Dealing With Trade Frictions: China Needs "Both Inside And Outside"

800 billion dollars! Maybe the loss of world trade protectionism to the world economy is hard to tell, but Lamy, director general of the World Trade Organization (WTO), has given this specific data.

Trade protection is the root cause of the sharp increase in trade frictions, and has become a major obstacle to the further development of economic globalization.

China is the "worst hit area" of trade friction. It has been a global threat for 16 consecutive years.

According to WTO statistics, from 2001 to 2010, China suffered 574 anti-dumping cases, accounting for 27% of the total number of anti-dumping cases in the world. The countries that initiated anti-dumping against China not only concentrated in developed countries, but also in developing countries.

During the 10 years of China's accession to the world trade organization, the United States launched 101 anti-dumping cases against China, 96 from the European Union, and 137 from India.

Since the outbreak of the financial crisis, Global trade protectionism has been expanding, trade disputes have been increasing, trade friction has extended from products to industries, from trade policy to economic policy.

Under the situation of "protectionism" of international trade, China should actively advocate and promote the international community to resist trade protectionism on the one hand; on the other hand, it should take active measures to deal with trade frictions calmly and objectively, and properly protect trade protection with Chinese people's ideas and wisdom.

To deal with trade frictions, we need to "repair both inside and outside".

Calm and objective view of trade protection.

There is no need to deal with trade frictions.

It is a convention of historical development to produce a certain proportion of trade friction in the process of rapid development of trade.

The United States, Japan and Germany face a long trade surplus and trade frictions. China's trade friction accounts for less than 1% of the total export volume, which is not enough to become a major obstacle to China's exports.

Of course, in the microscopic aspect, in the specific case process, we should take seriously and strive for it.

Strengthen early warning and monitoring of friction.

Experience has proved that the most effective way to avoid trade friction is early warning.

When the market has reacted to some of our export products, it should arouse our attention and adopt an adjustment strategy as soon as possible.

Therefore, we should speed up the establishment and improvement of early warning mechanism and quick response mechanism of trade friction.

The government should conduct real-time monitoring of key industries, key export commodities and key countries.

At the same time, we should learn from foreign mature trade remedy system, further improve anti-dumping, countervailing measures, special safeguard measures and technical barriers to trade laws and regulations, and establish a trade remedy system with Chinese characteristics in line with international practice.

Actively and properly cope with trade frictions.

On the one hand, China should aim at mutual benefit and inclusive growth, strengthen the integration and communication with trading partners, increase communication, understanding and interaction between governments and enterprises. On the other hand, for some deliberate cases of trade protectionism, we should improve the mechanism of division and cooperation among governments, enterprises and trade associations, coordinate all forces, and actively respond to conflicts, avoid conflicts and avoid friction.

We should give full play to the role of trade associations and other intermediary organizations, do well in information services, business guidance and coordination and cooperation, strengthen professional team building and special input, and help enterprises improve their ability to deal with trade frictions.

Enhance strength and avoid trade friction.

To enhance competitiveness and enhance soft power is the avoidance of Chinese enterprises.

Safeguard rights and interests and oppose trade protection.

We should make full use of multilateral, bilateral and regional cooperation to actively safeguard our legitimate rights and interests.

We should strengthen the study of the law of the international multilateral trading system and take the initiative to make use of the WTO trade dispute settlement mechanism (DSB) to deal with trade protection and safeguard China's legitimate rights and interests.

We should actively use the platform of the group of twenty and APEC to establish China's image of a big power in opposing trade protectionism.

At the same time, we must firmly oppose the politicization of trade issues, create a harmonious external environment, and effectively safeguard the interests of enterprises.

We should also strengthen the building of soft power and speed up the development of more professional teams to adapt to international market competition.

In addition, with the upgrading of trade protectionism and the ever-changing form, China should take more flexible measures to deal with it positively.

For the gradual increase of technical barriers to trade and green barriers, more early warning and research should be carried out, all kinds of technical standard systems should be perfected, and the comprehensive competitiveness of China's foreign trade should be improved in an all-round way.
