    Wage Collective Consultation Organization Wage Increase

    In September 2010, the National Federation of trade unions (FTU) set up a collective wage consultation system across the country, and plans to fully implement wage collective bargaining in all types of trade union enterprises before 2012.

    As a representative of safeguarding the rights and interests of workers, the trade unions of enterprises come to consult with the enterprises on collective wages.


    In order to ensure the smooth progress of the work, in early March 2011, the general office of the Autonomous Region Party committee and the general office of the people's Government of the autonomous region jointly issued the notice on Forwarding the guiding opinions of the seven departments of the autonomous regional Federation of trade unions on promoting collective wage consultation.


    The notice pointed out that the autonomous region will focus on promoting the construction of collective wage consultation system, and vigorously improve the coverage of the system, and achieve the goal of "achieving more than 70% in 2011, 80% in 2012, 90% in 2013, and full coverage at the end of 2014".


    During the two sessions of the National People's Congress in 2011, "collective consultation on wages" appeared repeatedly in the suggestions and proposals of the members.

    The two sides separately stated their reasons, and after several "bargaining", they finally agreed that the base salary increased by 50 yuan per person.

    Reporters noted that from the proposed increase of 200 yuan, to ultimately determine the basic wage increase of 50 yuan, the consultation time did not exceed 20 minutes.

    Why do we ask for an increase of 200 yuan in wages, and why we accept the rise of 50 yuan? As a trade union representing our workers' interests, there should be clear standards and requirements.

    "A lot of people will think that the enterprise has only raised 50 yuan to the staff, the salary is too stingy.

    But this is only the basic wage, the basic wage is only 40% of the wage.

    Ceng Yanxiang said, "in 2010, the average wage of employees was more than 2500 yuan, and some of them had annual salary of more than 50 thousand yuan."

    As early as November 2000, China launched the "collective consultation on wages".

    However, because many non-public enterprises do not have trade union organizations, consultations can not be carried out.

    In September 2010, the all China Federation of trade unions (FTU) extended the collective wage consultation in the whole country, and plans to implement the collective wage consultation in all types of trade unions before 2012.

    The collective wage consultation system is imperative.

    But only the grass-roots trade unions at the actual level of operation can truly understand how difficult it is to establish and improve the system that has been implemented for more than 10 years.

    This difficulty not only stems from the disparity between the strength of labor and capital, but also involves the lack and reform of legislation, execution and organizational system.


    The implementation of the collective wage consultation method stipulates that representatives of collective bargaining should be produced in accordance with legal procedures.

    Representatives of the workers and staff members from the trade union and the non union enterprises are elected by the staff and workers democratically, and are approved by more than half of the workers.

    The chief representative of a worker shall be the chairman of the trade union. The chairman of the trade union may entrust another person to his agent in writing.


    The measures give the trade union the right and obligation to negotiate on behalf of the staff, but on many issues, the trade union is in an awkward position.

    A grass-roots trade union official told reporters that the original intention of the collective bargaining system is to let employees learn to protect their rights, and it is a manifestation of respect for the basic rights of workers.

    However, due to various reasons, the status of enterprises and employees is quite different in reality. Enterprises have always been in a strong position, employees are often disadvantaged, and their ability is uneven.


    At the same time, as the "mother family" of the staff, the trade union organization is not strong enough, and the enterprises are unwilling to talk about it, and the employees are helpless.

    On the other hand, the trade union organizations of domestic enterprises are affiliated to enterprises. Most of the trade union leaders are also responsible persons of enterprises. They should not only appeal to employees, but also take into account the interests of enterprises. For a while, the role of trade union organizations seems a bit awkward.

    "Employees dare not talk, enterprises do not want to talk about, this is still the difficulty of implementing the wage collective bargaining system."

    Zhao Duo, deputy director of the Democratic Management Department of the Federation of trade unions of the autonomous region, said: "enterprises are for profit purposes. Many bosses are still unwilling to raise their wages in line with the principle of cost reduction, and workers are afraid that they will lose their jobs and lack of relevant policies and regulations to support them. This is the" bottleneck "encountered in the reform.


    In March 10th this year, the thirtieth session of the fourteen Standing Committee of the National People's Congress of Urumqi considered the regulations on collective wage consultation of enterprise employees in Urumqi (Draft), and will make a legislative hearing on the 18 th of this month.

    At the same time, the regulations on collective wage consultation of enterprise employees in the Xinjiang Uygur Autonomous Region are expected to be released before the end of the year.


    Zhao Duoxin believes that "with legal protection, the situation will be greatly changed, and it is expected that the collective bargaining system covering the whole territory will be realized in 2014."

    It is undoubtedly a great progress to unilaterally formulate wage standards from enterprises and negotiate wages with enterprises according to law. I hope that under such a premise, every worker will be able to fight for and safeguard his rights and interests in a righteous way.
