"In 2008, due to the substantial appreciation of the renminbi, the rising price of raw materials and labor, and the intensification of international trade friction, the development of Fujian's garment industry encountered great difficulties."

Hong Zhaoshe, the new president, said: "in the next one or two years or even longer, Fujian's clothing industry is likely to bid farewell to its familiar environment and have to embark on a more difficult and challenging development path."

　　洪肇設認為，協會新一屆領導班子的成立標志著福建省服裝業開始邁入一個新的發展始點，在遵循協會章程和創辦宗旨的前提下，未來四年，協會新一屆理事會將按以下思路開展各項工作：（１）加強分析調研，建全行業統計、信息服務系統，通過制定行業規劃規范，協助政府進行有效調控，不斷改善行業發展環境；（２）繼續大力推進服裝名牌發展戰略，使之成為福建省服裝業騰飛的助推器；（３）積極協助企業拓展國內外市場，努力提高福建服裝競爭力和市場占有率；（４）創建服裝行業技術創新公共平臺，積極引導行業大力提高服裝設計開發能力，擴大自主知識產權在企業無形資產中的比重，加大科技研發與信息化建設投入強度；（５）全方位推進產業集群的發展，重點推動產業集群的自主創新能力提高和自主品牌建設工作；（６）做好行業培訓和人才
