Shang Fulin: Support Cultural Industry And Make Use Of Capital Market Bigger And Stronger

Yesterday, Shang Fulin, secretary and chairman of the CPC Committee of the China Securities Regulatory Commission, chaired the meeting.

Shang Fulin stressed that the decision adopted by the plenary session summed up the achievements and experiences of our party's leadership culture construction, and profoundly analyzed the situation and tasks faced by the reform and development of culture. On the basis of the wisdom of the whole party, we put forward the guiding ideology, important policies, objectives and tasks, and policies and measures for cultural reform and development under the new situation.

The decision fully reflects the CPC's profound grasp of its historical mission and scientific judgement of the domestic and international situations, fully embodies the party's high cultural awareness and political foresight, fully reflects the common aspiration of the people of all ethnic groups in China, and is a programmatic document guiding our cultural reform and development at present and in the future. It provides a fundamental guide for continuously improving the scientific level of cultural construction and building China into a socialist cultural power.

Capital market is an important part of China's socialist market economy. It plays an irreplaceable role in promoting economic development and social progress.

We should fully understand the strategic significance of the coordinated development of cultural construction and economic construction, political construction, social construction, ecological civilization construction and Party building, and effectively enhance the initiative and consciousness of serving the great development and prosperity of socialist culture.

In accordance with the important deployment and requirements of the decision on speeding up the reform of the cultural system and promoting the leaping development of the cultural industry, we should constantly innovate the concept of reform, development, supervision and service, and take a more active, active and comprehensive role in the allocation of cultural resources in a more conscious, active and comprehensive way, and further improve and enhance the financial services for our cultural enterprises and cultural industries, so as to make our due contribution to the building of a socialist cultural power.

Shang Fulin put forward three requirements for the securities and futures regulatory system to study and implement the spirit of the sixth Plenary Session of the 17th CPC Central Committee:

First, we must strengthen our study and improve our understanding.

Studying and implementing the spirit of the the sixth Plenary Session of the 17th CPC Central Committee is a major political task before the securities and futures supervision system in the current and future period.

The leading cadres at all levels of the system should take the lead, take effective learning methods, plan carefully, arrange carefully, conscientiously study and deeply understand the spirit of general secretary Hu Jintao's important speech, accurately grasp the guiding ideology, objectives and requirements and major deployment of the decision, and constantly enhance the sense of responsibility and mission of deepening the reform of the cultural system and promoting the great development and prosperity of socialist culture.

Two, we should give full play to the support and service function of the capital market for cultural development and prosperity.

We should strengthen co-ordination and coordination, create conditions actively, support the listing of qualified cultural enterprises, encourage mergers and acquisitions of cultural listed companies, steadily expand the financing level of cultural enterprise bond markets, promote the improvement of supporting systems for the pformation of business culture units, and promote cultural enterprises and cultural industries to make full use of capital markets to become bigger and stronger, and provide powerful support for the great development and prosperity of socialist culture.

Three, we should do a good job in cultural construction of capital market.

We should put the principle of safeguarding the market "three principles" in a more prominent position, strengthen the pparency of the market, and actively promote the sunshine of the work process of supervision legislation, inspection and enforcement, administrative licensing, and so on, and continuously strengthen the information disclosure responsibility of the market entities such as listed companies, securities companies and fund companies.

We should vigorously carry forward the market economy concept of integrity awareness, legal awareness, business credit and rational investment, improve capital constraints and price constraints, establish a sound securities and futures credit platform, and severely punish illegal and dishonest behaviors such as insider trading, market manipulation, accounting fraud and so on, protect the legitimate rights and interests of investors, and strive to nurture and develop a healthy and rational capital market culture.
