1, the NDRC has revised the guidance catalogue for industrial restructuring to encourage.

In the restrictive category, we will increase the annual production capacity of 100 thousand pieces of leather under the old version, and increase the production line below the annual processing capacity of 200 thousand sheets below the surface of the cowhide, and add the annual production line of wet blue skin with a capacity of 100 thousand sheets below the surface of the cattle hide.

In the knockout class, 30 thousand pieces of cowhide from the old version were processed into 50 thousand pieces.

2. The Ministry of environmental protection issued the list of tanneries for the first time in compliance with environmental regulations.

The Ministry of environmental protection issued the first batch of announcement on the list of tanneries in compliance with environmental regulations in May 19, 2011, and issued the second batch of announcement on the list of tanneries in compliance with environmental regulations in August 29, 2011.

The Ministry of environmental protection commissioned the China Leather Association to organize experts to carry out on-site verification of the tannery enterprises that submitted the application. The provincial environmental protection administration departments and the environmental protection supervision center of the environmental protection department at the locality of the enterprises are responsible for on-site inspection.

For tannery enterprises not included in the announcement, environmental protection departments at all levels shall suspend the examination and approval of their environmental impact assessment documents of new (alteration or expansion) projects, and shall not provide all kinds of special funds for environmental protection, and shall not accept their application for listing environmental verification, and shall not issue environmental compliance, compliance or compliance documents for any aspect, including processing trade of raw skins.

At the meeting, according to the relevant provisions of the Provisional Regulations on the general election of the State Council assets supervision and Administration Commission ([2010]154) and the "Regulations of the China Leather Association" and the "work plan of the sixth session of the General Council", the seventh session of the Council was produced by the on-site election, consisting of 64 vice chairman units, 277 executive directors and 442 governing units. 11 Honorary Presidents, honorary vice presidents, advisers and 7 deputy directors were appointed.

6. Chinese experts are the convener of the footwear international standardization organization for the first time.

In from March 2 to 3, 2011, the founding meeting of ISO/TC 216/WG1 and the first working group meeting were held in Brussels. The WG1, which was composed of 15 registered experts from 7 P members, was officially run. This is the first working group set up by ISO/TC 216. China has been the first convener to enter its management level.

ISO/TC 216 is organized by the footwear international technical committee. It is mainly responsible for the footwear parts testing methods, performance requirements and the whole shoe testing methods, and standardization of terms. Without technical committee and working group, it has been dominated by CEN/TC 309 for a long time.

Through the Chinese side's efforts, ISO/TC 216 agreed that Zhang Weijuan, the Research Institute of leather and footwear industry, was the convenor of the working group.

In October 25, 2011, the second meeting of ISO/TC 216/WG1 "footwear and Microbiology" formed a resolution: the "antibacterial" standard joined the DIS stage, and agreed to continue the research and formulation of China's proposed projects: ISO/NP 16718 and ISO/NP 16719.

7, China's first leather chemical industry base settled in Deyang.

In September 5, 2011, the China Light Industry Federation and the China Leather Association jointly awarded the Deyang Sichuan "China leather chemical production base Deyang" special area title, planning and constructing China's first leather chemical industry base.

So far, the construction of leather industry bases in China has covered many industries such as leather making, shoemaking, leather clothing, bags, fur, leather and so on, and the industrial chain is more perfect.

Sichuan is one of the core of China's leather chemical industry, and the advantage of Sichuan leather industry is in Deyang.

According to statistics, the output and sales volume of leather chemical industry in Deyang accounted for 70% and 60% of Sichuan respectively.

At the same time, the Deyang Municipal People's government will build "China leather chemical production base - Deyang" into the development strategy of Deyang's "12th Five-Year plan", aiming at further enhancing the comprehensive competitiveness and brand influence of Deyang leather chemical industry at home and abroad.

8, the leather industry scientific research achievement has won the national technological invention two prize.

At the 2010 National Conference on science and technology award held in January 14, 2011, Professor Ma Jianzhong, vice president of Shaanxi University of Science and Technology, led the innovative research achievement "key preparation technology of environmental enhanced toughening leather tanning chemicals" completed by the Vice Chancellor of Shaanxi University of Science and Technology, and won the national technical invention two prize.

The results have been applied to the preparation of leather tanning finishing chemicals, which effectively reduced the environmental pollution in leather preparation process, and significantly improved the strength and toughness of leather. The technical achievements of the project have been pformed in many domestic enterprises, and achieved good economic and social benefits.

9, the China Leather Association releases the blacklist of foreign dishonest traders to members.

Over the past two years, the international raw material market has been fluctuating frequently. Some irregular traders who are not honest and trustworthy have used lower quotations to induce domestic enterprises to enter into contracts with them, and then make a shoddy delivery.

When the buyer claims for them, these traders often delay or refuse to provide reasonable compensation for the original leather, causing domestic enterprises to suffer a lot of economic losses.

In order to maintain fair trade and protect the interests of domestic members, China Leather Association started blacklist notices in August 2011 to warn domestic enterprises and reduce unnecessary losses.

10, China's footwear export growth has reached a new low in recent years.

In 2011 1-11, the number of footwear exports in China increased by 2.4% over the same period last year, down 19.1 percentage points from 21.5% in the same period last year, a record low in recent years.

Although this year's footwear exports ended in the end of March, the EU stopped levying anti-dumping duties on Chinese leather shoes and other favorable factors. But in 2011 1-11, the number of leather shoes exports in China decreased by 9% compared to the same period last year, with a negative growth.

Affected by the rising costs, the appreciation of the renminbi and the spread of the European debt crisis, China's footwear export growth is weak. It is urgent to change the growth mode of foreign trade.
