China's Textile Revitalization Policy And Countermeasures In The Past 09 Years
During the Spring Festival of the new year, the textile revitalization plan approved by the State Council has given the Chinese textile and garment industry a big "red envelope". As an industry authority, since the middle of February, almost all the top executives of China Textile Industry Association have participated in large-scale research of local industrial clusters.
For the adoption of the revitalization plan for the textile industry, it is easy for us to imagine the efforts made by the China Textile Industry Association. Why did the officials of the association run again and again?
There always are measures to against the policies. This idiom, which is a bit of a joke, has a very serious meaning for us to observe how China Textile Industry Association and even the crisis of China's textile and garment industry get out of the predicament.
This is why we have to think about such a problem: the industrial policy of the country is there, but where are the Countermeasures of the industry and local enterprises?
The first is the implementation rules of the industry. As an industry authority, the association needs to grasp the main problems faced by the current enterprises and the problems that need to be solved by the central government departments, and understand the ways and experiences of various regions in supporting the development of small and medium-sized textile and garment enterprises, and on this basis, puts forward specific implementation rules for industrial revitalization.
For example, finance, taxation, finance, trade, customs, environmental protection, employment and other specific areas, how to support the textile and garment industry and enterprises need further clarifying. With such implementation details, the revitalization plan promulgated by the state can really be implemented, otherwise planning can only be a castle in the air.
The second is the government departments, especially the relevant government agencies at the grass-roots level, what difficulties and difficulties may be encountered in implementing the textile and garment enterprises' support policies. Only when governments around the country, especially the grass-roots management departments, such as industry and commerce, taxation, and financial institutions take action, can the national policies be implemented and the textile and garment enterprises can be practically supported.
In a sense, the local grass-roots government departments are both "incarnations" of the national "policies" and "surrogates" of the "countermeasures" of industrial enterprises, which are decisive factors that no one can ignore. It is particularly noteworthy that such neglect in reality is widespread, leading to the fact that policies at many national levels can hardly be truly implemented and often become the annotations of the negative meaning of "having policies and Countermeasures".
The third is the countermeasures at the enterprise level. The economic crisis is also a good opportunity for the industry to shuffle. We see that some of the leading brand enterprises have begun to act, and it is their outstanding performance that has stabilized the fundamentals of the industry. But on the other hand, the textile and garment industry is mostly small and medium-sized enterprises. These enterprises that do not have many advantages bear the important functions of social employment, and their survival and development should be more concerned. After all, we are a large population country. As a traditional industry, the quality of the workers in the textile and garment industry can not be significantly improved in the short run, and the pressure of survival caused by bankruptcy and layoffs may cause obvious social problems.
Both policy guidance and industry rules must be supported by the central government and more effectively by local authorities. This is a difficult game and a never ending game. How to play this chess game is testing China's textile and garment industry.
