Zheng Yuanzhong was born in August 1952, Han nationality, Pingyang, Zhejiang. He has a college degree and a senior economist. He is currently president of Chuang Ji group and chairman of Chuang Ji Group Industrial Park.

From the early summer of 1982 to mid autumn of 1983, Zheng Yuanzhong, who was called Wenzhou's "Electrical Appliance King", fled to China for speculation.

In April 1984, Zheng Yuanzhong was finally rehabilitated and began his second venture.

Today, Chuang Ji group, which he founded, has become a leader in the domestic garment industry.

In early 2008, the Liushi town government of Yueqing, Wenzhou held the 30th Anniversary Symposium on Commemorating reform and opening up.

Zheng Yuanzhong is just one of them. In his body, people saw the whole process of China's private economy being strangled to be respected.

Charity tycoons busy listing

When Zhou Hua, a famous singer, was working on the billboard of Chuang Ji suit on the street, Zhuang became a familiar brand.

Chuang Ji Group Co., Ltd., founded in 1996, is not only the best among China's men's wear, but also has been selected as the top 500 national garment enterprises in China.

The group has 12 members, including clothing, ships, nonferrous metals, real estate and so on.

In recent years, Zhuang Ji has won the honor of "China's famous trademark" and "China's famous brand products".

"The boss has been busy with the company's listing recently, working day and night."

A senior executive of Chuang Ji Group briefed the reporter of the legal weekly on Zheng Yuanzhong's recent work priorities.

Originally, Zheng Yuanzhong began to plan the listing and financing of enterprises.

The senior executive told reporters that Zheng Yuanzhong, now in his old age, began to learn to maintain himself, often doing morning exercises or taking a walk in the evening.

From "King" to Fugitive Offenders

Talking about the legendary life of Zheng Yuanzhong, the staff of Chuang Ji Group has endless words.

Zheng Yuanzhong caught up with the Cultural Revolution when he was in junior high school, so Zheng Yuanzhong didn't go to college.

But he is not depressed. In order to change his hometown's poverty and backwardness, he took the lead in learning "Dazhai" and led migrant workers to Hubei to support the "three line construction".

In 1971, he began to set up industry and built up several township enterprises such as radio component factory in Yueqing with the capital accumulated from running and supplying, and became the "electrical king" of "eight kings in Liushi" at that time.

In January 11, 1982, the Central Committee of the Communist Party of China issued an urgent notice to convey the instructions of the Standing Committee of the Standing Committee of the CPC Central Committee on the urgent measures taken by some cadres for smuggling and smuggling, corruption and bribery, and stealing large amounts of state property for themselves.

The eight kings of Liushi were hit by speculation.

In 1982, Zheng Yuanzhong, a 30 year old electrical appliance king, already had several factories with an annual output value of one million yuan. It was the second richest of Hu Jinlin in Liushi after Hu Jinlin.

In May 20, 1982, the Zhejiang provincial Party committee sent a working group headed by Li Zhaolong, member of the Standing Committee, to enter Liushi, and began the arrest action against the "eight kings".

Zheng Yuanzhong took the road of escape to avoid disaster. After more than a year of sneak home, he was arrested for speculation and was put into detention house.

The high-profile crusade against the "eight kings" made the private enterprises of the whole country remain silent.

In 1982, the industrial output value of Liushi town was 53 lower than that of 1981.

The two spring of entrepreneurship

On the first day after the Spring Festival of 1984, the central government issued the document No. 1, referring to the fact that the economic activities allowed by the policy should not be confused with unhealthy practices and should not be confused with economic crimes.

In March 27, 1984, Zheng Yuanzhong was acquitted.

Instead of going home immediately, he went to the barber's shop to have his hair cut and shaved, and then ran to the Liushi industrial and commercial office for a detailed study of document number one.

Back at home, Zheng Yuanzhong discovered that the yard of 12 cars could be stopped and had been dug into a watery paddy field.

Several kings gathered together to persuade him not to go on with the business.

But he started the switch factory again.

Zheng Yuanzhong's two venture had a great impact on other business owners. In June, Liushi low voltage electrical appliance sales department jumped to more than 1000, employing more than 50 thousand people.

This year, Wenzhou began to embark on the road of economic development characterized by "small commodities, big markets, small scale, big collaboration, small machinery, big power, small talent and great spirit", and the family industrial enterprises reached 13.

3 million people are known as "a pioneering work in the history of Chinese peasant economy".

After the media coverage, there was also a famous "Wenzhou model".

"New Wenzhou model" highlights

In 1986, Zheng Yuanzhong pformed his lean switchgear into a joint stock company.

In the early autumn of 1992, Zheng Yuanzhong made another startling move: he hired a general manager to run a factory, and he went to Wenzhou University to go to school. He became a senior student in the Department of international trade of Wenzhou University.

After graduating from college, Zheng Yuanzhong was more open-minded and more active.

In 1993, Zheng Yuanzhong left Liushi and went to the Wenzhou economic and Technological Development Zone, which had just started, invested 20 million yuan, and built up 8 acres of Chuang Ji Clothing Co., Ltd., becoming one of the earliest entrepreneurs in the development zone.

In 1996, Zhuang Ji formed more than 10 enterprises to form Zhuang Ji group. Zheng Yuanzhong invited Chen Min, who was Wenzhou's clothing industry, and Wu Bangdong, who was chairman of the lean group at that time, to take the lead in jumping out of the stereotype of Wenzhou family business and realizing the true sense of "strong alliance".

Zheng Yuanzhong founded the first private clothing Research Institute in Wenzhou. The first garment industry in Wenzhou was certified by ISO-9001 quality system and obtained the certification center of China Fangyuan Certification Committee.

A new "Wenzhou model" was born, and began to embark on the road of internationalization.

Rule of law scale

The disappearance of the crime of speculation

Prior to the revision of the criminal law of 1997, the crime of speculation was defined as the act of violating financial, foreign exchange, gold and silver, materials, industrial and commercial regulations, illegal activities in industry and commerce, disturbing national financial and market management, and destroying the order of socialist economy.

These behaviors existed in China at the early stage of socialist construction, which caused social instability. It is thus evident that the country's "speculation" was included in the criminal law, which had a special historical environment and national conditions.

However, in a short period of time, the crime of speculation has been politicized and expanded artificially, making the interests of a batch of honest business owners unprovoked, leading to the stagnation of economic development.

With the development of the times, the leaders of the Central Committee assessed the situation and finally enabled Zheng Yuanzhong to "rehabilitate" and start their second venture.

In the new environment, the national economy has developed rapidly, and thus the "Wenzhou model" has been born.

With the rapid development of the economy, China finally abolished the charge of "speculation" in the 1997 revision of the criminal law.

Professor Jiang Mingan, an expert in administrative law at Peking University, said that some regulations had played a positive role in maintaining the market economic order in a specific historical period. However, with the rapid development of the economy and society, the obvious disadvantages outweigh the advantages: it is not conducive to the cultivation and promotion of the concept of market economy; it is easy to lead to arbitrary administrative management; it may lead to confusion in administrative management order; it may stifle the vitality of economic development to a certain extent and a certain extent.
