    Import declaration

    Brief description of procedures


    A. "customs formalities" means customs clearance procedures for importing goods.


    B. "import" in the United States Customs Act refers to the loading of imported goods ships and aircraft to the United States after the import port, the cargo will be unloaded.

    Customs declaration documents are filed by Customs at the place where goods are released.

    The importer must obtain an importer's identification number for the formal declaration formalities.

    C. packing list (packing list): a packing list is attached to the commercial invoice so that the US Customs authorities can conduct a detailed examination of the loaded goods.


    D. any other document that may require import of a particular commodity.


    E. certificate of authorization for customs declaration:


    1. normally, the importer or the customs office has the right to go through customs formalities after submitting the authorization of the owner of the ownership of the goods.


    2. import declaration formalities can also be made by the consignee specified in the bill of lading or the holder of the bill of lading formally signed by the consignee.


    3. if the bill of lading is together with the order, it is handled by the holder of the bill of lading formally endorsed by the consignor.


    4. a certificate issued by the carrier may also be used for import declaration by a person or company.


    5. in conclusion, the document of the owner is the usual way to obtain the right of formal import declaration.


    6. the date of submission of the import declaration documents (the date of declaration of import of goods), the customs will calculate the tax payable by the importers at the daily rate.

    Commercial invoices and special customs invoices

    9. all costs borne by the goods.

    All kinds of FOB charges, if they are included in the invoice price, do not need to list the corresponding amount one by one.


    10. export rebates, rebates or other offers must be listed separately when goods are exported, excluding the invoice price but participating in the production process.

    The cost of such items as dyes, moulds, models, engineering parts and financial aid. The customs regulations may require that the goods be properly assessed for any other facts they need to classify.

    All commercial invoices need English invoice (4 copies).

    Each invoice includes a shipment of goods consigned to a consignor by a ship or other vehicle.

    In order for the goods to pass smoothly in the United States, the invoice should be attached to the shipping documents or to the American consignee when the goods are shipped.

    Inspection and release of imported goods

    2. customs form 75011 (for the import of consumer goods); customs form 5010 (import visit);


    3. customs form 5515 (special customs invoice);


    4. other documents required for taxation and statistical reports.
