Respected trade union friends from all over the world,

Ladies and gentlemen,

This is my third meeting with friends attending the International Forum on economic globalization and trade union. I remember that in December 2006 and February 2009, it was also in the Great Hall of the people of Beijing. I had a pleasant exchange with friends from all over the forum. I am very happy to meet you again today.

First of all, on behalf of the Chinese government and people, I would like to extend my warm congratulations on the successful opening of the 2011 forum.

I would like to extend my warm welcome and sincere thanks to all the trade union friends attending the conference.

In the past 7 years since the establishment of the International Forum on economic globalization and trade unions, with the support and participation of all sides, considerable progress has been made in the development of the International Trade Union Forum. The scale of the forum has been expanding, the topics of communication are becoming wider and wider, and the international influence has been gradually enhanced. It has become an important platform for trade unions to strengthen cooperation and equal exchanges among various countries, and promote the economic and social development of all countries.

Safeguarding workers' legitimate rights and interests

And promoting the healthy development of international labour movement plays an important role.

We believe that through the joint efforts of all parties concerned, the forum will certainly be better and better.

Ladies and gentlemen,

Accelerating the pformation of the mode of economic development is a major issue facing all the countries in the world. The global challenges such as the international financial crisis and climate change make this topic more urgent.

This forum, with the theme of "pforming the mode of economic development and improving the quality of workers" and "decent labor and social security", provides an important platform for all countries to promote the pformation of economic development mode and realize the comprehensive, coordinated and sustainable development of the economy and society.

As the largest developing country in the world, we have put forward a major strategic thinking of Scientific Outlook on Development, pforming the mode of economic development as the main line of the "12th Five-Year plan", striving to adjust the economic structure, pushing forward scientific and technological progress and innovation, deepening reform and opening up, strengthening resource conservation and environmental protection, striving to protect and improve people's livelihood, and strive to achieve comprehensive, coordinated and sustainable development.

We know from China's practice that changing the mode of economic development is a profound change, which is closely related to the vast number of labourers.

There are three important points.

Changing the way of economic development

The active participation of labourers is indispensable.

In China, the people are the masters of the country and society. Socialist modernization is a common cause for millions of people to realize their own interests and create a better life.

To accelerate the pformation of the mode of economic development, we must give full play to the main force of the broad masses of labourers.

We have always adhered to the policy of respecting labour, respecting knowledge, respecting talents and respecting creation, giving full play to and respecting the initiative spirit of workers, and fully mobilizing the enthusiasm, initiative and creativity of labourers.

We vigorously develop socialist democracy, expand citizen's orderly political participation from all levels and all fields, uphold and improve the system of workers' Congress, carry out democratic election, democratic decision-making, democratic management and democratic supervision, and protect workers' right to know, to participate, to express and supervise.

As of the end of September 2010, China has established 1 million 976 thousand grass-roots trade unions, with nearly 240 million members, 75% workers, and 181.4 enterprises of all kinds, covering 64% of public enterprises and 62% of non-public enterprises.

We are also actively carrying out various forms of socialist labor competition, encouraging and supporting the broad masses of workers in their posts and striving for first class achievements, striving to become pioneers of reform and innovation and a model for promoting scientific development.

Hundreds of millions of workers, with the sense of responsibility and mission of the national masters, actively devote themselves to socialist modernization, give full play to their enthusiasm and create new vigor.

Two, changing the mode of economic development is inseparable.

Quality of laborers

The general improvement.

In China, the working class is the leading class, and the development of advanced productive forces is the concrete embodiment of the advanced nature of the working class.

To speed up the pformation of the mode of economic development, we must create a great workforce for building an innovative country.

We thoroughly implement the strategy of invigorating the country through science and education and the strategy of invigorating China through talents, giving full play to the role of the first productive force of science and technology and the first resource of talents, and promoting the pformation of development to relying mainly on scientific and technological progress, improving the quality of workers, and managing innovation.

We formulated the outline of the national medium and long term talent development plan, and proposed that the total amount of talent resources will increase to 180 million people by 2020. The proportion of skilled talents to skilled workers will reach 28%. The ratio of the main working age population to higher education will reach 20%, and the contribution rate of human capital to economic growth will reach 33%.

We vigorously promote the training of innovative talents in key fields and key industries, focus on strengthening the skills and entrepreneurial training of ordinary labourers, carry out in-depth technological innovation and inventions and create activities, and establish and improve the system of training talents, accumulating talents, stimulating talents and giving full scope to talents.

Hundreds of millions of workers strive to achieve their own all-round development in the process of creating material wealth with the pioneering spirit of innovation and self-improvement. The quality of labourers is constantly improving, and a group of top-notch innovative talents come to the fore.

Three, changing the mode of economic development is inseparable from the effective protection of workers' rights and interests.

In China, the interests of the people are above all else, and serving the people wholeheartedly is the fundamental purpose of the party and the state.

To speed up the pformation of the mode of economic development, we must achieve the best interests of the overwhelming majority of the people, safeguard them and develop them well.

We always adhere to the principle of "putting people first" and "governing the people". We should safeguard and improve people's livelihood as the fundamental starting point and foothold for accelerating the pformation of the mode of economic development, earnestly safeguarding the legitimate rights and interests of the vast number of labourers, and actively building harmonious labor relations.

We have enacted a large number of laws and regulations, such as labor law, employment promotion law, labor contract law, labor dispute mediation and arbitration law, social insurance law, safety production law, trade union law and so on. Through law enforcement inspection, we urge the administrative organs, judicial organs and procuratorial organs to do everything according to law, enforce the law strictly, and punish the law violator.

We vigorously implement the positive employment policy, improve the employment environment, improve the quality of employment, enable the vast numbers of laborers to achieve decent work, actively promote the collective wage consultation system, establish the normal wage growth mechanism and payment guarantee mechanism, implement the minimum wage guarantee system, continuously increase the remuneration of labourers, especially the front-line workers, establish and improve the social insurance system covering pension, medical, unemployment, work-related injuries, and childbirth, relieve the worries of the vast majority of workers, and strive to solve the outstanding problems that workers pay attention to, such as wages, occupational disease prevention and safety production, and properly handle the interests of all parties, so as to form a good situation for enterprises and workers to build, share and win together.

Millions of labourers create a happy life through hard work, with a spirit of optimism and dedication. Labor relations are more harmonious and work life is more dignified.

Ladies and gentlemen,

As the organization of the vast number of workers, the trade union is an indispensable and important force in the political, economic and social life of all countries, and plays an irreplaceable role in promoting the economic and social development of the country.

The Chinese Communist Party and the government have always attached great importance to the status and role of Chinese trade unions, and supported trade unions to carry out their work independently and independently according to laws and regulations, fully fulfill the sacred duties of safeguarding the legitimate rights and interests of workers, and better unite and mobilize the masses of workers to make contributions to the cause of socialist modernization.

It is hoped that trade unions in various countries will further expand contacts, enhance friendship and strengthen cooperation, and jointly promote the development of international trade union relations of mutual respect, friendship, cooperation and democracy and harmony, making greater contributions to building a harmonious labor relationship, achieving sustainable development, and promoting a harmonious world of lasting peace and common prosperity.
