The Social Security Law Will Be Implemented In &Nbsp Next July, And The Basic Pension Will Be Co Ordinating The Whole Country.

Although there are still some remaining problems to be solved, China finally has a social security law.

After four deliberations, the Standing Committee of the National People's Congress passed the social security law on the afternoon of 28, and will be implemented in July 1st next year.

For example, the social security fund has been scattered in various provinces and municipalities throughout the country, and has not achieved national co-ordination. It has caused many troubles to the common people in different places of employment and medical treatment.

The draft social security law stipulates: "the basic pension fund should be gradually implemented nationwide, and other social insurance funds should be gradually implemented at the provincial level. The specific time and steps shall be stipulated by the State Council."

The "12th Five-Year plan" proposal also put forward the "national co-ordination of basic pension", and set a timetable for the nationalization of the overall planning level.

In response, Hu Xiaoyi, Vice Minister of human resources and social security, said in a press conference on the afternoon of 28, "this still needs a process. The first step is to achieve provincial co-ordination.

"By the end of last year, all provincial administrative regions of the country have formulated a provincial overall planning system."

Hu Xiaoyi said that the Ministry of human resources is also evaluating the provincial coordination.

"There are 25 provincial units in the country reaching the provincial level, and 27 units are being evaluated.

On this basis, we will study the national pension plan.

However, insiders pointed out that a social security law is still difficult to solve all the existing problems.

The "12th Five-Year plan" proposal stressed the need to promote the reform of the endowment insurance system in government departments and institutions.

As a matter of fact, this is just a hard nut to crack in the social security system.

The draft social security law stipulates: "the civil servants and the staff members who refer to the Civil Servant Law shall be provided by the State Council."

Hu Xiaoyi said that the social insurance law has established a general framework for the social insurance system that covers urban and rural residents. In this framework, the social insurance system in the past, and the situation of regional segmentation, will be better improved.
