For small business owners, orders need not worry. The greater worry is actually the collective unbelief of the workers. Many enterprises are quite different from those in the recruitment meeting when they implement the salary system in normal time. "Labor shortage" has come, but when companies promise to pay high salaries, welfare and adequate rest time, they are like a story of "wolf coming". It is hard to get the trust of the workers.

"Labor shortage" came suddenly, but it was no accident.
Media reports said that as early as 2004, the problem of "labor shortage" began to appear in the Pearl River Delta region. After the Spring Festival every year, many enterprises faced an awkward situation: more and more workers returning home for the new year did not return to the factory. The problem was obvious year by year, and "this year is the most serious."

Business owners expect a peak of migrant workers returning to the city after the Lantern Festival.
There are large and small enterprises in the industrial park of Chi Ling, Dongguan. The shoe factory of Hengyang dragon state is in the industrial park. "There were more than 10 people, but only 4 workers return to the factory now, and no one has been recruited in one week."
In the afternoon of February 27th, he called a friend in his office. He wanted to recruit 300 people from his friend's glasses factory. 1000 people came to apply. "Of course he is good at recruiting people. The factory is large and the wages are high. Many managers are foreigners."

Many small businesses in Dongguan are facing the same situation.
Huang Jing, director of labor market in Houjie Town, said: "many small businesses do not attach enough importance to their employees, and backward management methods can not meet the requirements of the new generation of migrant workers, nor can they meet the requirements of economic development."
Many business owners are forecasting what will happen in the future.
A small business owner said, perhaps, "labor shortage" indicates a new game of small businesses in Dongguan, and small businesses are either "reborn" or pformed to upgrade or quietly eliminated.
Hot spots: Pearl River Delta
Small businesses have bad habits.
In February 28th, on the Lantern Festival, Zhou Jian, a director of Human Resources Department of Dongguan Hong Ying shoe factory, had no way to take a vacation. He continued to hire workers in the Chai Ling Industrial Park.
The factory needs at least 300 general workers, but only more than 100 people are recruited in one week.
"Dongguan traffic jam, the world is out of stock", Cantonese use this sentence to describe the importance of Dongguan.
But the "labor shortage" raid made the city with nearly 10 industrial enterprises a little "panic". Over 90% of these enterprises are small and medium-sized enterprises. The shortage of labor mainly occurred in these small businesses.

"Now that's the standard, you can't find a higher one."
This is a dialogue between workers and recruiters at a recruitment meeting in Houjie square in February 27th. After the workers left, the recruits told reporters: "actually, in our factory as a general worker, a diligent person can get more than 1800 yuan.
But I'm afraid they think I'm cheating.
Similar scenes are not rare in Dongguan's large and small job fairs.
In Dongguan, the basic salary of small industrial enterprises is about 1000 yuan to 1500 yuan per month, overtime pay is another calculation, working overtime every day to around 9 p.m., weekends rest for one day or half a day, basic salary plus overtime pay, bonus, etc., the average monthly salary for general workers is up to 2000 yuan.
But these figures have not been written into the rules and regulations. Many enterprises are quite different from the job fairs in implementing the salary system. Liu Hao, a Guangxi migrant worker, resigned from a shoe factory at the end of last year. "Well, I work overtime until 9 o'clock every day. After I enter the factory, I go to work at 10 o'clock every day. I only need to work overtime one night at weekends, but overtime pay is not increased. I'm too tired."
Liu Hao hopes to find an enterprise that can strictly work according to the system, even if wages are slightly lower.
Failure to comply with its own overtime system has allowed small businesses to lose their workers.
A shoe factory recruitment officer quietly said: "our factory returned to more than 200 people at the end of last year, and less than 30 people returned to the factory after the year, because the factory was working overtime, but always found reasons to deduct wages."
"Bad habits" that small businesses do not work according to the system may have worked well over 10 years ago, but they will not work on 80 or 90% of the migrant workers. "They dare to resist, fight against useless work, and then quit their jobs."

Obviously, the government has already given consideration to speeding up the pformation and upgrading of small businesses. In January 18th, the association of small and medium enterprises (SMEs) in Dongguan was set up, and a number of training programs for SMEs were launched to improve the viability and competitiveness of small businesses.
A person in charge of Dongguan's three and talent market said that although the government's efforts had not yet seen the effect, it provided a correct direction for the development of small businesses at least.

Reporters made a rough statistics in Shanghai clothing talent network. Hundreds of enterprises from the Yangtze River Delta region such as Suzhou, Hangzhou and Shanghai provided tens of thousands of jobs. Especially for general practitioners, it was a "big bunch" of important people, indicating that the monthly salary was around 2000 yuan.
In China, more than 60% of the posts are provided by the Yangtze River Delta City clothing enterprises.
Zhang Zhen clothing company exported all kinds of casual wear to Europe and America all the year round. During the financial crisis, the company adopted the method of compressing the order of outsourcing enterprises, and ensured the production of enterprises.
Now "orders surge", it needs to recruit a large number of ordinary clothing sewing workers, the treatment is 8% higher than the time, but it is still very difficult to recruit people quickly.
On the one hand, the demand for the workers to improve their treatment, on the other hand, is the compression of the profit space.
"International textile barriers, subprime mortgage crisis, weak U.S. dollar, appreciation of the renminbi, rising oil prices, rising raw materials, industrial restructuring, international capital penetration and control of the industry, and so on, most garment companies' profits even drop by more than 5%."
Ms. Cai regrets, "the pformation of garment enterprises in the Yangtze River Delta is a difficult problem."
