Procurement Of Disaster Relief Quilt Encountered "Black Heart"
The court of Yu an District of Lu'an yesterday gave judgement to the sellers of "black heart quilt".
After the "5. 12" Wenchuan earthquake in Sichuan Province, the earthquake relief boom was rapidly launched in various parts of our province.
However, the 500 quilt purchased by the Lu'an Civil Administration Bureau of Yu an District donated the quilt to the disaster area but suffered from "black heart quilt" entrapment.
On October 17th, two defendants of the "black heart quilt" were tried together.
The prosecution material shows that the defendant in the "black heart quilt case" is a couple, Wu and Zhang (female) respectively.
The two had previously run a military monopoly store in the city of Lu'an. In June 24th, they were arrested by the Lu'an Municipal Public Security Bureau on suspicion of selling fake and inferior products.
Subsequently, Wu was arrested, Zhang was bail pending in July 18th.
It is understood that in May 19th this year, the civil administration of Yu an District purchased 500 quilts according to the requirements of its superiors and sent them to the earthquake stricken areas of Sichuan.
On the same day, a deputy director of the Bureau and a staff of the procurement center and other 5 people went to Wu and Zhang to jointly purchase a military product store.
After inspecting the 160 yuan / bed, 90 yuan / bed, 60 yuan / bed three varieties, the buyer proposed to buy 160 yuan / bed quilt 500 bed.
Subsequently, the two sides settled the deal at a price of 140 yuan / bed.
The Civil Affairs Bureau's purchasing staff also suggested that the quilt was donated to the disaster area of Sichuan, requiring the seller to guarantee the quality.
In the afternoon, Zhang received a prepayment of 20 thousand yuan from the Civil Affairs Bureau and told her husband, Wu, about the business situation.
In fact, Wu and Zhang know that there is no regular military quilt in the market. So after taking the business, Wu immediately contacted Li Jianjun, a supplier in Wuhan, Hubei. The two sides agreed that the price of 73 yuan / bed from Li Jianjun bought 500 fake military quilts and sent them to Lu'an on the next day, then sent the quilts to the buyers.
According to preliminary estimates, this "send" door-to-door business, Wu and Zhang couple earn about 3 yuan.
After the purchase of the disaster relief quilt was completed, the 500 quilts were sent to the disaster relief center in May 28th by the Yu an District Civil Affairs Bureau.
In June 16th, the Anhui provincial Fiber Inspection Bureau commissioned the provincial disaster relief center to test the batches of quilts. The results showed that they contained reprocessed fibers, that is, yarn heads, polyester and silver fillets. The test conclusion was that the product was an unqualified product.
"Black heart quilt case" immediately aroused provincial and municipal leaders and relevant departments to attach great importance to it, and immediately set up an investigation team to start work overnight.
Lu'an Quality Supervision Bureau began investigating in June 19th and pferred the case to Lu'an Public Security Bureau in June 22nd.
On the 24 day of the month, Wu and Zhang were under criminal detention.
Prior to June 19th, the Lu'an Quality Supervision Bureau also seized 114 quilts, 81 quilts and 44 military uniforms from Wu and Zhang's military stores. They were also found to be substandard products after being inspected by the provincial Fiber Inspection Bureau.
It is also reported that, with the in-depth investigation of the case, it was found that he sold 200 beds of black heart quilt from Wu and Zhang's military monopoly stores to a school in Lu'an.
In the morning of October 17th, Wu and Zhang, who sold "black hearted quilts" to the Civil Affairs Bureau, stood in the dock of the court together.
After more than 2 hours of trial, the court found out the circumstances of the whole case.
Because of the guilt of self blame, Wu turned to bow to the auditor and apologized.
Yesterday, the court of Yu an District decided that the defendant Wu and Zhang were guilty of selling fake and inferior products, sentenced Wu to 8 months' imprisonment and fined 80 thousand yuan, and sentenced the defendant to 50 thousand yuan fine and seizure of products.
