Cotton policy

For a long time, due to China's adoption of import quota and sliding tax policy, although the country's starting point is to protect cotton farmers and upgrade imported cotton grades, the enterprises now face two international and domestic markets. Because of the particularity of cowboy products, their demand for cotton grades is relatively low. Therefore, after the sliding tax, the domestic cotton price of denim enterprises is generally about 20% higher than the international cotton price, leading to the obvious disadvantage of our denim export enterprises, which will also seriously weaken the competitiveness of domestic brands.
"The state can not protect cotton farmers by sacrificing the competitiveness of the textile industry."

Textile and garment enterprises in pition need funds to build brand channels or to invest in high-end manufacturing technology pformation.
But at present, textile enterprises are generally faced with the problem of difficulty in financing and high financing cost.
"We also understand the requirements of risk management and control of commercial banks, but we hope that the state can introduce measures to speed up the pformation of leading enterprises in the industry from a macro perspective."

"We hope that the state will continue to introduce measures to support key enterprises in technological pformation in terms of pformation and upgrading, energy conservation and emission reduction, and directly promote enterprises to accelerate the pace of industrial upgrading and technological pformation."
Four is about encouraging enterprises to "go out" policy.
At present, a series of policies promulgated by the State encourage enterprises to move to the central and western regions. Their original intentions are good, but they are not satisfactory in actual operation. Many of them still rely on sacrificing or relaxing some resource elements to achieve low cost competition, thus increasing domestic disorderly competition and unfavorable to the development of the industry.

Ge Yafang said that although the business income was basically flat or slightly increased in 2010, the increase in unit price brought about by the rising cost made the overall output decrease by about 25% compared with 2010.
Compared with the previous two years, the overall sales revenue of textile and apparel in 2011 was basically flat, but its performance was at the margin of profit and loss. However, thanks to the development of other industries in the company, the group achieved a total sales of 1 billion 633 million yuan in the first half of the year and 393 million yuan in profits and taxes.
According to Ge Yafang analysis, the classification of these complicated problems can be found, some of which are unavoidable and long-standing problems in industrial pformation, such as the increase of labor costs, the rise of energy and environmental costs, and the temporary lack of high-end talents, but some are caused by imperfect policies and external environment.

However, the formation of high-end R & D and manufacturing capacity is not achieved in a short time. It is faced with many factors such as talent, capital and policy. Especially now that the international financial environment is unstable and the overall consumer market can not see improvement, the domestic consumer market is also hard to be good.
