Status quo: disability is high.
According to the results of the second national sample survey on disabled persons, there are 82 million 960 thousand disabled people in China, about 34000000 in the age of employment, and about 8000000 in urban and rural areas.
In order to promote the employment of disabled persons, China began to pilot in 1992, and in 1995 popularized the employment of disabled persons in the nationwide scale.
The regulations on the employment of disabled persons approved by the State Council clearly require that organs, organizations, enterprises, institutions and private non enterprise units arrange employment for disabled persons proportionately, with a ratio not less than 1.5% of the total number of employees in their units.
If the employer fails to arrange employment for disabled persons in proportion to the proportion prescribed by the governments of provinces, autonomous regions and municipalities directly under the central government, the employment security payment for the disabled shall be paid.

According to Ren Zhanbin, director of the Employment Department of the China Disabled Persons' Federation, roughly estimated that since the implementation of the system, the handicapped gold collected in the economically developed eastern provinces has reached hundreds of millions of dollars a year.
In less developed provinces, there are at least tens of millions of dollars a year.
This does not include the fact that some units are paying less or less.
Take Guangzhou as an example, the city requires employers to arrange employment for disabled persons in proportion of 1.5%.
For those employers who do not arrange employment for the disabled, the City Disabled Persons' Federation will receive the corresponding employment security payment for the disabled according to 80% of the social salary.
Data show that in 2005, the employment security payment for the disabled in Guangzhou amounted to 90 million yuan.
Reasons: inherent prejudice leads to employment difficulties for the disabled
Why do some employers prefer to pay money rather than employ disabled persons?
One big background is the oversupply of labour market.
It is not easy for a healthy person to get employed.
"Our units can not arrange for laid off workers. Where are there redundant jobs for the disabled?"
This is the answer of many employers.
Another reason is the fear of affecting the image.
A person in charge of the hotel's personnel department, who did not want to be named, told reporters that even if the disabled were competent, they would not like to employ disabled people because they feared that the guests would reduce their impression of the hotel.
Ren Zhanbin believes that many employers have prejudice against disabled people, and think that people with disabilities are not competent enough to work. Even if they can work, they can only work in simple jobs such as duty workers.
For example, some enterprises refuse to employ disabled people on the grounds of "high technical posts".
"In fact, people with disabilities are divided into different types, with varying degrees of disability.
There are many kinds of posts in a unit. There are definitely some jobs for the disabled.
Especially in recent years, the state has made great efforts in the education and employment training for the disabled, and with their own efforts, the skills quality of the disabled has been greatly improved.

Li Changan, an associate professor at the China Labor Research Center at Beijing Normal University, and a postdoctoral fellow in the Institute of Social Sciences, China, also pointed out another reason that can not be ignored: organs and institutions, because of the fact that they eat financial meals, pay the economic pressure of disability payments is not as big as enterprises, so it is easier to recruit or not recruit disabled persons.
Expert: the employer must bear social responsibility
"These reasons ultimately lie in the lack of social responsibility of employers."
Li Changan believes that disability is the inevitable cost of human reproduction and social development. The placement of disabled persons is not only a statutory obligation of employers, but also a social responsibility.
"In some countries, no matter whether they pay or not, employers must set up employment for disabled persons in proportion."
Li Changan said.
Moreover, Li Changan also believes that the employment of disabled persons has many advantages for employers: first, they can avoid disability payments and obtain state tax preferences, reduce production costs; two, it is conducive to enhancing the social image of the unit.
How to promote the employment of the disabled?
Li Changan believes that on the one hand, employers should actively take part in this part of social responsibility, especially the organs and institutions should set an example; on the other hand, the relevant government departments should further improve the employment services for the disabled, such as ensuring the effective use of disability, strengthening education and employment training, and improving the employability of the disabled themselves.
At the same time, increase employment channels for people with disabilities, such as community employment, and increase accessibility facilities to facilitate travel for people with disabilities.
