In the process of investigating small and medium-sized enterprises in Zhejiang, we find that the so-called "employment difficulty" is the most important and urgent problem for SMEs.
Many owners of small and medium-sized enterprises have been confused by the fact that recruitment is not as easy as before, and "employees leave without saying goodbye". They do not look for their own reasons at all, or do not consider the interests of the other party (workers) at all. They complain all the time about "hard employment", and the media take the opportunity to stir up "shortage of migrant workers".
At present, the number of unemployed labor force in China is at least 30 million. In addition, there are about 150 million rural areas. Surplus labor force With the advancement of urbanization, enterprises will also be added to the enterprises one after another. In the next 10 years, 8 million 500 thousand surplus labor will be transferred to the agricultural sector in China in the next few years, and 2 million surplus workers will be resettlement every year, and about 9 million of the new labour force (including university graduates) will join the workforce every year. The total of the three mentioned above amounts to 19 million 500 thousand people every year, and in the next 10 years, with the economic growth, the average annual demand for new labour will not exceed 10 million. The annual labor supply exceeds the demand by at least about 9000000. With such a large army waiting for employment, how will it happen?
Say one thousand, Dao ten thousand, the so-called "employment difficult" is the root cause of the enterprise. Low wages and welfare benefits 。
A business owner said, "small businesses have to make profits, sometimes they have to extend their working hours. Some usually work 350 hours a month, 10 to 12 hours a day, and this condition is becoming more and more difficult to retain workers."
Even according to the labor law, 8 hours per day and 22 days per month are calculated. According to the minimum wage of 1100 yuan in Zhejiang, the hourly wage of our workers is only 6.25 yuan, less than 1 dollars; if we work 350 hours per month, the hourly wage of our workers is only 3.14 yuan. This is also the lowest in the world.
China's GDP has surpassed Japan to become the second largest economy in the world, but the proportion of residents in the initial distribution of national income continued to decline. If the small and medium-sized enterprises in China are so low as workers' hourly wages, how can we achieve "national income multiplier"? What is happiness and dignity if we achieve "national income doubling plan" through the "labor multiplier plan"?
A business owner said, "small businesses are still labor-intensive enterprises. If they only work eight hours a day, they will have to pay overtime for overtime work, work overtime on Saturday and Sunday, pay 2 times their wages, work overtime on statutory holidays, and pay 3 times their wages. In that case, all enterprises will go bankrupt."
In my view, enterprises that violate the labor law, fail to pay wages to workers, and fail to guarantee the basic rights and interests of workers are bankrupt.
Some people may say that you are standing and talking. The profits of small and medium-sized enterprises are very thin. The prices of raw materials and all kinds of taxes and fees have made the enterprises unable to bear heavy burden. So much money can be paid to the staff and workers and the enterprises will not go bankrupt.

In fact, enterprises that have difficulty in employment are mostly in the lowest manufacturing enterprises. These enterprises are "cooly enterprises". They are simply processing or assembling simple products, and earn only low processing fees or assembly fees. The cost of such manufacturing industry is high input, high consumption, high pollution, low quality, low efficiency and low output. They rely on consumption of resources, pollution of the environment, earning surplus value of employees, gaining orders, beating competitors, disrupting the market and earning increasingly small profits or even negative profits by waving price butchers.
In order to change such a fate, these "hard labor enterprises" can only achieve industrial transformation and upgrading as soon as possible. The transformation can turn in two directions, one is the transformation to the left side of the "smiling curve of the industrial chain", and the other is dedicated to R & D design, with its own and competitive core technology, so as to increase the profits of the products, such enterprises can become "smart enterprises", and the two is to transform to the right side of the "smiling curve of the industrial chain", improve the added value of products, and create their own brands, so that enterprises can become "intelligent enterprises". In our research, we find that "smart enterprises" and "intelligent enterprises" do not have the problem of "hard employment" or "shortage of migrant workers".
According to the survey and the reflection of the owners of small and medium-sized enterprises, I offer the following suggestions to the relevant government departments:
We should substantially raise the minimum wage standard and correctly guide enterprises to raise their wage level. According to the economic development and the rate of inflation, we should adjust the minimum wage standard in time. Europe and the United States require that the annual salary increase should not be lower than the previous year's inflation rate.
The labor supervision department strictly monitors the enterprises that do not carry out the minimum wage standards, and the enterprises that violate their labor laws by prolonging the working hours in disguised form, and punishing the enterprises seriously violating the labor law, and appeals to the law to enforce the strict implementation of the labor law.
Compulsory enterprises provide five risks for employees. For enterprises that do not provide "five risks" for their employees, they should not only punish, but also avoid all preferential policies for enterprises, including land use and loans.
Improve the social insurance system, so that social insurance can truly protect the vital interests of every employee, so that every unemployed can decent life, so that each worker has no worries.
We should reform the household registration management system and solve the problem of different treatment in the same city. While promoting the process of urbanization, we should break the two element structure of urban and rural areas and speed up the transformation of urban identity of migrant workers, so that migrant workers can stabilize employment in cities and realize the rigidity and normalization of migrant workers' supply in urban labor market.
While improving the public service system for small and medium-sized enterprises, the implementation of the burden reduction projects for SMEs, tax, business and other departments should greatly reduce taxes and fees for SMEs, reduce the unnecessary operating costs of SMEs, provide a loose and harmonious business environment for the development of SMEs, and ensure the healthy development of employees, enterprises and society.
School fees and sponsorship fees should be abolished to provide a fair educational environment for the children of migrant workers to go to school.
According to the needs of economic development, we should adjust the professional setup of universities, adjust the structure of education, reduce the number and scale of universities, and vigorously develop vocational education, which is urgently needed by small and medium-sized enterprises such as the training of medium skilled personnel.
Encourage and guide SMEs to develop their own brands, and strive for more SMEs to achieve industrial transformation and upgrading during the "12th Five-Year" period. More leading enterprises and famous brands both at home and abroad will emerge.
All bank loans and land targets are only given to those SMEs with high technology content, independent brands, energy saving and environmental protection. In principle, the loan demand and land demand of low-end manufacturing, OEM production, high energy consumption and non environmental protection enterprises are not considered.
