general provisions

Article 1 organization and purpose

In order to expand

6., on the basis of mutual respect for each other's interests, through the dialogue between the members concerned, we should try to coordinate the schedule of the Expo approved by the league as far as possible.

7. in accordance with the requirements of the parties concerned, an arbitration committee shall be established to resolve disputes between members.

8. efforts should be made to seek and use all appropriate means to strengthen the international status of the Federation of international fairs and carry out publicity and information work for this purpose.

9., in order to safeguard the interests of members, take all necessary actions against all unfair acts that obstruct free participation in international fairs.

10. take all measures to limit the trend of the surge of international trade fairs, that is, by interfering with the responsible bodies of countries, granting them the "international" qualification of trade fairs and exhibitions that meet the requirements of article eighth of this Charter.

11. provide technical assistance to organizers of trade fairs, especially the organizers of developing countries.

The Federation of international fairs will not interfere in the internal affairs of members, but members will give the International Fair Federation the right to act in order to ensure good relations between members.

Second institutions

To achieve the above goals, the organization of the International Fair is set up as follows:

1. top management institutions

The membership of the Federation of international fairs (the most important body of the Federation of international fairs is found in its thirteenth article).

2. administrative bodies

The third headquarters

The sixth definition

According to the eighth provision of this statute, the legal person who holds the same international trade fair for more than 3 times and has the right permanent facilities (Private Companies, official or semi official body) or natural person has the conditions of the union.

All members have the same rights according to the fourteenth articles of this Charter concerning the right to vote during the general assembly.

Seventh conditions for admission to members

An organizer has at least one exhibition that meets the requirements of the eighth provision of this statute and may be admitted as an affiliate member.

An exhibition organized by third parties on the venue of a member's organizer can not be declared and approved by a member organizer under any circumstances.

Members of the alliance must be completely unreservedly accepted by the constitution, any provisions that the alliance may make and the amendments made by the Federation in conformity with these articles of association.

Eighth conditions for recognized Exhibition

The alliance identifies possible exhibitions based on the following conditions

1. must be an international exhibition that meets the standards set out in the third paragraph of this article.

2. if specified, the exhibition must be officially recognized and recognized by the relevant authorities of the country as international.

3. must have one of the following conditions (and give proof):

* (directly or indirectly) the number of exhibitors in foreign countries is not less than 20% of the total number of exhibitors;

* the number of foreign visitors is not less than 4% of the total number of visitors.

4. the exhibition should use appropriate permanent facilities and provide users with all the services they need, especially the reception, assistance and information services to exhibitors and foreign visitors; application forms, advertising materials, and Expo directories should not only be printed in foreign languages, but also in French, English or German.

5. no non-commercial activities can be conducted at the venue or during the exhibition.

During the exhibition, science, technology and education meetings and conferences that are consistent with the contents of the exhibition shall not be restricted by this clause.

6. the exhibition only allows producers, exclusive agents and wholesalers to participate in the exhibition. No other businessmen or agents are allowed to participate in the exhibition.

7. prohibition of cash pactions in principle, that is, exhibitors directly sell goods at the booth.

8. the exhibition should be held regularly and the exhibition will not exceed two weeks.

9. as an international exhibition, it has been held regularly at least three times.

The different economic structure, geographical location and the nature of time exhibits have resulted in a wide variety of exhibitions. Some exhibitions can not fully meet the above requirements.

The steering committee may recommend exceptions.

Ninth discrimination clause

Members of the alliance shall not impose any restrictions on exhibiting their discontent, and prevent them from participating in other exhibitions or fairs recognized by the alliance.

Tenth procedures for acceptance and recognition and revocation

Applications for admission to new members and recognized exhibitions must be filed with the league as soon as possible, and the relevant documents required by the Secretary General must be reviewed not later than the end of December.

A representative appointed by one or several steering committees shall be examined, and the expenses of the inspectors shall be borne by the applicant.

In a simple majority, the General Assembly decides the proposal of the Steering Committee on the admission of members and the proposal for the approval of the exhibition in accordance with the article eighth of this constitution.

After this, if the membership, the exhibition does not have or no longer have the relevant conditions, it can be revoked to its approval.

The general assembly, by the majority of the attendance or representation of the representative 2/3, is not clear about the decision to withdraw or accept the decision that the member concerned may disagree with this decision, and the decision can be retracted if the same majority vote is passed by the general assembly.

Eleventh exits and revocation

Any member can withdraw from the alliance.

It is necessary to notify the Union and pay the payment and subscription before registration by September 30th of that year.

If the exhibition no longer meets the requirements specified in the eighth clause above, the union members may request the withdrawal of the Union; the recognized exhibition.

Members must notify the Secretary General by registered mail before September the 30th of that year, explain the reason and pay the relevant payment.

Members' request for cancellation of exhibition approval will be decided by the steering committee, and the General Assembly should be informed accordingly.

Twelfth expulsion

In accordance with the proposal of the steering committee, the majority of the 2/3 may be expelled from the general assembly for the following reasons:

1. failing to comply with this constitution, especially those who fail to comply with the eighth provision of this regulation.

2. act as a member of the other member organizer or third of the Expo business.

The third chapter alliance Conference

Thirteenth general assembly tasks

The fourteenth member of the Congress.

In accordance with the provisions of the twenty-ninth provision of this statute, the number of votes cast by members shall be determined according to the total area of the exhibition and the amount of consideration paid.

According to the table below, the votes of members are 1 to 6 votes:

- 1 votes to 20000 square meters.

- 2 votes from 20001 square meters to 50000 square meters.

From 50001 square meters to 100000 meters and 3 votes.

- 4 votes from 100001 square meters to 150000 square meters.

- 5 votes from 150001 square meters to 200000 square meters.

From 200000 square meters or above

Each member will send a representative to the conference. If a few delegates are present, one of the delegates must be appointed to vote before the opening of the conference, and the Secretary General will be notified.

If a member can not be represented at the conference, he may delegate to other members. The power of attorney must be sent to the chairman before the meeting begins.

Fifteenth voting conditions

The number of members attending or represented by the Congress reaches the 2/3 number of the members of the alliance, and the votes of the general assembly are valid.

Election of the president of the general assembly, members of the steering committee, auditors, admission of new members, recognition of new exhibitions, expulsion of members, cancellation of exhibition recognition, secret ballot.

For all debates on the general assembly, a ballot or a show of hands will be adopted for voting. However, the majority of the delegates may also vote by no vote.

Except in accordance with the provisions of article sixteenth, the members of the electoral Union and the steering committee shall, in accordance with the provisions of the tenth clause, withdraw the admission of members and cancel the recognized exhibitions, and in accordance with the provisions of the thirty-first provision, the General Assembly shall be voted on with a simple majority.

The resolution of this session can only be amended or revoked by the next session.

The sixteenth election

Election of delegates

4. a legitimate union presidential candidate must have the following conditions:

* must use at least one of the three official languages of the alliance.

* election shall not exceed 66 years of age.

In the first round or second rounds of voting, a valid majority is elected as the chairman.

If there are several candidates, if no absolute majority is obtained, the second round of voting will take place between the two candidates who have the most effective votes in the first round of voting.

A country or a group of countries can have up to 4 consultants representatives in the steering committee.

The candidates for the steering committee must meet the following requirements:

(5) if a candidate with a seat should not have a valid majority vote in the first round of voting, it will enter the second round of voting, but the candidate still needs an absolute majority of votes to be elected.

The seventeenth convening meeting

Eighteenth special sessions

The fourth chapter is the chairman of the alliance.

The duties of the nineteenth Chairman

The chairman is the legal representative and official representative of the alliance. He presides over the Affairs Bureau, directing the meetings of the Committee and the general assembly. He controls the administrative work of the Secretary General and supervises the expenses of the union.

The chairman may grant part or part of the affairs to members of the Bureau for a long time.

The appointed Secretary General attended the meetings of the bureaux and the steering committee as consultants.

The responsibilities of the twenty-first bureaus

The bureau is responsible for formulating the general policy of the alliance and studying the relevant issues. After making a conclusion, it is submitted to the Steering Committee for decision.

Any necessary measures taken by the Bureau in emergencies must be submitted to the Steering Committee for approval afterwards.

The duties of the twenty-second vice chairmen

In addition to the powers granted to him by the chairman, the vice chairman may exercise the prerogative of the president to exercise the prerogative of the chairman if he is absent or unable to exercise his functions and powers.

If the chairman fails to perform his duties, the chairman of the most qualified vice chairman will take the responsibility until the next session.

If a vice-chairman fails to perform his duties, he will be qualified only after his vice chairman will perform his duties as chairman.

If the vice chairmen have the same qualifications, the chairman who is the most qualified in the steering committee shall take the chair responsibility.

The duties of the twenty-third Treasurers

The treasurer is responsible for the property safety of the union, checking accounts, executing the financial decisions of the general assembly and steering committee, supervising the revenue and expenditure, and reporting the financial situation to the steering committee and the general assembly.

At the end of each fiscal year (from October 1st to September 30th of next year), the treasurer will make final accounts for the previous year and prepare for the next year's budget. The budget and final accounts will be submitted to the general assembly for approval after approval by the steering committee.

Sixth chapter Steering Committee

Twenty-fourth composition of Steering Committee

The steering committee consists of up to 130 persons and has a consultancy office.

The task of the twenty-fifth Steering Committee

The steering committee is responsible for implementing the resolutions of the general assembly and formulating the policy of alliance according to the line decided by the general assembly. Starting from the interests of members, it studies the issues related to international trade fairs and international business, and puts forward relevant motions so as to enable the general assembly to adopt relevant policies on a basis.

The main activities are:

* elect vice chairmen, treasurers, elect or appoint the secretary general, and appoint an assistant secretary general if necessary.

* review of bills submitted by members

* preparation and organization of meetings

* review applications for admission and application for exhibitions, and investigate applications.

The twenty-sixth meeting

The steering committee starts from the interests of the alliance, convenes meetings as required, and according to the written notice of the chairman, at least one year, such as two meetings, including the agenda, 15 days before the date of the meeting.

The number of members of the steering committee or the number of entrusted members is up to the total number of votes. The voting is valid.

Except for the election of vice chairmen, treasurers, election or appointment of the secretary general or deputy secretaries general under the provisions of article twentieth, a resolution is adopted by the majority of the majority of the votes. If the members of the steering committee can not attend the meeting, they may delegate their representatives to the conference.

Delegate to the same organization, or:

Sixth chapter Secretary General

The secretary general is responsible for sorting out the minutes of the steering committee, and is issued by the chairman after approval by the relevant departments.

Seventh chapter financial regulations

The twentieth Finance Committee

The finance committee consists of three auditors, who are responsible for checking the accounts and related documents of the treasurer.

The finance committee submits a review report to the general assembly.

Twenty-ninth contributions

In order to meet the needs of the alliance, members should pay their contributions.

The contribution is calculated on the basis of the total net area occupied by the members at the approved international exhibition in the previous year.

The outdoor area is calculated on the basis of only 33% of the room.

Members should not report these statistics later than January 31st.

In accordance with the recommendation of the steering committee, the general assembly has implemented the following principles of implementation:

* the amount of basic contributions is determined according to the terms of the fourteenth leased clause.

* the minimum subscription amount is not calculated on the basis of the area to be leased, and whether the exhibition is held in the previous year, the union members must pay annually.

* the highest paid amount, the maximum amount payable by the members stipulated by the alliance, and the standard and amount of the subscription fee can be changed only by the general assembly.

* union members shall be responsible for paying the membership dues.

* in addition to the normal subscription, the new members of the alliance should also pay the admission fee equal to the subscription fee, which will be directly charged to the special reserve account.

Thirtieth reserves

The reserve fund is established. At the end of each fiscal year, the surplus portion of the revenue and expenditure is allocated to the reserve. The reserves are managed by the steering committee of the alliance.

Eighth chapter legal provisions

Thirty-first amendments to the Constitution

The articles of association must be amended by attending the absolute majority of the general assembly.

Thirty-second dissolution

A special session convened or convened specially for this purpose may declare the dissolution of the union, which must be approved by a majority of at least 2/3.

Once the alliance is dissolved, the assets of the alliance will be converted into cash and will be paid in proportion to the amount paid by the members in the past 5 years, but this amount will not exceed 5 years' subscription.

Thirty-third arbitration clause

Any proposal requiring legal decisions must be referred to the Paris general court.
