US House Of Representatives Calls For Surveillance Of Chinese Clothing Imports
A member of the United States House of Representatives has appealed to the US government for importing surveillance on China's textiles and clothing projects since the beginning of the Ming (2009) year, in order to prevent the quota restrictions on textiles and clothing exported to China from being cancelled at the end of this (2008) year.
In a letter to the International Trade CommissionITC, the chairman of the House Waysand Means Committee asked CharlesB.Rangel to import import surveillance plans for Chinese textiles and garments to collect the import data of pre quota protection projects.
Chairman Rangel and the textile industry are concerned about the expiration of the quota defense measures for the implementation of Chinese textile products in December 31st. There may be a surge in the import volume of Chinese textiles and garments and a sharp drop in import prices.
Rangel said that monitoring the import of Chinese textiles will help to provide real-time and accurate information to the house of Representatives annual committee to assess whether the import of Chinese textiles is disrupting or disrupting the US and the development market.
Rangel alleges that the relevant US authorities seem to have not considered this proposal very carefully. The annual Committee of the house of representatives will take concrete actions to prevent damage to us labor, industry and the public from imported textiles from China.
At the end of September, 73 U.S. senators, 10 textile and fiber trade groups, and the Unite Here trade union urged President Bush, US Commerce Minister Carlos Gutierrez and American trade representative SusanSchwab to include imports of textiles and garment products from China into the current import surveillance program for the implementation of Vietnamese garments. The textiles and garment organizations of 17 countries, including NAFTA (North American Free Trade Agreement), CAFTA (Central American Free Trade Agreement), and Africa, also sent letters to the US government, indicating that the canal and other supporting textile importers are implementing the import surveillance plan. They also worry that the current defensive measures for the implementation of textiles and clothing from China to the United States will expire from January 1, 2009. President Rangel asked ITC to collect statistics on the import volume, amount, unit price and market share of 34 items of textiles and clothing categories currently restricted to the United States, and asked ITC to provide preliminary data on customs related information every two weeks on the basis of such information, and provide final statistics to the house of Representatives annual Committee monthly, and there is no official deadline for the implementation of the import surveillance measures.
Once the quota restrictions are lifted, the house of Representatives committee will use the imported data from the monitoring plan to assess whether the implementation of the defense measures is appropriate.
According to the 1930 Tariff Act, the chairman of the house of Representatives Rangel can ask ITC to investigate and provide relevant import data of the committee to monitor imports and collect relevant information on international trade issues.
In addition, according to the 1974 Trade Law (TradeAct), the house of Representatives Committee of the house of Representatives may also initiate an investigation into the import of textiles and garments in China to determine whether the import of Chinese textiles is disrupting the US market or causing a threat of disruption.
The United States government can invoke the sixteenth specific product defense clauses of China's entry into the conference, which will make up for the disturbance or threat caused by Chinese textile products to the US market through the implementation of specific product defense measures such as setting quotas, raising tariffs or tariff quotas.
The signs of trade protectionist action may be merely deterring us importers and retailers from placing more orders in China. Burke, President of AAFA, said the import surveillance program may not trigger any protectionist actions. However, the existence of the plan will indeed be worrying about possible actions in the near future. When we worry about what changes will happen in the future market and produce uncertainty, it will be much more important to disturb or threaten the market.
Rangel said that the canal hoped to prevent the WTO member states from repeating the quota control of textiles and clothing in January 2005, and the recurrence of the surge in exports of textiles and clothing to the United States. Rangel said the quota control lifted the number of textiles and garments imported from China by about 600% at that time, while import prices fell 40%. The US government has launched bilateral negotiations with China and reached an agreement on 34 items of textiles and clothing categories from China to the US.
