2011 Annual Meeting Of The Association For Training And Consultation
In from March 24 to 25, 2011, CAS held the 2011 National Training Conference and Education Training Committee meeting in Guiyang, Guizhou. It is the beginning of the implementation of the outline of the national medium and long term talent development plan (2010 to 2020), and it is a year for the CPA profession to strive for excellence and accelerate its development. The Ministry of finance's "medium and long term talent development plan for the accounting industry (2010 to 2020)" and "the national accounting Leadership (reserve) personnel training ten year plan" have been promulgated. The Interim Measures for the continuing education of non CPA members of the CPA have been promulgated and implemented. The CPA "five generation conference" has established the strategy of continuing the implementation of personnel training, and has raised the CPA profession's personnel training work to a new height. CPA personnel training must adhere to the scientific development of "institutionalization, standardization, scientification and diversification". In the past year, the CPA has summed up the experience of personnel training in the industry, deepened the internationalization of leading talents, played the leading role of leading talents in the leading talents strategy of the industry, made the selection and training of seventh leading talents in the CPA industry, organized fifth leading joint talents in the national accounting talents, and successfully organized second batch of overseas training courses for leading accountants. We should carry out routine continuing education in industries, optimize training techniques and improve training systems. integration Efforts have been made to improve the advantages of resources and lay a solid foundation for training. A total of 6 Distance Education (video) training courses have been completed throughout the year, 19079 trainees have been trained and three countries have been commissioned. accounting The college holds 41 training courses and trains 6073 registered accountants. Expand the breadth and depth of students' overseas practice in the professional direction of CPAs, deepen the teaching quality assessment and teacher training, establish and improve the competition mechanism of colleges and universities that have "entry, exit and final elimination", form a three-dimensional professional direction construction mode of "more flowering and breakthrough", select 105 students from 19 CPA professional colleges, take part in the Sixth Batch of overseas practice projects of CPA majors, and send them to three countries in the United States, Britain, Canada and other countries for three months. The local associations constantly explore the law of personnel training, innovate training methods, take overall consideration, highlight key points and form various forms. The training of talents in the industry presents a new situation of healthy and orderly development of "high-end talents guidance, non practice training follow-up, and characteristic training".
The meeting requested that in 2011, the CPA at all levels should implement the strategy of deepening the industry talent training established by the five generation conference. In order to draw up and implement the five year talent development plan of the CPA industry (2011-2015 years) as an important opportunity, we should unify our thinking, recognize the situation, sum up experience and steadily push forward the training of talents, plan for training, carry out strategies in industry training, and make achievements in continuing education, enhance the quality and connotation of talents training in the industry, and comprehensively enhance the strategic position of talents in the industry. In the specific work, the CPA will focus on the selection and training of the third batch of chief accountants and the graduation of the first batch of leading class students. The local association takes the selection and training of top-notch talents as the breakthrough point to play the leading role of the leading talents in the industry; focusing on the high-end training of the new auditing standards training, Jin Rong and H-share audit business, and giving play to the basic role of the talent training of the regular continuing education in the industry; and taking the field assessment of the teaching quality of the CPA profession as the focus, and giving full play to the role of the professional reserve of CPA.
The meeting stressed the importance of recognizing the importance of talents to the industry, putting the training of talents in the industry in a more prominent position, actively exploring the law of personnel training and training, adhering to the training concept of meeting the needs of economic and social development, meeting the requirements of members of the market and the market-oriented operation mode; persisting in grasping the training pattern of high-end talents, grasping the routine continuing education and grasping the training pattern of both hands; and insisting on the training mechanism of various aspects, such as associations, offices, certified public accountants and training institutions, perfecting the system and perfecting the system, focusing on innovating the talent mechanism, developing talent resources, optimizing the structure of talents, and combining the training and utilization of talents, so as to promote the healthy and orderly development of personnel training. We should deepen the work guideline of "high-end training and leading, continuing education foundation and reserve talents reserve", clarify and refine the functions and functions of various training subjects in the three level training system of CPA, local associations and offices, fully rely on and give full play to the important base role of National Accounting Institute, integrate the advantages of the industry resources, consolidate the foundation of personnel training in the industry, and form a strong resultant force in the training of CPA talents. On the basis of this, we should enhance service awareness as the starting point, take innovative training methods as an opportunity, take training and using talents as an important measure, train talents, service talents, inspire talents, use talents and care for talents, and truly realize the virtuous circle of "industry nurturing talents, leading talents by talents, inspiring talents with talents, and nurturing talents by profession".
At the meeting of the education and Training Committee of the China Institute of education and communications, the training plan for the association of 2011 was adopted. In the 2011 year, the training plan of the Institute has made significant improvements, including: on the theme of training, according to the overall work arrangement of the industry, it highlights the training of key, difficult and hot topics in the new auditing standards, H-share audit, financial industry audit, information system audit and other industries. In the training content, we will add two parts: "plan explanation" and "special training". On the training target, we should increase training for leading talents and senior managers of accounting firms, and form a special training system covering all categories of registered accountants. At the meeting, the Provincial Association of Guizhou and other provincial associations also exchanged information on the training practices in the region.
