provincial education department. The participants organized the discussion on the "unified bidding procurement and quality supervision and management procedures for students bedding and clothing in Henan education system" (Draft).

The draft regulation stipulates that the quality supervision and management of bedding products of college students in our province is responsible for the provincial Fiber Inspection Bureau of the Provincial Bureau of quality and technology supervision and the provincial logistics management center of the provincial education department.

The provincial fiber inspection bureau is responsible for providing the quality report of bedding manufacturers. The provincial logistics management center of the University chooses the legitimate enterprises with sound quality assurance system and excellent product quality as the supply company according to this report.

Colleges and universities can only purchase or confirm the supply companies in the scope of bidding in this area, and provide qualified products for students to purchase.

Products of unselected suppliers shall not be sold on campus in any form.

It is worth mentioning that, for the first time, the paper made explicit provisions on the bedding items purchased by the students: they must be registered and registered, including the contents of brands, production enterprises and so on.

In May 2005, the whole province suddenly cancelled the group purchase of student bedding, and solved the problem of bedding by the students themselves.

Zhou Ke, chief of the comprehensive logistics management center of the provincial university, said that in 2005, the NDRC decided that collecting tuition fees for students was a random charge, and that the cost of bedding for students was generally included in the accommodation fees, so many schools voluntarily stopped the group buying bedding.

According to Li Letao's experience, when new students enter school, there will be many stalls for selling quilts on every campus. The quilts of these stalls are very cheap. Some quilts are made of raw materials such as medical fiber waste, funeral fiber waste, industrial waste and waste clothing.

"These quilts are wholesale from small quilt shops."

Li Letao said, "the quilt made by regular factories is seventy or eighty yuan even wholesale, and the quilt of these workshops is less than 20 yuan wholesale price, and the lowest price for new students is 30 yuan."
