From the point of view of industrial structure and product structure, industrial clusters are actually the processing depth of certain products and the extension of industrial chains. Anhui must rely on resources from all sides to gradually establish an industrial cluster with its own advantages, so as to form multiple symbiosis of multiple industries with multiple types of institutions in a specific geographical area and form a competitive advantage with Anhui characteristics.
From the perspective of the development process of the domestic apparel industry cluster, the three main driving forces to promote the development of the apparel industry cluster are clothing leading enterprises, garment export and garment professional market. Due to the lack of a leading clothing leading enterprise in Anhui, it is difficult for the development cluster to rely on leading enterprises for a long time. Although there are some domestic first-line brands, such as seven wolves, Taiping birds, Tai Zi Long and nine Mu Wang, have set up processing and manufacturing bases in Anhui, but these enterprises often only regard Anhui as a low-cost production base and a brand domestic logistics base.
The thinking about the development strategy of Anhui garment industry cluster can be mainly started from the following two aspects.
Garment export drive
At present, the export oriented garment processing enterprises in Anhui are mostly middle and low end products because of the foreign trade orders they receive all the year round, which makes Anhui's local garment processing industry generally have low quality of processing and relatively backward technology level. In addition, the procurement of accessories for garment manufacturing is basically dependent on procurement from Jiangsu, Zhejiang, Shandong, Shanghai and Guangdong, without forming a complete industrial chain. All these bring greater difficulties to the upgrading of Anhui's local garment industry chain. In addition, from the overall layout, Anhui garment processing enterprises are scattered and independent, and can not form cluster cost advantages. Industrial cluster refers to a group composed of enterprises with competitive and cooperative relations in a specific region, geographically concentrated and interrelated, specialized suppliers, service providers, financial institutions, manufacturers of related industries and other related institutions. In this sense, Anhui has not yet formed a real garment industry cluster so far.
Although Anhui is a large labor exporting province and abundant labor force, the average wage of garment industry workers in Anhui province is very close to the coastal areas, and there is no obvious cost advantage. In addition, due to the long working hours and strong labor intensity, more and more workers are reluctant to enter the garment factory. Even in Anhui's local garment factories, there is a general shortage of employment.
Relying solely on the pfer of garment processing and manufacturing in the eastern coastal area, only taking the low-cost strategy as the main competitive means, and hoping to pull the whole garment industry cluster construction of Anhui as a whole, it seems to be out of date in the current big situation.
Anhui must rely on its own resources to support local industries with a certain industrial base through local governments, and gradually establish industrial clusters with its own advantages. The premise of forming advantages is to have a clear development strategy. The province needs to have a clear overall development layout for the province's industries, and all localities should form unique development orientation and do something wrong, so as to gradually form multiple symbiosis of multiple industries in a specific geographical area and form a symbiotic association of many types of institutions, thus forming competitive advantages with Anhui's regional characteristics, giving full play to resource sharing effect and forming "location brand".
At present, there are hundreds of garment enterprises and supporting enterprises in the town of Sun Village, the first garment town in Anhui, and initially formed an export oriented garment processing and production base. We can consider further strengthening the competitive advantage, constantly improving the processing quality and product grades, and increasing the added value of products. Lu'an, Chu Zhou, Anqing and other places can consider making full use of the raw material advantages of down, silk, cotton and other raw materials to form a production base for down, silk and cotton weaving.
Clothing professional market driven
At present, China's clothing industry cluster mostly belongs to the specialized market support cluster, which has gradually developed from the original pre store and back factory, and relies on the specialized wholesale market to operate through the professional market in the region or adjacent area, thus driving the regional garment manufacturing and manufacturing.
