Distinguished leaders, distinguished guests, good morning! According to the requirements of the annual meeting, let me introduce to you the situation of industrial technology innovation.
The title of my speech today is "vigorously promoting industrial technology innovation and improving the competitiveness of the manufacturing industry in an all-round way".
Over the past 30 years since reform and opening up, China has been actively and steadily promoting the process of industrialization. The proportion of industry in the national economy is basically the same.

However, the scale of industrial production has been greatly expanded, the internal structure has been constantly improved, the production technology level has been continuously improving, and the development mode has been constantly innovating. In 2010, the total national economy of China exceeded Japan's second largest economy in the world. In the same year, the total manufacturing industry in China surpassed the United States as the world's largest manufacturing power.
Under such circumstances, the continuous development of China's industry, especially the manufacturing industry, is a major issue of great concern to all sectors.
We believe that speeding up the pformation of industrial development mode, relying on technological innovation to promote the pformation and upgrading of industries, will truly change from the past driven by the input of material elements to the stage driven by efficiency and driven by technological innovation, and take the road of information industrialization with Chinese characteristics. This is the development direction of China's industry, especially the manufacturing industry.
First, let me give you a brief analysis of the great significance of promoting industrial technology innovation.
Although there are many discussions in this respect, I have recently studied it, and I feel that the systematic exposition is still relatively few, so I would like to give you a brief analysis here.
The state attaches great importance to the technological innovation of industry and enterprises, and has promulgated a series of supportive policies and measures. The national "12th Five-Year plan" plan and the national medium and long-term science and technology development plan outline have made a comprehensive and systematic arrangement for promoting independent innovation and scientific and technological progress.
Not long ago, the Ministry of industry and information technology also released the plan for industrial technology innovation in 12th Five-Year.
These important documents will further promote industrial technology innovation and promote China's economy to take the path of endogenous growth driven by innovation.
The significance of industrial technology innovation is divided into the following points:
First, promoting industrial technology innovation is the requirement of adjusting industrial structure.
At present, China is already a big industrial manufacturing country in the world, but the development of industry is more important than quantity expansion and quality improvement. The manufacturing industry is large but not strong. The development of energy raw materials in the industry is faster, and the proportion of technology intensive industries is increasing slowly.
At present, hundreds of Chinese products are ranked first in the world, but most of the key equipment and core technologies of industrial production still rely on imports.
Only by promoting technological innovation, accelerating the development of high-tech industries and strategic emerging industries, speeding up the pformation and upgrading of traditional industries, and greatly improving the contribution rate of scientific and technological progress to industrial growth, can we effectively promote the pformation and upgrading of China's industries and enhance the quality and efficiency of industrial development.
Second, promoting industrial technology innovation is the requirement to enhance the international competitiveness of China's industry.
With the rapid development of basic globalization in the world today, the acceleration of global production factors and the pace of industrial adjustment, and the increasingly fierce international competition, especially after the financial crisis, all countries are strengthening strategic deployment with technological innovation as the core. Many developed countries are actively promoting re industrialization, trying to revive the real economy and develop new manufacturing industries.
For example, the United States and the United Kingdom began to return to the development of high technology manufacturing, and Germany and Japan continued to maintain their dominant position in the high-tech field.
Many developing countries are also joining the international competition in manufacturing industry with low cost and backwardness advantages. In this regard, our textile industry has a relatively deep feeling.
The scale of industrial production in China is huge, but most of the industries are in the low end of the international division of labor and the global industrial chain. Even in the high technology industry, our enterprises are mainly engaged in manufacturing and assembling links of low technology, low value-added and labor intensive.
Only by constantly increasing the technological content of products through technological innovation and extending the industry to the high-end links such as R & D, design and service of the industrial chain can we create new advantages in international competition, occupy the commanding heights of technology and industrial development, and win the initiative of international competition.
Third, promoting industrial technology innovation is the requirement of expanding domestic demand.
The proportion of processing trade in China's manufacturing industry is high, and the dependence on foreign capital, technology, especially the market is very high. This imbalance between domestic demand and external demand has increased the instability and risk of China's economic development, and it is also difficult to sustain it in the long run.
After the international financial crisis, the growth rate of the world economy slowed down, the effective demand of the developed countries was insufficient, and the export weakened the pulling effect on China's economic growth and industrial development. This problem became more prominent.
At present, China's per capita GDP is more than four thousand US dollars. With the development of our country, the domestic market demand potential is very large, and it can also provide broad space for the development of our industry, especially the manufacturing industry. Therefore, expanding domestic demand, especially household consumption, is the inevitable choice to ensure the sustained, rapid and steady development of our residents' economy. Only through technological innovation can we promote the industrial structure to adapt to domestic demand more. The new technologies and products developed in line with the domestic consumer demand preferences, constantly satisfy and create new social needs, can effectively activate domestic demand, release the potential of consumption, and balance the real demand and external demand, investment and consumption.
Fourth, promoting industrial technology innovation is the requirement of industrial energy conservation and emission reduction and green development.
China's economic development has made great achievements, but the extensive development way has not fundamentally changed, the cost of economic development is high, and energy resources are consumed too much. Our country only creates about 9% of the world's GDP, but consumes 18% of the energy. It consumes about half of the steel and water and mud. Correspondingly, the amount and emission level of the main pollutants such as carbon dioxide and sulfur dioxide in China are among the highest in the world, and the ecological environment pollution is increasing.
The traditional industrialized development mode, which mainly relies on material consumption, especially factor and low cost comparative advantage, is hard to continue in China.
This development mode is difficult to sustain in our country's resources and energy, and the ecological environment is hard to bear. The vast masses of the people are intolerable.
We must adhere to the basic state policy of saving energy and resources and protecting the ecological environment, promote industrial technology innovation, make extensive use of new technologies, new materials and new technologies, improve the utilization ratio of energy resources, promote the pformation of industry towards deep processing and high added value, promote the pformation of enterprises to intensive management, and take the road of civilized development with production development, affluent life and good ecology.
Second, analyze the main problems existing in China's industrial technology innovation.
Since the reform and opening up, China's industrial technology innovation capability and core competitiveness of enterprises have improved significantly. However, the overall technological level of the industry is still relatively backward, and there are many urgent problems in technological innovation.
First, the system of technological innovation is imperfect, and there is no effective master plan for the key technology, common technology and R & D of industry.
The technological R & D strength of enterprises, scientific research institutes, universities and all aspects has not yet formed effective resultant force to bring the whole effect into full play.
In 1999, the 242 applied research institutes pushed the market, and on the one hand, promoted the organic integration of scientific research with the economy and the market. On the other hand, they weakened the R & D willingness of scientific research institutions to basic technology and industry common technology to some extent, resulting in the lack of stable domestic sources in the industry's co technology.
In addition, the current enterprise management mechanism, the evaluation and evaluation mechanism of scientific research achievements, and the incentive and restraint mechanism of researchers are not perfect enough.
The power of technological innovation of enterprises and researchers is insufficient.
In addition, the protection system of intellectual property rights is not perfect, and the protection is not enough. It also inhibits the enthusiasm of technological innovation to a certain extent.
Two, insufficient investment in technological innovation.
At present, the input of enterprises, society and government in China's industrial technology innovation is insufficient. The sources of investment are scattered, the intensity of single project input is low, and the input to the basic technology of the industry is seriously insufficient.
In 2010, expenditure on research and development in China increased by 21.7% compared with 2009, accounting for 1.76% of GDP, but the proportion of developed countries generally reached 2% - 3%.
From the perspective of enterprise input, the average R & D spending of enterprises in China is only about 1% of that of the United States and Japan. In 2010, the proportion of research and development expenditure of large and medium-sized industrial enterprises accounted for only 0.93% of the main business, while the proportion of the world's 500 largest enterprises reached 5 - 10%.
From the perspective of society, private enterprises have limited investment opportunities. In fact, there are spring doors, glass doors and so on in many areas.
On the other hand, China's venture capital system is imperfect, the external financing channels are narrow, the financing environment and supporting service environment are poor.
From the perspective of government input, the government's policies and measures to support technological innovation are not operational enough, and the intensity of support is insufficient. Some policies and measures are not sufficiently publicizing. Enterprises do not know or understand, and can not make use of these policies and measures to quicken the pace of technological innovation.

The three is the absence of the main body of technological innovation.
At present, China's enterprises have not really become the main body of technological innovation, and the technological innovation system with enterprises as the main body needs to be improved. The industrial concentration of most industrial sectors is still low, and the number of large and large enterprises is low, which makes it difficult for single enterprises to engage in major technological research and development.
The technological development of small and medium-sized enterprises is basically in a state of self destruction. The public technology service platform of small and medium-sized enterprises is difficult to play its due functions and functions due to the limitations of talents, technology and so on.
Many enterprises still do not understand the role of technological innovation in promoting enterprise development and enhancing market competitiveness. Expanding production scale is still the preferred goal of many enterprises. Many enterprises are not only lack of original technological innovation, but also lack of introduction, digestion, absorption and innovation.
Important production equipment, key production technologies and processes rely mostly on outsourcing, and the number of technologies and products with independent intellectual property rights is relatively small.
The reform of subordinate departments in 1999 has alleviated the problems of production and scientific research to a certain extent, but new problems have emerged, mainly because the focus of research and development of these institutes has shifted to applied technology development.
The lack of funds and personnel has led to the lack of basic, strategic and forward-looking technology development and preparation in our industrial development.
Four, the allocation of science and technology resources and the environment for personnel training need to be improved.
The technological innovation system with the combination of industry, University and research needs to be formed. On the one hand, the distribution of scientific and technological forces is unreasonable. The scientific research force engaged in national key scientific research, especially technology research and frontier technology research, is mainly concentrated in Institutes of higher learning and research institutions.
On the other hand, there is a large number of duplication of technology resources between enterprises and internally.
Many enterprises have duplication of internal R & D, irregular regulations, and inefficient sharing of resources.
The technological innovation links between the upstream and downstream enterprises in the industrial chain are not close enough, and the cooperation in the related technology R & D activities of the similar enterprises is less competitive and the low-level duplication still exists.
In addition, our country still lacks the tolerant and tolerant innovative cultural environment and social environment. There are rigid scientific and technological personnel management system, there are bad academic differences, such as impetuous, quick success and instant benefit, fraud and so on, and there is not enough innovative incentive mechanism.
All these restrict the full release of industrial technology innovation capability.
Third, promote industrial technology innovation.
In today's world, the progress of science and technology is changing rapidly, and the pace of innovation is accelerating. The competition for core resources of talents, technology and other technological innovation is becoming increasingly fierce. Increasing investment in technological innovation and strengthening core technology public relations is the key factor for China's industry and enterprises to occupy the commanding heights of development and competition in the future.
The "12th Five-Year" period is a critical period for China to build a well-off society in an all-round way, and it is also a critical period to speed up industrial pformation and upgrading.
Only by vigorously promoting technological innovation, improving the overall technological level and core technological capability of the industry, and comprehensively enhancing our industrial competitiveness, can we provide strong impetus and favorable support for the pformation from China made to China, from an industrial power to an industrial power, and to promote industrial pformation, upgrading and scientific development in China.
First, we should give full play to the role of the main body of technological innovation, constantly improve the financial and tax policy system and incentive mechanism to encourage enterprises' technological innovation, directly guide resources such as capital, talents and so on to accumulate resources for enterprises, support and encourage enterprises to establish technological R & D system, so that enterprises can truly become the main body of R & D input and achievements in technological innovation and the application of innovative achievements, and enhance the capability of independent innovation of large enterprises and enterprise groups.
Support enterprises to establish technology centers and so on.
Support enterprises to promote pformation of technological innovation results.
Small and medium-sized enterprises, especially the small and medium-sized enterprises of science and technology, are important forces of technological innovation, and they should increase their support for technological innovation of small and medium-sized enterprises.
We should encourage effective coordination and cooperation between SMEs and big enterprises in technological innovation, and take the road of specialization and innovation.
Two, we should actively promote the pformation of technological innovation achievements into actual productive forces.
To speed up technological innovation, enterprises should innovate the way of financial investment, support enterprises to undertake and adopt new technologies, carry out industrialization and engineering applications of new products, and encourage and support venture capital institutions to participate in technological innovation, expand investment and financing channels, and give full play to the role of demand guidance and application oriented through various ways such as loan fit and innovative investment guidance.
Support the production and application of innovative products and technologies.
Three, we should strengthen R & D of industrial generic technology, strengthen research and development guidance, planning and organization and coordination of industrial generic technology, clarify objectives, tasks and main directions, and promote the accumulation and optimization of innovative resources.
Integrating R & D resources of industrial generic technology, giving full play to the leading role of leading enterprises and supporting role of scientific research institutes, we will accelerate the establishment of a number of key laboratories for industrial technology development platforms and industries, and increase support for funding and policies for institutions and personnel who undertake key industrial generic technologies, and strive to achieve breakthroughs in core technologies in key areas.
We should promote the solution of bottlenecks in technology, technology and equipment in industrial development, encourage local governments to establish regional common technology R & D institutions, meet the requirements of local industrial development, support enterprises' research institutes to spontaneously form industrial technology alliances, and carry out generic technology research and development to meet the needs of industry and enterprise development.
In the key areas, we should build a number of open strategic alliance of technological innovation, which is a combination of industry, University and research, and promote the accumulation of key industries in the construction of intermediary service institutions and public service platforms, and strengthen the popularization and application of key generic technologies.
Four, we must strive to build a great technological innovation team.
We should focus on training innovative entrepreneurs who understand technology, good management and management, promote professionalization, marketization and specialization of business management talents, give full play to the core role of entrepreneurs in technological innovation, and actively train high-level and high-level innovative talents and innovative teams, and establish a mechanism for two-way flow of innovative talents among enterprises and research institutes.
We should maintain the creativity of innovative talents, strengthen the training of post skills, and train a large number of engineers, skillful craftsmen and technical core experts in the front-line, and carry out mass technological innovation activities.
To adjust the distribution structure within the enterprise, to build a long-term incentive mechanism for enterprise technological innovation, to mobilize the enthusiasm of the scientific and technological personnel of the enterprise, and to enhance the attraction and cohesion of the enterprise to the innovative talents.
Fifth, we must create a good atmosphere conducive to technological innovation of enterprises.
We should improve the performance appraisal methods of enterprises, especially state owned enterprises, put technological innovation indicators as key indicators, increase the weight of assessment, and strive to create a good cultural environment advocating innovation, encouraging success, tolerance and failure, creating a good cultural fashion with glorious innovation and great innovation, and perfecting the system guarantee to encourage technological innovation of enterprises.
In addition, we should thoroughly implement the strategy of independent intellectual property rights protection, strengthen the creation, application, protection and management of intellectual property rights, and increase penalties for infringing violations.
