There are factors that the government and industry organizations strongly push forward, but it mainly depends on the judgement of the development trend of the international competition after entering the WTO.

However, it can not be denied that in these information projects, the real implementation is only part of the successful application of less, and the obvious demand for information can not be turned into practical action at a time.
