Great punishment

For those enterprises that have already built desulphurization facilities and do not operate on line and man-made data online, after consultation with the relevant departments such as the NDRC, they will be charged with 1~5 times of desulphurization tariff, and the sewage charges will be recovered and released to the public.

At present, the progress of emission reduction is uneven, and the situation in the eastern region is obviously better than that in the central region, and the central region is slightly better than the western region. From the perspective of chemical oxygen demand reduction, Hunan, Guizhou, Anhui, Guangxi and Heilongjiang developed slowly in five provinces (regions), and completed 52%, 63%, 68%, 72% and 81% of the "11th Five-Year" tasks respectively. Although Tianjin and Sichuan provinces have completed more than 90% tasks, the task of completing this year is still more difficult.
It is reported that although sulfur dioxide and chemical oxygen demand have exceeded or close to the "11th Five-Year" target, the Ministry of environmental protection is still putting pressure on itself. This year, chemical oxygen demand will be cut by 200 thousand tons on the premise of completing the "11th Five-Year" target, and sulfur dioxide will be cut by 400 thousand tons on the basis of the target already completed.
This means that when the economy picks up, all localities must stick to the emission reduction targets and ensure that they are over fulfilled.
What worries us is that the recent trend of sulfur dioxide has rebounded. In the first quarter of this year, the output of the resource-based industries such as electricity, iron and steel, nonferrous metals, building materials, petrochemical and chemical industries, which accounted for more than 70% of the total sulfur dioxide emissions in the whole country, increased rapidly, and the amount of sulfur dioxide emissions increased by 1.2% over the same period last year. This is the first time that there has been a quarterly rebound in sulphur dioxide emissions since 2007.
Guizhou, Guangxi, Yunnan and other provinces and autonomous regions have completed more than 90% of the sulfur dioxide emission reduction task in 11th Five-Year, but their emissions rebounded significantly. In the first quarter, the thermal power generating capacity of the five provinces and autonomous regions in Southwest China increased by 40.2%, and the new sulfur dioxide emissions accounted for about half of the country's total. Among them, Guangxi electric coal increased 2.2 times, sulfur dioxide emissions increased by 66 thousand tons, an increase of 140% over the same period last year. In addition, Liaoning, Anhui and other provinces also included in the "11th Five-Year" responsibility assessment project has not been completed.

In terms of sewage treatment, the Ministry of environmental protection requests to ensure the completion of 15 million tons of new sewage treatment capacity. In terms of sulfur dioxide emission reduction, the Ministry of environmental protection will ensure that the installed capacity of new coal-fired power plants will be 50 million kilowatts this year. The major power groups should give priority to investment in protecting the construction needs of thermal power desulphurization and expansion projects in Southwest China. Before the end of this year, all flue gas bypass facilities of thermal power desulphurization facilities will be sealed and opened.
The Ministry of environmental protection has no mercy in eliminating backward production capacity. The closure of small thermal power, elimination of steel and cement and other backward production capacity tasks will be decomposed to the county, and the construction of the project EIA "regional limited approval" can not be completed on schedule. During the year, it will no longer approve the "two high" and overcapacity industries to expand production capacity projects, strictly investigate and punish the enterprises and regions that failed to eliminate backward production capacity in accordance with the requirements, supervise and supervise the listing of key cases.
The operation of sewage treatment plants and desulphurization facilities is the main measure to achieve the goal of reducing emissions in 11th Five-Year. The Ministry of environmental protection will require the provinces to complete the acceptance of the automatic monitoring system for key control sources of pollution in the area before June 30th. All the power plants with desulphurization facilities and the urban sewage treatment plants with a daily processing capacity exceeding 20 thousand tons must complete the construction of the central control system according to the regulations, monitor the running status of the major production equipment and pollution control facilities in real time, and seriously investigate and deal with online monitoring fraud.
The Ministry of environmental protection has also strengthened the power of the environmental Inspectorate center. We should increase the intensity of environmental inspection and emission reduction verification, and use the results of the inspection as an important basis for calculating the emission reductions. We should establish a sound monitoring system for the operation of the emission reduction projects, and verify the operational parameters, historical data and archival data of the facilities at the scene. The approved data are the basis for the management of environmental law enforcement and sewage charges.
"In 2009, the national average of emission reduction monitoring system was only 54.5 points, and 19 provinces failed to pass the examination, and the areas for failing to pass the examination this year will be dealt with seriously." Zhou Shengxian said.
He said that before the end of this year, the charges for sewage treatment in major cities and key drainage areas will meet the requirements of the state. For enterprises with low desulphurization efficiency and outage of desulphurization facilities and unstable operation, they will also be punished in addition to deducting the price of desulphurization.
Zhou Shengxian stressed that in July this year, the Ministry of environmental protection will organize centralized verification and verification of annual emission reductions for provinces, autonomous regions, municipalities, Xinjiang production and Construction Corps and the five major power groups.
