Trade Protection: Why Is Injured Always China?
After China's accession to the WTO, China's import and export trade has developed rapidly.

Friction is also increasing.
Zijin Mountain, Vice Minister of Commerce, pointed out that China has been the most frequently encountered trade frictions for 17 years in a row, and the form of trade frictions has been constantly refurbished, involving the expanding industries and the increasing number of countries launched.
According to data released by the global trade early warning organization, China is the world's most heavily protected country by trade protection measures.
Trade protection against China intensified
Recently, trade sanctions against China from the European Union, the United States and Japan have been heard.
In a short while, it initiated a lawsuit against WTO, which restricts the export of raw materials such as rare earths to China. For a while, it was an anti-dumping and countervailing action against China's export of us products.
Many countries have applied trade remedy measures to Chinese exports.
According to the Zijin Mountain, during the "12th Five-Year" period, China's foreign trade development environment was complex, and China's trade protectionism intensified in the external environment.
China has suffered 8 trade frictions this year, involving $2 billion 280 million, an increase of 80% over the same period last year.
The trade protection measures adopted by various countries to China are also exhausted, and the eighteen way Wu Yi has been used. There are so-called legal means, such as anti-dumping, countervailing measures, safeguard measures and special safeguard measures.
There are also more subtle ways to implement a series of seemingly reasonable and protectionist measures, such as "carbon tariffs", market access, certification system, through animal and plant inspection and quarantine, technical barriers, low emission and environmental protection standards.
During the 10 years since China's accession to the world trade organization, China has made frequent obstacles to Chinese enterprises by means of anti-dumping, countervailing measures, safeguard measures investigation, special safeguard measures investigation, anti circumvention, anti monopoly, US 337 investigation and technical barriers to trade.
According to statistics from the Ministry of Commerce, China has received 692 trade relief surveys since the accession to the end of 2010, involving a total of about 40 billion US dollars.
Statistics show that in recent 12 months, China's export products have met 100 trade protection measures, and since 2008, the total has reached 600.
Strong psychological imbalance in other countries
The Chinese have sacrificed their environment and resources to provide a large number of countries in the world with painstaking sweat.
Cheap and good products
At the same time, China is also a big importer in the world, providing tens of millions of jobs to other countries.
China's achievements have not been fully affirmed. Instead, it has become the world's most heavily protected country by trade protection measures. Why?
"China is now the largest export country in the world and the second largest importing country. The total volume of China's import and export trade is second in the world. After two or three years, China will surpass the United States as the world's largest import and export trade.
China has grown from a small country of import and export to a big country. It takes a very short time.
In an interview with our reporter, Jin Baisong, an expert in foreign trade and economic analysis, said that the world's top 5 largest trading nations could grow by more than ten percent a year, while China's import and export trade increased by 20% last year, up 30% from the previous year.
If we develop too fast, our exports will be squeezed out of other people's chances. The rest of the world will surely be unbalanced, so we must protect our trade.
China is now at its height, so it is hard to be beat by others.
On the one hand, China is strong and big attracts the wind; on the other hand, some countries protect local enterprises and employment.
Mei Xinyu, a researcher at the Ministry of Commerce, pointed out that the pressure of financial crisis will stimulate some governments to "rush to the doctor in disorder" and try to shift the pressure of crisis by means of trade protectionism.
Liu Jingdong, deputy director of the International Economic Law Institute of the Institute of international law of the Chinese Academy of Social Sciences, believes that the impact of the international financial crisis is still spreading. The US economic recovery is weak, and the presidential election is coming soon. Some anti China remarks are once again "touted". This provides an atmosphere and condition for some domestic enterprises in the United States to use anti-dumping, countervailing measures and other trade remedy measures to exclude the import of Chinese products.
Strengthen trade friction and deal with it
For the United States and other countries, more and more
Trade protection
Jin Baisong said that the sanctions imposed on China by the United States and other countries are not in line with the spirit of WTO. The WTO advocates trade liberalization. Only trade liberalization is conducive to the healthy and healthy development of the world economy.
Liu Jingdong believes that in the face of increasingly complex trade protectionism, Chinese enterprises should work hard on the one hand, standardize their production and marketing links, and link up with the general international trade rules, so as to prevent giving advice to others. On the other hand, we should use the international trade law and the domestic laws of the United States to counter the anti-dumping and countervailing measures initiated by the US side.
The Chinese government should intensify its consultations with the US side and take certain measures to counter abuses of trade remedy measures by the US side. At the same time, it should further strengthen its understanding and application of international law and make good use of the WTO dispute settlement mechanism to safeguard its legitimate rights and interests.
Zijin Mountain says China is against trade protectionism, but China is not afraid of trade friction.
He disclosed that the business department attached great importance to coping with major cases of trade friction. This year, we will improve the coping mechanism of trade frictions and make full use of WTO rules and trade assistance measures to safeguard the safety of Chinese industries.
The Ministry of commerce is working with relevant departments to study relevant policies and measures to promote foreign trade work, further improve fiscal and taxation policies, financial policies and trade policies. At the same time, it will continue to pform the mode of foreign trade development, optimize the layout of international trade market and domestic regional layout, and promote the construction of foreign trade industrial bases, trade platforms and international marketing networks.
